Noyes, Seer 3 The Chair laid before the board a communi- cation from the Mayor, stating that he had ap- Proved acts to set the curbstones and pave the Tootways on the west side of 2d street west, between Dand I north; and south side of [ Street north, between North Capitol and Ist Streeteast. Also, act to coyera deficiency in &b appropriation. Also, communication from the Mayor in an- swer to the resolution of the Board of Alder- men of the 3d inst., that the Mayor be requested éo inform the board whose duty it is to repur ibe station-bouse in the Seventh Ward. The Mayor says:—« Any repairs of the nat«re of those, as lam informed, contempiated by the resolution should be at the expense of the owner of the property.” Also, commanication from the Mayor, trans- mittpg Acommunication from the Board of Fire Commissioners, covering an opinion from the Corporation Attorney. that under the act to merease the salary of the chief engineer of ibe Washington City Fire Department, passed June 4, 1886, “the salary should be calculated st the cld rate to June 4, 1566, and at the in- creased rate from that day; and the act in- creasing the pay of the men must receive the same interpretation,” and recommending an enabling act to authorize the Mayor to pay the increased salaries from the date contemplated by the Councils. The communication{trom the Board of Fire Commissioners also transmits resolutions passed by the board, recommending to the Councils to change the laws authorizing two additional fire companies, so as to concolidate ihe (wo companies, to be called the Metropol- iton Engine and Hook and Ladder Company, No. 4, the foreman of one of the companies to be changed to an assistant foreman, and sug- feeting ‘bat the engine-bouse of the Metropol- san Hook and Ladder Company is sufficiently large ‘o bold the apparatus and men of the Proposed new company, with a small outlay jor stabling and horses. Mr. Barr, from the committee on police, re- ported back the bill from the lower Board. changing the name of Pierce street to Seaton Street, asking to be discharged from its further consideration: which was agreed to, ana the third reading of the bill was not ordered. Also, reported favorably on the bill from the lower Kourd, granting permission to Henry L. ‘Thomas to erect a frame building on square 7-5. for protection of his fami baving y. bis residence been destroyed by fire, ihe consent of Sident of the U nited States to be obtained: Mr. A. Lioyd called up the case of Mr. Geo. Hepburn, nominated for police officer of the even'h Ward. Mr. Barr, trom police committee, referred to the fact that two weeks ago the case was re- ferred back to the committee to obtain further evidence. He now submitted further evidence, and would state that the committee were still of the opinion that the nomimation should not be confirmed. ‘The evidence was read by ‘he Chair. Mr. A. Lloyd presented a petition from eiti- zeus of the Seventh Ward for the appoint- ment of Mr. Hepburn. The vote on the confirmation was taken by 3 pd noes, with the following result Yeas—M Cross, Edmonston, Gulick, A. Lioyd, Me bran, Noyes, and Owen. Nays—Messrs. Barr, Given, Turton, Tait, and President T. E. Lioyd. When Mr. Edmonston’s name was called he ked to be excused from voting, but Mr. Mc- Cathran objected. Mr. Edmonston then voted aye.” Hetore the result was announced he siated that he had voted under a misapprehen- Sion, and would change his yote to no.” The Chair announced the confirmation re- jected by yeas 6, nays 6. Mr. Cross, from the committee on claims. re- ported « bull ge entrap $300 to pay Mar- garet Gorman for damage done to her proper- ty. by the late freshet in Tiber Creek. Mr. Mulloy said that in the last Council a bill was passed for a pavement in his ward, and the Eiayor had repeatedly said he would not order the work to be done this season. After some turther debate the vote was taken on the third reading of the bill, and it was rejected: Yeas—Messrs. Baker, Calvert. Car- rol, Drory, Mulloy, Stewart, and Talbert—7. Nays, 12. McCartney. A printing press, counterfeit plates of the $20 compound interest notes, and a large amount of counterfeits were also seized, McCartney bas been committed by the U.S. commussiener at Springfield, 111., in default of $10,000 security.
