The following is the official showing ot the circulation Of the daily papers of this city competing for the Government advertising under the recent act of Congress directing such advertising to bé made in the two daily news- Papers of Washington having the largest circulation : CONGRESS AND TH iNTANS. Intelligent Irishmen here and elsewhere know that the President and Secretary of State had but one course to pursue in refer | ence to the Fenian invasion of Canada, and that was to execute the existing laws. This plam duty they performed promptly and thor- oughly, but as humanely as possible. In no | wise responsible for the existence of our strin- gent neutrality laws, they were bound by orth to see that they were not violated, and had they failed todo so, none would have con- demued them im stronger terms than those «who now seek to make political capital out or the action of the Administration in this affair, Why did not these latter-day friends of Erm St the Capitol exhibit their sympathy earlier im the session, ard in a more practical man- ner? Congress was sitting at the time of the first and Iast Fenian imyasions. The stringen- cy ofthe neutrality laws was well known to honorable members, who also knew that they Would be impartially executed. Why did not the majority repeal or modify the obnoxous sta- tutes, and thus prove the genuineness of their new-born sympathy! Then if the President bad interposed a veto, they could have made & strong bid for Fenian votes. As itis, we doubt if their eleventh hour expressions of de- Youon to the cause of suffering Ireland, seas- oned with the great favor of allewing the F- B. to occupy the fair building to glorify Con- gress, Will deceive many Irishmen, or induce them to vote for their radical friendsat the fall elections.
