Corporation Affairs. BOARD OF ALDERMEN, September 3.—The Board met atthe usualbour. Present—Messrs. Eamonston, Given, Gulick, Barr, Owen, C.S. Noyes, McUathran, Turton, T. E. Lioyd, Presi- dent, and S. V. Noyes, Secretary. ‘The Chair laid before the Board communi- cations trom the Mayor announcing the ap- roval of acts: Making appropriations to de- ‘ay the general and contingent ex of the Corporation for the fiscal year ending June 30, 1967; for erecting wooden Steps at the inter. section of G street south and 11th street east; for the relief of James Dorman; to cause the curbstones to be set and the footways paved on the north fronts of squares 562, west of 623 and 623; to cause the grading and Paving of the ‘west portion of the alley in square 96: and meking an appropriation to grade 16th street ‘west from K street north to Q street north. Also, 8 communicatton from Mr. Randolph Coyle, Water Registrar, submitting, in answer to & resolution of the Board, a plan for a bridge across the creek at H street north. He esti- mates the cost at $10,031.56-100 ; referred to the committee on improvements. The Chair also laid before the Board a com- munication from Owen Thorn, Chairman of Committee of Reception of Young Men's Na- tional Union Club of Washington city, dated September ist, 1266, submitting for considera- tion of the Boards of Aldermen and Common Council the following resolutions, unanimous- ly passed at a meeting of the Club on Wednes- Gay, 29th uit: “ Resolved, That a committee of nine be ap- pointed by the President of the Club, to make Suitable arrangements for the reception of the President of the United States on his return to Washington city from Unicago, Llinois. «Resolved, That the committee appointed to Take arrangements for the reception of the President of the United States, be authorized to bring the proposed reception to the a!tention of the municipal and military anthorities, and e vite their co-operation and that of the citi- < generally in the proposed demonstra- tion.” Laid over informally Mr. Barr presented the petition of Mrs. Jane Farnham, for remission of special Paving tax, ana Mrs. Elizabeth Foley, for remission of a fine; referred. Also, introduced a bill making an appropri- ation of $1,000 from the Funds of the Fourth Ward. for improvement of # street north, from North Capitol street to 6th street east: referred. Mr. Edmonston presented protest of Wm. Powell and others, against change of name of Pierce street; also, petition of Bridget Dono- hoo, for remission ot a fine: both of which were referred. Also, mtroduced a bill to set the curb-stones and pave the footways on the south side of I street north, from North Capi- tol to Ist street east: passed. Also, introduced & bill for relaying the gutter on the east side of 4th street west, from Massachuse: K street north; referred. resolution instructing the committee on fi e to inquire into the expediency of re-organizing the Collector's Office: passed. Mr. Gulick introduced a resolution request. oD Mr. Dudley, (same . B; comm. ttee}— Bill to supply a-deficiency in sppropriation for enclosing the triangul: r space on Maryland avenue, between 7th and Sth streets; passed. By Mr. Joyce, (police)— Bill to amend the laws regulating bil | seen passed. Hill giving authority to H. S. Thomas to erect a frame building in square 795; passed. By Mr. Baker, (claims)—Adversely on the pe- tition of Andrew Hansell; committee dis- charged. Hill to pay James Goody for work done; recommitted. Also, adversely in three other cases; committee discharged. The resolution to make arrangements for the Teception of the President and party was re- ceived from the Aldermen with a substitute, whieh was concurred in, and the following ‘Were appointed in accordance with the pro- visions :—Messrs. Wright, Peake, Mead, Nal- ley, Oaivert, Joyce and Baker. Mr. Taibert, from the com mittee on elections, made areport in the case of the seat of Mr. Morrell, contested by Mr. J. M. Downing, with a resolution declaring the latter to be en- titled to the seat, which was debated at con- siderable length by the members, the question being as to the power of the committee to com- pel the attendance of witnesses, and its further consideration was postponed. The Aldermen bill fora pavement on the south side of I steeet, between North Capitol street and Ist street east, was passed. A number of bills were referred and the Board adjourned. es “Was IT AN EARTHQUAKE ?"—The Balti- more Sun says in referenceto an item under the above head in the Star of yesterday :—« It will be seen that our Annapolis*correspondent also mentions that ashock of a supposed earth- quake was felt in that city and vicinity at the same hour. Persons residing in the western section of this city likewise state that they felt the shock.” The Anpapolis correspondent of the Sun says:—“The shock of an earthquake, as is supposed, was felt in this city and ata di: tance, so faras can be ascertained, of about nine miles from here, where the shock was mecre severely felt, this morning at about five o'clock. One of our most estimable citizens, 2 merchant, was aroused from his slumbers about the time indicated, by the mysterious moving of his bedstead. Hearing at the time a rumbling noise, resembling that of thunder, he repaired to the window, in front, and found the sky perfectly serene. He simultaneously felt that his residence (a three-story brick house) shook severely from another movement of theearth. His son-in-law, who was on his farm, some miles from the city, came in town hurriedly this morning. in company with others, and stated that sometbing lika an earth- quake was felt there about five o'clock this morning, and that it was so severe as to move the table and break the cups, plates, &c., there- on,and frightened the persons in his employ very much. who immediately left. Several of our citizens, Whose word can with equal con- fidence be relied upon, say that at the same time they experienced the shock and heard their residences shake, and on observing the elements, discovered that the sky denoted any- thing but a thunderstorm. Mr. Noyes presented the petition of Andrew Wylie ana others, for tne grading of 9th street west. between E and F streets sonth: refered to the Ward Delegation. Mr. Noyes also intro- duced a bill to grade and pave the alleys in square 53%; passed Mr. Given, from the committee on police, | reported favorably on the nomination of ID). Mr. Barr, from the same committee, reported back the communication of the Mayor return- ing without his approval the E. F. Queen, granting permission to him to enclose six teet next his building with a frame structure for use as a batb-house, with recom- mendation that the Mayor's objection be sus- tamed. The bill was then rejected. Mr. Owens, from the committee on wharves, to which was referred the bill dis; ontinaing the office of assistant harbor master, asked to be discharged from further consideration of ibe same; which was agreed to. On the reassembling of the Board, Mr. Noyes, from the special committee, reported a substi- tute for the Council resolutions, providing for tme appointment of a committee of fourteen, (one Alderman and one member of the Board ef Common Council from each ward.) who, with the Mayor, shall make the necessary arrangements, and that the two Boards shail attend the reception in a body. The Chair ap- pointed on the part of this Board Messrs. ‘oyes, McCatbran. Gulick, Edmonston, Gi ven, | Owen, and Turton. Bill from the lower Board, to repair alley in Square 226, was referred to committee on im- provements. Bill from the lower Board, reguiatiag bill- posting in the streets, avenues, alleys, and sidewalks of the city, was taken up. Mr. McCathran moved its reference to the committee on a He said the bill was al- most identical with the present law, and all the talk aboutit in the newspapers grew out of sheer ignorance on the part of newspaper editors and reporters. Mr. Tarton said that was a question between the Potato men and the gentleman from the Sixth Ward. Mr. Turton then argned that some protection should be given to bill post- eTs, and maintained that if property owners gave permission for handbills to be posted on the tree-boxes in front of their premises it was nobody's business. Mr. Noyes objected in toto to the doctrine that nie dean holders could disfigurea public street y permitting the tree-boxes in front of their premises to be plastered with tattered, paste- daubed bandbilis. He thought, nowever, that the Mayor should be authorized to designate proper places for the posting of bills. After some farther debate, the bill was re- ferred to the police committee; and the board adjourned Common Counct.—President Moore in the chair, and atl the members preseat except Messrs. Carroll, Marche, Mulloy, Simms, aud Walker. A message was received from the Mayor, inelosing & communication from the Ward Apothecary of the Seventh Ward, asking if he shall continue to furnish medicines for the poor of that ward—the appropriation having been exhausted Mr. Peugh said that the communication came With a bad grace from the apothecary, inas- much asa law bad been passed that no appro- priation should be made for the purpose until tbe accounts had been approved and passed by the Councils. He had understood that the pre- scriptions in that ward averaged $2 each, while on examining the books of a respectable physi- cian he had found the average prescription: ‘were 40 cents. Mr. Dudiey said it should be remembered that in many cases the prescriptions in the Seventh Ward had been duplicated five or six times and charged for but once. It appeared that Sayres bursted im the door of a house in pursuit of a white girl, nsmed Frenchy, who ran in there. The colored woman who kept the house sent John- son fora policeman. Sayres strack him with a brick bat. Welch ealled Johnson back, and Johnson says that Welch sirack him with his fist. The marks of the brick and fist were very prominent on Johnson's bead and face, and Justice Morseil committed Sayres to jail for court, and held Welch to bail for further hear- ing. ae Fata Acc T.—Saturday evening, atter dark, Patrick Welsh, a laborer, who resided on G street, between New Jersey avenue and North Capitol street. started to attend a wake ofa deceased acquaintance. Going out North Capitol street. be arrived at the embankment between Pierce and M streets north, and fail- ing to perceive the danger of the locality, fell over the bank, a distance of twelve or tourteen feet, and was so injured that death ensued yesterday afternoon.
