‘THE EVE STAR. The Largest Circulation im the Distriet. —— 'W. D. WALLACH, Editor and Propricter. WASHINGTON CITY: MONDAY... oon 24, 1986, “M7 READING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. S7 PERSONS LEAVING FOR THE COUNTRY, DURING THE SUMMER, CAN HAVE THE “STAR” MAILED TO THEM BY LEAVING THEIR ADDRESS AT THIS OFFICE. TERMS FIFTY CENTS PER MONTH. THE ADVERTISING RETURNS OF THE CITY PRESS. The Intelligencer has get infected with the iteh to figure in the income returns, but falls into the blunder of making its ornamental j “showing” for & quarter notoriously, by the evidence of its advertising colamns, the dullest in its advertising history. Thus, the Advertising retarns of the Inielligencer for the five previous quarters were March 31, 1863, $6,4%, Jane 30, 1865, $7,651; September 3, 1865, $5,207, December 31, 1865, $7,787; March 31, 1866, S40ls. These returns show the man- mer in which the prevailing butiness dullness had told upon its advertising patronage, and its advertising col- Bmns, for the succeeding quarter ending June 30, 1866, showed that its advertisiag for the quarter bad been even less than during the revious dull arter, when its returns were rat is yetin the faceof allthis it makes | the 'y return of $15,683 for the quarter end- ing 38, 1566! No wonder iis reade: their breath over this astounding pi cheek. Its city advertising had fai largely, it bad lost the Government advertising, yet its ostensible receipts were nearly treb!e thore of the previous quarter! We learn, however, that the sub rosa expla- mation made in behalf of the Intelligencer. as to the why and wherefore of this remarkable re- * turn,ts, that during that quarter the Intelligen- cer was allowed pay by the Government for some old advertising, inserted without authori. ty, and for whieh the Government had hereto- tore refused to pay. advertising. inserted to fill up with, and taking the chances of getting pay, ran back a year or more, we hear. The Intelligencer’s showing is, therefore, a big sham. It parades its year-old. | Gead-horse-advertisipg wind-fall receipts to make itappear that its bona fide advertising business for the quartér had’ shot up to, and bevond, that of <7 of its city cotemporaries, when in fact it little more than one quar- ter of the advertising business of the Star, as sbown by the business columns of the two pa- pers. Well, if our cotemporary thinks this sort of humbug will pay, it ts welcome to all the glory. meantime the Star pursues the even tenor of its way, making no embroidered in- come returns for bumbuggeous effect. Our sbowing for the six quarters past are plain matter-of-fact returns. as follows :—March 31, $365, 215.7%: June % 365, 213.183: September 30, 1-65, $14,960 December 31, 1565, $14,952; March 31. 1566, $14,446; June 30, 1966, $15,119. The official showing of circulation of the city papers, called for by the late act of Con- gress, is as follows: Evrexise Star -7,715 copies per day 5.068 + “ 3552 % “ Chronieie. igures speak for them- selves, and we lenve them to tell their story ‘With readers and advertisers. ————-~-e —__ THE FINANCIAL PROBLEM. The most influential journals in the country @re discussing the advisability and fess! pility of a resumption of specie payments by the U. S. Tressary. Some advocate an imme- diate return to & basis of gold and silver, while otbers declare thatsuch a step would be ex- tremely disastrous to the business interests of the country, and favor a gradual substitation of gold tor greenbacks. All are forced to ad- mit that the currency should be redeemabie in coin, but differ as to the tume necessary to bring about such a result without damage. It as urged that an immediate change would em- barrass debtors, by virtually compelling them to besr an additional burden of indebtedness equal to the present percentage on gold: while manufacturers and builders would suffer for a time, until wages had been adjusted according to the new standard. On the other hand, what there lose others would gain. Without entering at any length into these ecessarily complicated questions, we propose to tbrow outs few suggestions in reference to the matter, which Bave occurred to us after an impartially reading of the arguments of both Sides in the pending controversy. First as to the volumeotcarrency. We donot believe tthe present depreciation is owing toany redundan- cy. but bold that the currency is not in excess of | the busmess requirements of the country, and that it bas been of immense advantage in ena- bling us to recuperate so rapidly from the Pros- tration which followed the war. This being So, and our presentsystem giving usacarrency of uniform value throughout the States, a re. sumption of specie payments will take from the Treasury and bring into circulation but a small proportion of coin, as the paper is much more convenient for business transactions, Bat st the same time resumption shonld not be attempted until the Treasury hoids enough gold nd silver to withstand any probable require. ments. Al.eady there are more than 260,000,000 in gold in the vaults. Let it once be understood that none of this will be sold, but that it is beg acoumulated for the Lerpose of forming a redemption fund, ard thai when it Bas reached a certain sum, say S200,60',000, redemption will commence; and we baye Zo doubt the gold premium will fail asthe fund accumulates, and that currency of ‘will be at par when it fs complete. Timely notice will thus be given, the change will be gradusl, and every one will have ample time & prepare for the new order of things. State. ments could be furnished from the Treasury | from time to time, showing the increase in the fund, so that values could be adjusted aceord- ingly. We throw ont these few hints, believing them to contain the true remedy for the ex. isting evil of high prices, the result of a depre. ciated cur cy- 7 From the pubiisbers.
