A debate sprung up on the propriety of Viting any associations, as all who would join Would know tbat they should do so as citizens, Mr. Kiger in reply to the question, «Will So- cieues bave their banners?” said the proces- Sion wilbkbave banners, one with the portrait of Abrah. Daniel Upshur mo to lay the whole mat- ter on the table; which was agreed to. Mr. Kiger moved to invite all maie citizens Of the District. Mr. Bradley. (called Lawyer Bradley,) of Boston, rose, and began a speech upon the Rarrewness of tbe tn vitation. and contended for the right of the States to engage init. This District belonged to the States. It was pur- chased by them. South Carolina and Georgia another States helped to pay fer it; and if those presert are citizens of the Distri tas becanse the States made them so. Much cor on was manifested, and Mr. A. Kiger objected to Bradle y's proceeding, he not being a citizen. Bradley was decidedly out of order, but by & vofe permission was given nim to speak tive minutes. He did not proceed, however, aud Dir. A. Kiger announced the programme for the day. The citizens will meet in Franklin Square at li o'clock a.m. The line will be formed Snd proceed by way of I street to 19th, along mh to Pennsylvania avenue, to the Czpitol, around the Capitol tothe Avenue, to4); street, to F, thence to Franklin Square, where they will be addressed and dismisced. «& Lawyer Bradley was called tor. and said he did no: mean to interfere with the harmony ef the meeting, but he thought the motion which he proposed to diseuss was narrow and con- tracted. ‘The Chairman said his time was precious, and he hoped the meeting will avoid too much discussion, as he could not afford to haye his time taken up in listening to speeches. Mr. Pearre moved to adopt the programme. It was proposed to change the programme so as to pass the residence of General Grant, also to extend the march to the Circle; which were rejected. Mr. Kiger offered a resolution designating Elder D. W. Anderson, Rev. H. H. Garnett and L. Howard Day, of N. Y., as the orators of the day, and make their own arrangements. Mr. Fruman opposed the orators; not on the ground of capacity, but becanse he wanted to bear trom some of those who were here before the emancipation. Of those named, one was in Europe, oue in Canada, and one in New York in those times. Mr. Hilton spoke in very complimentary terms of the orators named, bet urged the se- lection of some of onr own citizens, many of ‘whom are capable of, addressing such a meei- ing on euch a subject. The meeting ordered that John F. Cook, Hons. L. Trombull, of Lil, Sumner, of Mass., Wilson, do., and Nye. of Nevada, be invited to address the cituzena on that occasion. On motion of Mr. Kiger, a committee of five upon music and flags was appointed, and an- thorized to invite the band and troops from Fort Lincoin to participate with them.
