The sole object of these ietters is, and bas been throughont, to eall attention to the anomalons position and the visible. tan- gibie shortcomings of our city and people, with a view to reformation. In noting the points herein contained, the writer explicitly ignores any reference to matters which can be even distorted into political expressions or opinions, and he entrely disconnects himself from dif- fering opinions on other subjects wherein the best, the oldest and the wisest citizens entertain diverse sentiments. The only remaining proposition is to do away with the multplicity of governments which rule in our midst. However much minds may differ as to the means to be em- ployed, there can be but one voice as to the in- expediency and injury of five discordant an- thorities m a territory as limited in extent as the District of Columbia. The assertion is here Bazarded that Washington never can and never willassume her true position until its government becomes homogeneous—antil ai! local authority is placed in the bands of a Council appointed or elected’ by the Govern- ment or people. Georgetown (we say it with entire respect lor tbat ancient and pleasaut burg) is & component partof the nation’s cap- ital, and should be consolidated with Wasn- ington and be governed by the same power. The authority which regulates particular local- ites and particular objects should assume con- trol of the entire field. Let representatives of the whole population of the Dasirictof Columtna be appointed or elected —notas Washingtonians, nor as residents of Georgetown, nor as County boards: but as the Agents of “the people’—withoat distinction of or separauion into city, town oreounty. Ke- tain or do away with elective officers, as at present existing, but demand one or more dele- gales el ‘d or appointed from among the res- ident ta aying pepeiation, wbo may have the ability to speak + the influence to fight for, and the disinterestedness to act for the en- tire jurisdiction in the halls of Congress. JONSOLIDATE THE GOVERNMENT. Make every man, while a resident, be he laborer, Government clerk, or high official, amenable to the same authority, the same taxation, the same representation. Placeevery street, every avenue, every house and lot, under the same control. If itbe necessary that the property of the United States be exempt from local con- trol, let the Government appropriate reguiar- iy—not spasmodically—an amount equivalent vo the valuation of its assessment as private property, to be used as jocail taxes are now used, aud to be paid over, net toan officer irre- sponsible to the citizens, as at present, bat to the representative body in charge of District affairs. STOP FOREVER the humiliating bne and cry of wantof power to do and to im- prove, because of absence of means or lack of ability, This capital has the ability, upon an assess- ment of one per cent. upon the taxable value of its Teal estate (including its receipts for li- censes, fines, Ac.,) uf the amount 'egitimately due by the Government as an equivalent for tazes be paid over, to pave every street and avenue, perfect sewerage and drainage, erect decent market houses, build schoel houses—in fact, totake the front 1ank ip’ peint of progress, health and adornment. Two things only are necessary: to obtain the amount due by Congress in fired amounts and regularly, in lieu of taxes, stead of receiving it as special appropriations for particular objects or places, and to cause all receipts and payments to be properly audited and balanced in & business manner periodi- eally. The final proposition as te how the remedy is to be applied bas been partly answered in the showing of what constituies the remedy ltis only necessary to bint at the duties in- cumbent upon all citizens m the present con- diuion of affairs, and to call upon tue people to mee: together and settle among themselves their wamts and desires, and having so deter- mined, to besiege the houses of Congress with Memcrials and petitions until their rights and remedies are properly and clearly defined. Ryivar. General Sweeny has addressed the follow- ing letter to our Consul in Oanada D. Thurston, E344 Consut at Toronto, C Wo—sSir: Although 1 no longer connected with the Fenian organization, I consider i & matter of justice to inform you that the priso ner who is styled Colonel Lyncb, and who has been tried, convicted, and sentenced to be hanged on the 13th of December next, held no position in the Fenian army, was not a com- missioned officer, and was not present in any military capacity whateyer. It is likely that the Canaaian authorities confounded the pris- oner with Brigadier General Lynch, of Illi- nois, WhO was ordered by me to superintend the carrying out of the expedition against Fort Erie. Mr. Lynch may bave been present asa newspaper reporter, or & mere straggler, for aught know, but 1 am very certain that he bad no conneetion whatever with the Fentan army. Yours, respectfully, T. W. Swrevr, Late Commander-in-chief of the Fenian army. In Buffalo, on Sunday night, a large meeung Was held, according to announcement, at Jones’ Hall. Over five thousand persons were present, and the greatest enthusiasm was manifested It was announced that three regi- ments of Irish-American soldiers were to be formed immediately to rescue their friends held as prisoners in Canada. Resolutions were @iso pasted to the effect that they would in- yade Canada before December, if their friends were not set at liberty. In Bosten, a large meeting was held on Sun- day afternoon. An announcement was made that another blow was soen to be struck, and that men are needed immediately, and that as seon as they organize and report they will be fully equipped and sent to the seat of war ONTEEAL, Oct. 27.—The news of the con- tion of the alleged priest, McMahon, at To- Tonto, has caused much excitementin this city. The Roman Ostholic Irish will not allow him to be hung, and this will lead to a serious dif- ficulty between Protestant Upper Canada and Catholic Lower Canada, which may tavor Fenianism. The Attorney General ( West) has been threatened by Fenians that he will be as- sassinated if he Allows the execution of the Fenians in the bands of the Canadian Govern- ment; and it isthe public opinion the Irish will carry out any threats they may make. The Irish also talk of liberating the condemned Fenians, as wellas punishing with death the Crown law officers, am act that will lead toa conflict with the troops in the country. In Toronto are now the 17th intantry and the bulk of the Ith hussars. Ortawa, Oct.29.—The mews of the threats of vengeance by the Femians, should Lynch and his companions be is creating great excitement here. The hotels are crowd- ed, and groups are to be Seen at the street cor- ners reading the extrasin the rain. The vol- unteers at Ridgway demand the death of the ae) at others believe, from Mr. Seward's demand upon the British Minister, that their execu ion would culminate in war with the United States, and therefore oppose it. The only two Ministers here to-day are bec! with anxious questions; but they will kaow nething till the return of the Attorney Gene- ral, who is at Hamilton. CornWaLt, Oct. 30.—Hon. John Hilliard Cameron, Crown counsel, has applied fora writ of habeas corpus to take the three Fenians from here to Toronto, to be tried with those now at Toronto. The Crewn counsel also moved for the sentence of outlawry against Mike Murphy and the other Fenians who es- caped by breasing jail. As we understand it, the bonds wen prope of a large wool house in this city, and the package Dad been taken oy one of the partners for safe keeping. It was aiterwards decided to send the package ton branch establishment of the house, located ip one of the western cities, and a son of one of the partners was depnted to get the bonds and take them West. He procured the package the house where it bad been left, on ureet It was ina tin box or case. He wrapped it in Apaper, putitin bis carpet bag, and started for the business house of the firm, in another part of the city. On passing through Asylum street he stopped at Caspar Kreuzer's boot and shoe shop to procure sometaing in bis line, and in making room for it im his carpet bag, be took out the tin box wrapped in a paper and laid it for & moment on the count Nor did he dis- cover the loss on goin the ftirm’s honse of business. but after arranging bis affairs, went off in the cars with his carpet bag. He not finding the package, and thinking that he must have left it am the safe at home, tele- graphed back that he had no bonds. The firm telegraphed him to return home immediately, for the bonds were missing. He came on, and had a consultation in the counting-room with the firm. It was his belief, and theirs, too, that he had put the bonds into the safe, and that somebody bad obtained access to it in unguarded moment during business ho: . and made off with the box. In the midst of this troubled doubt he suddenly started up with the exclamation that be must bave left the package in Kreuzer's boot store; and off he ‘went to find it. tering the shop. be said to the proprietor, reuzer, 1°) take that parcel 1 left bere some time ago.” The bootmaker turned, and reaching up w a show case where he kept boots on exhibition in the sbop, pro- dueed the package. 1t had never been op it had Iain for a fortnight on a shelf or conn’ where they were accustomed to unrol! and cot Jeatber, acd where the proprietor hag placed it under the ression that it would soom be called for. And thus the 120,000 in Government bonds, after being lost for six weeks, were all recovered. This case shows that people are sometimes careless in large Matlers as well as «mall ones. THE CHURCHES OF THE SoUTH.—A corres- ondent of the Atlanta Era, commenting om T. Beecher’s comparison of the charches and schoolhouses of tbat section to “lighthouses twinkling along the edge of & continent of darkness,” says:—*In 1°50 there were 21,347 churches in the Northern States, and 16,655 in the Southern States. The proportion, | charch to 625 persons m the North and 1 church to 562 persone in the South. The accommodations of these churches were 5,656,061 sittings for 13,- s sittings for 9.694.855 per persons out of 100 could attend services al the same time m the North and 57 out of 100 in the South, m- cluding whites and slaves alike. Thus the Northern States had oniy 7 per cent. greater accommedations than the South.
