Tue RECErTION OF THE PREStDENT.—The Arrangements for the I’rocession.—Last evening, an Adjourned meeting of the joint committee of tbe Councils was he.d im the Aldermen's Ubamber, City Hall, to further the arrange- ments for receiving the President and party— Alderman Thos E Lloyd in the chair, and Councilman ©. B. Baker acting as secretary. Previous to the meeting of the joint committee, the sub-committee on the procession, Vounci man (teorge Wright in the chair, and Alde: man GF. Gulick secretary, held a meeting, when the following asseciations desiring to ticipate reported by committees: Uldest nhabitants: 5th Ward National Union Ciub; Young Men's National Union Club of George- town; National Democratic Association; Em- ployees of the Washington Arsenal; Employees of the Government Printing Office; Con- servative Army and Navy Union; Sixth Ward Nationa: Uninn Club; Seventh Ward Johnson Union Club; Employees of the Navy Yard, Jonnson Departmental Ciub; Fourth Ward Johnson Club; Executive Committee of Iris’ Citizens; Young Men’s National Union Club; Resident Executive Committee; Washingtoa Fire Department. On the joint committee being called to order. Mr Wright reported from the sub-committee that the committee had selected Col. James A. Tait as chief marshal, and the action of the committee was unanimously contirmed. Mr. Pease, from the commitiee on music, re- ported that he bad engaged Esputa’s band for the corporate autborities. Mr. Baker, from the same committee, reported that two battalions of the 12th Infantry wer anxious to part cipate in the reception, but could not do so without orders from Genera! Vanby. commanding this Department. He w's nstructed to wait on General Canby and obtain ont Noyes stated that the soldiers of the ar of “12 proposed to participate in the recep- on. but most of them bemg old and feeble : y would not join in the walking procession, but wonld take position en the portico of the W bite House, and they asked that a place be reserved forthem. He also reported from the committee appointed for the purpose, that the President was expected to arrive bere on Sat- urday afternoon, probably by the 5 p. m. train, but that the programme had not been Positively cettled upon. The Baitrmoreans were anxious ‘hat be should make some stop in that city on nis return: and it was understood, also, that there was a possibility that the Presidential party might return from the West by the Bal- imore and Oaio road, without going to Harris- burg, in which case they would arrive here somewhat sooner than Saturday atternoon. MeNerhany, of the 6th Ward Johnson Club, moved that Mayor Wallach be request- ed to deliver the address of welcome, and it was unanimously adopted. - Noyes suggested that the Mayor, with the presiding officers of the City Councits and f the different Associations, having been ap- pointed a committee, it would be proper, it it could be so arranged, for them to meet the President atsome pointon therailroad and escort him in. Mr. Noyes regretted that the gentleman had advanced a supposition so prejndicial to the peopie of the city of Washington—the idea that the President of the United States would receive any harm or disrespect in returning to the national capital, whetb: he came by aay or by night. He regretted that the idea should go out te the country that any such spirit pre- vailed here If there was a place in the coun- try where the President was among friends it was in this city; and any person who should undertake to show disrespect to bim here would have a rough time of it. Col. Florence said that to be forewarned was to be torearmed, and again referred to the ac- on of the Navy Yard employees. The Chair (T. E. Lloyd, Esq.) repudiated the idea that the President would be liable to any such treatment by the people of Wash- ington as indicated in the remarks of Colonel Florence. Whether the President arrives in the day or night the reception will be sure to be a success, and it wil! indicate tohim that he has the almost unanimous endorsement of the people of the District. Mr. Wright suggested thateach association select one of their number to confer witn the joint committee asto a programme. He wished allio harmonize, as there seemed to be some spirit ot disaffection. Mr.Gulick moved that a member of each association confer with the sub-committee. Mr. Florence said that it was due to the mee:- ing that the disaffected party be pointed out, ifthere was any sucb. He did not believe that there was any disaffection, for he hat heard of none. As for his association (the Na- tional Democratic.) they were ready to take any position assigned them, and were willing to leave the details in the hands of the Coun- cil’s committees Mr. F. MeNerhaney denied that there was Any disaffection amongst the associations. He had conferred with them all, and they werean uuitin desiring to co-operate heartily, and to give the Councils the lead in the affair. Mr. Wrigh: rephed that he had inferred from the notice given of a citizen's meeting to be held Thursday night, that some were disaf- rected Mr.Gulick’s motion was adopted, and the Meeting adjourned. The sub-committee then met, when a dete- cate from each association took seats with the committee. After some discussion as to the positions in the line, the whole matter was left with the sub-committee, and the meeting adjourned— the joiut committee to meet on Pbhursday night. a INSURORDINATION OF THE COLORED TROOPS. Monday night, the colored troops at Wise well Barracks had arranged to bavea ball at the barracks, and bad invited all the colored fe- male fancy of Murder Bay. Capt. Spurgin, ot the Freedmen’s Bureau, declined to permit them, but the soldiers insisted upon having the dance. and became so unruly that the Captain bad to send for a detachment of police. Lieut. Johnson. of the second precinct, sent two men to the barracks, and they finding the Murder Bay fancy collected about the barracks dis- persed them, and sent im off. The colored toldiers were offended, af refused to obey or- ders. Capt. Spurgin mounted his horse, and was about to start for 4 company to reduce the mutineers to obedience, when & colored ser- geant, who seemed to have some influence over the men, called them into their quarters. See east FUNERAL Or COMMANDER SwITH.—The funeral of the Jate Commander A. N. Smith took place yesterday afternoon, from the resi- dence of his father, Kear Admiral Joseph Smith, and was quite largely attended. The services of the Episcopal Church were con- | ducted by Rev. Dr. Trimble, of St. John’s, after which the corpse proceeded to Oak Hill Cemetery. Wm. Faxon, Esq., of the Navy Department: Commodores M. Smith and T. A. Jenkins, Lieutenant H. A. Wise, Lieut. Com- mander Wm Mitchell, and Mr. W. Danby were the pall-bearers, and were preceded by a derachment of Marines, Major Graham com- manding. ee Seneo eal Grawp Lanceny.—Rachel A. Fowler was arrested by Officer Mulloy for the larceny of arious articles of clothing belonging to Mrs. A. Weaver. The accused Aad been a ser- vant in the complainant's family, and very frequently property bad beon missed, but last Sunday, while the family was absent, she dressed herself in the lady's clothing and went off. She was taken before Justice Walter, who committed her to jail for court. —_e___ —About 1:38 o’clock yesterday morning discovered in the bakery of Chas. Ba- barn’s,on N st., near 6th. The alarm was given trom box 27, and the firemen responded promptly, and prevented a very serious con- fagration. The bakery was dimaged to the amount ofabout $500.
