ARREST OF JOHN H. SUBRATT. Tite State Department bas received by the | cable the following dispateb, announcing the arrest of John H. Sarratt, at Alexandria, Egypt “Have arrested John H. Surratt, one of Pras- ideot Lincoln's assassins. No doubt of identi ty. CHARLES HALE, S. Consul General, Alexandria, Egypt.” It will |e remembered that Searratt was ar- rested im Italy, while serving in the Papal Zouaves, and afterwards escaped while under guard. The Pope promptly gave the neces- sary order for his arrest, upon the request ot our Minister, Mr. King, notwithstanding there was no treaty between the United States and the Papal Government binding the latter to grant the request of Mr. King. Sarratt escaped into Italian territory, and was afterwards traced into Egypt. where he was arrested, as stated. The singular charge has been made that the President kas known of Surratt’s whereabouts for the laste:ix months, without making any attempt for bis arrest. The fact is that the } matter of the pursuit and detection of | this great criminal bas been in the hands of the War Department co-operating with the State Department, and that the firet definite indica- tion regarding Surratt’s whereabouts, received by Government, was, in the shape of informa- tion, that an individual resembling John H Surratt, and speaking English, was serving in the Papal Zouaves. Directions were promptly sent back to take the requisite steps to estab. lish bis identity and procure his arrest, and to dotbis cautiously so as not to give him warn- ing. The affair was managed so well that he was seized without his haying the least occa- sion to suspect that he had been detected. In some manner, which will, probably, be ex. plained when the fall official dispatches reach bere, Surratt managed to break away and escape from a guard of six men, getting into Italian Territory, with which Govern. ment we havea modified extradition treaty, but hurried from the “frying-pan into the fire” by going into Egypt, with which country we baye a full extradition treaty. He has now no chance of escape, as orders have been tele- graphed to Admiral Goldsborough, who is cruising in those waters, to bring the criminal directly here. Those familiar with the char- acter of John H. Surratt have believed that he would never be taken alive, but the event has shown that either the buraen of his great crime bss completely cowed him, or that be was never possessed of the desperate nerve which has been attributed tohim. We have hereto. fore expressed the opinion that the earth did not possess a biding-piace so secret as to ge- cure any one of these great criminals from de- tection, and the event bas so proved. As the days of military courts are past, the trial of Surratt will take piace in the District Supreme Court, before Chief Justice Cartter. ——————____ DELEGATE FROM THE DISTRICT. In the House to-day, Hon. Mr. Darling, of New York, introdaceda bill Providing that on and after the 4th of March next the District of Columbia shail be entitled to a delegate in Congress; entitled to the same rights and privi- leges as a delegate trom any of the Territories of the United Staves; and possessing the same qualifications as a member of Congress. All male citizens over 21 years of age, who shall bave resided in the District one year next pre- ceding the election, shall be entitied to vote for delegute, and a majority of all the votes cast shall be necessary toachoice. MODERATION 1N THE SENATE. The Senate, in its aetion to-day, seemed dis- inclined to rush into heated Jegisiation. The Whig refers to the moderation of the message. LOCAL NEWS. SHOoTING —Last night. a gang of colored men met at Stewart's restaurant, on I street, near lith, where they got into a quarrel. They seemed to have an especial animosity against & colored man named John Myers, and getting into @ fight smashed a portion of Stewart's bar fixtures. Myers got out of a back door and started for his home, and Stewart called the a but the crowd left and followed Myers. ben the police arrived Stewart told them where the crowd had gone, and the police fol- lowed to the alley between L and M and 13th and 1éth streets, where Myers lives. There they ascertained that Myers had shot one of the crowd, named John Bell, alias Dick. Myers tired two shots, which took effect in Bell's right arm, near the shoulder, fracturing the bone.
