Thus her industry has been diversified and vastly increased, and made w yield immensely mereased pecaniary returns. Her properties, of all descriptions, not before available, have come into the market at high prices. These changes in her material condition have necessarily and naturally been accompanied by changes in her opinions bear- ing om public questions, which amount to ‘be revolution in her ideas of which we e. That cannot be stayed even if at were advisable te stay it, which we do not beheve. itis. im fine, just such a revolution an ideas as England bas undergone after each of the great throes of civil war and political contest that bave preceded the periodical cbanges in her Constitution axd the great pub- lic laws now overlaying that unwritten, but by no means unchanging instrument. The changes wrought by the war in the North make our great national debt a mere bagatelle- They demonstrate the nation’s bility to pay it in a brief period, principle and interest, well high as easily as England is now paying bat the interest on hers. The condition precedent ts, however, that we shall not go back indus- trialiy, or im the matter of the general diffusion of useful knowledge, and that the South shall be speedily so rescued trom her present dilapi- dated and inefficient condition as to work her Jegitimate share in making up the sum of the country’s available productions. She cannot, and will not be permitted to remain a clog upon the wheels of the nation’s pro- gress, If her people continue to refase to work her own resources to advantage, they must submit to baving them worked by others. who will find means to elbow them out of the | way. Any Congress of the United States hereafter elected will be chosen to the end of securing Senators aud Kepresentatives who ‘will not hesitate to force the South to become developed and improved, to the end of increas- ing ‘he nation’s available productions and markets, as by the legislation of the last thirty years they have made our great West so pro- gress. The fact that the lands of the South are the property of individuals, while the lands of the West were the property of the General Government, will not prevent the prosecution of some plan or other by which the nation, through Corg ess, will compel the South's ve development and progress. The simple probiem is.— Will the South work ont herown regeneration to her own advantage, or will she wrap around her the tattered remains of the mantle of the ancient gentieman of Vir- ginia (so eulogieed in Mr. Willoughby New- ton’s recent address before the Virginia State Agricultural Society) and calmly cast her present generation of propersy holders, their sons aud immediate dependents under the car of progress gbout to commence | its irresisuble march over her territory! | This ancient Virginia gentleman, by-the-by, asa pubiic man, bas trom first to last been 4 most pernicious fellow. Of much dignity of carriage. and fine manner withal, and mo- nopolizing nearly all the information from books possessed in the South, he has given | tone to her thought almost exclusively. His Cherished idea bas been that he and be alone is the South. That his interest has been the sele interest of the State. He has legislated sidec ‘he foundation of the Government to make ff 50. In so legislating he has found it expedient fo Wage Tureienting war on each i and every other surrounding interest, euch as those which by the tostering care ef North- ern legislation bave made that section so in- comparably intelligent, skilled, powertul and rich as communities and States. Thus, this apcrent Virginia gentleman bas kept all bat | Qimself, within bis control or influence, poor’ ignorant and idle—compsratively useless to themselves and to the State. He bas also kept down the value of bis own estate to less than a third of the value of similar property in States not under the influence of the blasting effects of his supremacy. Lest he might, in the mutabilgy of human affairs, jose bis status at home, he drew his sword pon bis country, tocarve out a government founded upan the fancied eternal justice and strength of African slavery, in which he could Bope to shut out progress pretty mach as Dr- Francia did that thing for a brief season in Pa- raguay. He usurped a despotism over his fel- low citizens, whereby he treated their lives and fortunes with as little compunction as Ti- mour the Tartar was wont to treat those of Bis subjects and of ai! falling under the power ofbis wrath. He wasted his own substance to des Inst available atom, and murdered bis own children and depencents by thousands, tens and hundred of thousands, in this senseless and cruel effort to muntain his own fancied state against the sure march of mind, industry and energy under the fostering care of American institutions. He fought this insane contest so long a+ be bad strength to wield his sword: and now finds bimself disarmed and fat on bw back—unable to continue it, but an- willing help himself out of mis terridle an or to permit those he has used in the coflest to move band or foot to relieve themselves of the conaition into which he has browght them. The ancient Virginia gentle- man is a “played out institation,” Mr. Wil- loughby Newton tothe contrary notwithstand- ing. He cannot keep his acres together by thousands, 4s Mr. Newton urges. He can no jonger “ bigb fatute’’ in Congress. He caanot continue to encourage idleness on the part of bis sons of available sinews, unless bringing them to starvation. Stay laws, such as Mr. Newton recommends as the means of enabling him to defy his creditors. will avail him bata very little longer. THE WHITE HOUSE The Attorney General had an interview with the President this morning. There was the usual attendance of visitors ar the White House. No general audience was given. and | nothing transpired of special interest. INDIAN AFFAL IN KANSAs. The Commissioner of Indian Affairs has re- ceived @ communication from Charles Bogy and W. R. irwin, special Indian agents, sta_ ting that a council had been held with the principal chiefs of the Cheyennes at Fort Za- tab, Kansas, on the 1th instant, during which all matters of difference were discussed. and the Indians gave their assent to the amend- | ments to the recent treaty. The different mur- ders and depredations committed by the Chey- ennes since the signing of the treaty were re- ferred to, and & demand made for the surren- der of an Indian who bad kitled a Mexican on the day previous to the arrival of the special agents, This demand was not couceded, al- though the chiefs manifested their disapproval of the murder. They said that they desired peace, and that the tribe was not responsible for the actof one member. They also main- tained that they should not be held to a strict Accountability in every particular, while the United States on its part tailed to’ redeem its promises—referring to the delay in paying an- buities and the neglect to return two Indian children captured at Sand Creek. ‘On the 14th instan: the annuity goods for the Arrapahoes were distributed. The goods for the Cheyennes will be distribated as soon as possible. The agents report that the Arrapa- boes number 3,500, the Cheyennes 500, and the Apaches £00, These numbers embrace, as neariy as can be ascertained. all the Indians whe havea rightto ciaim the benefits of the treaty. ‘An interview was held onthe {2th instant withtwo Camanche chiets with reference to the releace of « boy prisoner, and it was agreed that the prisoner should beset at liberty. A request made by the Indians that a saddle and a@ pairot revolvers should be given in payment for the release Of the prisoner was retused. There is-reason to apprehend some difficulty with the Camanches and Kiowas with reference to other prisoners. ARGENTIFEBOUS Py ulead FEOM COLO- The Commissioner of the General Land Office bas just received a specimen of argentiferous galena, from the newly discovered m nes on James’ Creek, between St. Vrains and North Boulder, in Colorado. it is reported to the Commissioner that the specimen sent is from the Buckhorn lode, and is taken from a depth of twenty-fixp feet, at which point the galena is four feet in thickness. The district lies be- tween the waters ef the Boulder and St. Vrains, and the veins are found within three miles of the base of the mountains, and from the west towards the range. The Surveyor General at Denver reports that most of the veins are ef galena in a gangue of fluor spar, and that all of the specimens he has seen are similar to the one sent to the Commissioner, though they vary in the amount of silver they contain, from nothing up to one bundred dollars per ton, d perhaps more. The mines were found last summer, and since the discovery some two bundred men have been en; in prespecting and mining, finding in some places gold-bearing vet This discovery is important, as it indi- cates 4 continuance of the metal bearing veins in a northeasterly direction to within a short distance of the plains, and opens up a district rich in minerals, and close in proximity to the coal regions. Gairvita Gaun?.—The drama of Griffith Gaunt, adapted from Charles Reade's famous novel, has hadanextraordinary ran at the New York Theatre, having drawn large and fash- sonable audiences from its first representation. Roee Etyinge’s embodiment of “Kate Peyton” is characterized by the press of that city as a spirited and true conception of the character, while John Mortimer, a great favorite in the commercial metropolis, represents “Griffith Gaunt” to the life. The object of this notice is to inform our readers that Wall's New Opera House is to be opened with the drama of Grit- fith Gaunt on Monday, December 3d, and tnat the above talented performers have beenen- gaged for its rendition.
