One party objects becnuse his par- ticular patch of ground will mot be benefitted — another says he holds his residence elsewhere. (altnough he may have drawn his pay and eaten his bread here for ten years past)—a third “don't know anything about the matter”—and so it goes. Every enterprise inangurated— every echeme proposed—every petition sub- Mitted—every action of brain or hand—faiis stillborn, because residents of the city of Wash- ington cannot rely upon themsel ves—because thirty thousand people, haying the stature and appearance of men. are really children of ten- der years not aetive tee to stray from the laps of their mammes. and only strong enough to draw nourishment from the maternal bosom. (5) A fifth and last reason which will be here Assigned for the short-comings of the city of Wachington is non-idertity of interest and Want of pride in home enterprises on the part of merchants and business men. In other cities of the Union, howsoever much individual ideas and opinions may dif- fer, the momentan attempt to divert general interests to other localities, is discovered—to the real or supposed detriment of “heme”’—a solid front is presented; meetings are held; Acts fol- low and take the place of words: the whole community is aroused, and the energy and capital of the people are freely expended to preserve the prestigeand further the security of “our own city” as against outside competi- Uon. Take, asangxampie, Baltimore, distant but an hour's ride. There every man, wemay “Shy, every woman and chitd, is continually on the alertto protect and increase the business prosperity of the city. Her mighty railroad and steamboat lines, bringmmg the East, the South, and the West within her embrace,—are carefully guarded against successful rivalry. Municipalities, States, Congresses, labor in vain to restrict her enterprise or to distribute her resources. Grumbled at, cursed, legistated at, shemoves onward, disarming opposition by the force of indomitable will, and reaping the golden baryest te which her efforts so justly entitle her. Note now the contrast. Washington, geo- gTaphically located to control the traffic of the lower counties of Maryland and of a ver large portion of Virginia, possessing as a basis of wealth the Federal disbursements not to be found elsewhere, tamely folds her hands and allows all this to pars—not by but through her. Evsought by tarmers and merchants and arti- vans of neighboring cites, towns and villages to receive their produce and supply their wants, Washington momentarily kindles with enthusiasm; talks of the brilliant prospects (1!) in the future; threatens Baltimore, Philadel- bia and New York with commercial annihi- ation; resolves (on paper) to build railroads and stenmboat lines, air lines—all ef them; but alas the fire goes out! the kindling material is exhausted, the logs are too heavy or too satu- rated to burn, the gas and smoke, remaining as tokens of failure, serve only to deaden the fac- ulties and blind the eyes against any future exertion to start the furnace. To use the lan- guage of Artemus Ward, “Washington is not a success.” Ryiar. EXTRAORDINARY INSTANCEOF TaxeN Lord Frederick Fitz Clarence was once dining ‘with a party of officers at Portsmouth, Eng., when one of them began tell some rather Reavy stories of his exploits wu latin @ performance he had taught a yo: leopard, fame snake agd other animals; in fact, if this gentleman's account of himself was to be believed, aarey mo where when com- pared tohim. Lord Frederick listened to his veracious stories for some time with the great. est attention, and when he had finished said, “What you say, captain, is very true, l'vye.no doubt; any animal, however low in the scale of nature, can be instructed by a. kind master, and will become attached to him; 1, myself, once had ® tame oyster, which used to follow me up and dewn stairs.” anunals, re- INTOXICATION IN PUBLIC SCHOOLS.—The Su- rintendent of Public Schools in Fall River, Mase, bas published a letter, in which he calls attention to some evils existing in the schools oft that city. These are irregular attendance and absenteeism, the uee of tobacco in various forms by the pupils, and of some even in the primary Pe) and intoxication. The writer says:—“l have been credibly imtormed-by sev- eral teachers that pupils have come to their re- spective scLools in an intoxicated state."’. Tis certainly is ® bad state of affairs, and the reve. lation made by the superintendent should in- duce the good people of Fall River to discover and apply an effectual remedy.
