The Intelligencer bas get infected with the iteh to figure in the income returns, but falls into the blunder of making its ornamental ‘showing’ for @ quarter notoriously, by the evidence of its advertising columas, the dullest in its advertising bistory. Thus, the advertising returns of the Intelligencer for the five previous quarters were March 31, 1865, 36,49, June 30, 1565, $7,651; September 3, 1565, $5,407. December 31, 1565, $7,787; March 31, 1266, $4,015. These returns show the man- ner in which the prevailing business dullness had told upon its advertising | | patronage: and iw Advertising col- umns, for the succeeding quarter ending 1866, showed thatits advertising for | r had been even less than during the previous dull quarter, when its returns were ut SiO, yetim the face of all this it makes the portly return of $15,653 for the quarter end- ing June 3, 1-66! No wonder its readers held hoover this astounding piece of cheek. Its city advertising bad fallen off | } largely, it bad lost the Government advertising, | yet its ostensible receipts were nearly treble | those of the previous quarter! { We learn. however, that the sub rosa expla- | pation made in behalf of the Intelligencer, as to | the why and wherefore of this remarkable re- | turn, is, that during that quarter the Jntelligen- | cer was allowed pay by the Government for | some old advertising, inserted without autnori- | ty, and for which the Government had hereto- | tore refused to pay. Some of this dead-horse | advertising, inserted to fill up with, and taking | the chances of getting pay, ran back a year or | more, we hear. The Intelligencer’s showing is, | therefore, a big sham. It parades its year-old- | dead-borse-advertising wind-fall receipts to | make it appear that its luna fide advertising | business for the quarter had shot up to, and beyond, that of any of its city cotemporaries, | when in fact it had little more than one quar- ter of the advertising business ot the Star, a3 shown vy, the business columns of the two pa- pers. ell, if our cotemporary thinks this | sort of humbug will pay, it is welcome to all | the glory: meantime the Star pursues the even | tenor of its way, making no embroidered in- come returns for humbuggeous effect. Heasks if the balance is to be used for electioneering purposes, and if the Commis- sioner of Internal Revenue bad a right to sus- pend the revenue laws in behalf of such a purpose. } Another correspondent inquires where the proceeds of the sale of tu ‘ts is deposited, and what guarantee the purchasers have in its se- curity Weare not able te answer our correspon- dents fully. We have no faith whitever in these gift concert enterprises, and cannot, see that the public have any guarantee that the one under notice will resuit more satisfacto- torily to the ticket-holders than similar enter- prises bave elsewhere. {t is true that the pames of the “references” given are highly respectable, but we presume they will hardly hold themselves pecuniarily responsible in the matter. The fact that the managers pro- pose to sell the enormous number of 300,000 ickets is sufficient to stamp the scheme as im- practicable. Estimating the population of the <ountry at 30,000,000, it will be seen that a icket must be sold to every hundred persons— man, woman, child and baby—of the thirty millions in order to carry out this grand | scheme. Very few thinking people will be in, clined to put faith in the possibility of effecting | such an achievement. In consideraiion of the professed object: of this enterprise, we should be glad to use other language in regard to its prospects; but the plain duty of the journalis: to the public forbids us from expressing a con- fidence im its success tha: we certainly do not feel. We bave the same opinion to express in re- gard to similar enterprise~ in the Gift Concert line (upon a less pretentious scale, however) siarted hereabouts. It baying been deemed expedient to com- mence surveying operations in the Territory of Arizona, the Commissioner of the General Land Office has inctructed the Surveyor Gen- eral at Santa Fe, New Mexico, that he concurs in 4 suggestion made by that officer that the monument erected in 1551 by the Mexican Boundary Commission. situated at the con- fluence of the Gila and Salt rivers, be the in- itial point of the survey. Surveyor General is directed to establish the base and meridian lines. The apprepriation remaining unexpended for these surveys is $1,400, which the Surveyor General is author- ized to apply towards their establishment. PUBLIO LAND OPERATIONS. Returns from the Register and Receiver of the Land Office at Winnebago city, Minnesota, show that 13,122 acres were disposed of during Angust. as follows :—Under the homestead act 11,722 acres; with Agricultural Coliege scrip: S00; and the remainder with military warrants. At Humboldt, Kansas, 6,764 acres were dis- posed of, 3,429 being for actual settlement un- der the homestead act, 2,079 being located with Agricultural Cellege scrip, and the rest being taken up witb land warrants er sold for cash. According to these statements, it appears that the members of the firm in question were engiged in supplying the Governmeat with stores required in the prosecution of the war. They frequently received orde’s amounting to thousands of dollars, reaping therefrom large and steady profit. At the close of hos- tilides, however, the business of the firm fell off, and one of the partners went ona Euro- pean tour with bis tamily. while the other purchased a handsome residence on one of the fashionable avenues. The personage alluded to claims to bave been a receiver in the Ord- nance Department at Navy Yard. and through his official duties came frequentiy in contact with the firm, transacting, as he alleges, sey- eral peculiar business operations with them As be charges, they agreed to share the money which they made by patting ‘n bills for goods never delivered, and which he in his official capacity duly receipted. He bad, he says, faithiully served the firm, and naturally enough wanted his money. The anxious expectant of $15,000 was thunderstruck. He had lett his position with the expectation of going in business for himself on this amount, and he could hardly believe the evidence of bis senses. He returned to the Navy Yard, ana there as he avers. being familiar with the operations, copied certain evidences of jzuilt, which purport to be the dates, ameunis of goods receipted for, and the amounts actually receipted for, and the amounts actually re- ceived, leaying a margin between the two of over halfa million dollars. The fact that he knowing tha invoices were seventy-five per cent above whit was actually delivered. did not deter him from the attempt to punish those >t he alleged, were more guilty than him- elf. He claims that on one occasion ‘flap’ leather worth $15 per side was required by the depart. men!—300 sides were ordered, 300 sides were billed and 75 only delivered. The above accusations are denied in toto by the firm who say that many of the articles which this person charge> them with selling the Government were never called for by the authorities; that they never sold the Govern- ment a pound of white lead, and that these charges were made for the purpose of getting bush money out of them. The U. S. District Attorney stated tbat it would be ne for the informer to procure another witness before he could take out of proceedings against the firm, and the receiver went off to hunt one up.
