CONGBESS AND THE WASHINGTON OITY CaNAL. Editor Star: In the late proceedings of Con- gress on the question of disposing of the Vity Canal to 4 60-called sewerage company from abrcad, the Hon. Chairman of the House Com- mittee for this District is reported to have ead that the company will within thirty days after the passage of the bill for giving the canal to the said company, have the canal flooded with 4 living stream of water, which shall have & | depth at all times of at least ten feet. | the Hon. SEB OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. DEATH OF LIEU Public: Heners to His Memory by Order of | General of tbe army. On the day which may | provides for, ard all that the proposed corpor- ators promise to co within thirty days after the passage of the bill, (see section 14,) is to have a stream of ih water flow through the canal. The size or magnitud of this stream is not named, nor even alluded to; hence, the smallest quantity of flowimg water that may be called a stream will answer the terms ot this part of the bill. even though it may be wholly inadequate to improve the sanitary condition of the canal, and although it should be a thou- sand fold less than will be surely and speedily accomplished by the plan now being rapidly executed by the city authcrities. 1t-is hoped that the Hon. Chairman of the Committee for this District will not do any- thing to prejudice the interests of the city un- der bis care; and if he will but intorm himself of what the city is really doing towards im- proving the canal, he will readily see tht there is not the least oceasion for interference in our affairs on the part of a foreigu sewerage company. We have, of ourselves, unaided trom any quarter, devised a plan that is ap- proved by the highest authority; which is ex- pected to be of great importance to the city, as well as tothe General Government; the first and most important part of which will be in Operation in a few days; aud we desire to com- plete it by and for ourselves and for the Gen- eral Government, and not for the benefit of Mere speculators. If this ee werage company is really very anx- 1ous to promote the public interests by securing tnrough navigation to New York, then let them confine their attention to opening a canal from this place to Annapolis, whicn will at- ford them abundant occupation for several years, and which we venture to assert cannot and will not bedone. In the meantime the city will take care of its own canal. without any aid from them 1 be appointed for bis funeral the several Exec- ative Departments of the Government will be clesed. The heads of the War and Navy Depart- ments will respectively give orders for the payment of appropriate honors to the memo- Ty of the deceased. AwNpREW Jounson. THE CHRONICLE CANAL LOBBY. The Chronicle seems to have sold itself body, soul and breeches to the “Canal and Sewerage Company” lobby, who have been spending Money so freely, according to current report, ¢o get possession of the canal franchise. Its frenzy of passion this morning would seem 'o amdicate that it appreLends the de eat of its pet lobby scheme in Congress. The Chronicle is usually politic in Tegard to its motice of the action of Congress—the Senate especially—but in its editoria! of this morning, leveled with such blind rage at the city an- thorites for carrying out a system of canal improvement, it so far overshoots the mark as to discharge its load full in the face of the Senate of the United States, for the eity is simply carrying out the line of improvement recommended by the Commission of distin- guished Engineers appointed by the Seeretary of War under a resoluton of the Senate. It will be remembered that in March iast the War Department appointed a Board of Engineers, consist of the tollowing eminent efficers: Brigadier General L. B. Tower, U. 3. A., Lieut. Col. of Engineers; Major Gen’l Q. A. Gi-more, U.S. A., and Major of Engineers; and M General G. K. Warren, with in- structions to carry inte effect the resolution of the Sen *to examine the entire line of the Washington city canal, and report what im- mediate means within their judgment sbeula be adopted for such temporary improvement thereof as will best secure the health of the residents and citiz of the National Metrop- Mayor's Orrics, City Hatt, ) Wasxinoton, D.
