Sperry, the present collector, by 206 majority. They also elect the city clerk, audi- tor, and citypmarshal. They have a majority in the City Council. (This Pemert has been ppplighead. in wader Bae for temporary relief recommended embraces much of the plans heretofore sugzested by Messrs. Severson, Wise, and Ellis, for the per- manent improvement of the Canal, and though the cost is far greater than was then estimated, the plan for temporary relief combines much that is material und absolutely necessary for the purpose of sewerage and commerce. ‘The abatement of this nuisance as well as the improvement in amore permanent manner of ue Caual, has been to allof usa inatter of anxiety and interest, and has, as you are aware, been delayed so long, only for the want of a plan definite in character and certain to effect the object intended as well asthe want of means to meet the expense. The means suggested in this report, for “tem- porary relief,” will command the confidence of all,.and will soon be followed by a more elab- orate report from the same souree, of a plan tor the more permanent improvement of the canal for the purposes of commerce and sew- erage. It behooves us, therefore, now to provide the necessary means to meet the expense of this work. Appreciating the urgent necessity for its immediate commencement, aad to meet the ex- igency L have already memoralized Congress, setung forth the claim J thought we had on the General Government for their aid in the premises, and asking it rgd did not deem it obligatory on the General Government to af- tord the assisiance songht, at least to enable this Corporation to make the improvements, by passing an set to enable it to raise the ne- cessary means. C., April 7, 1866.—To the Honorable, the Senate and House of Representatives of the United States: 1 deem it my daty to lay before your honorable bodies the following statement of the claim of the city of Washington to what is known as the Washingtog City Canal, in order that you may act advisedly inthe matter of depriving this city of its right to that property, a bill for which is now before the Senate The Washington City Canal, asiaid down in the original plan of the city of Washington, was projected by General Washington, and was, umong other things, intended as part of a scheme to connect the Western waters with the Chesapeake Bay. Upon this work the States of Maryland and Virginia spent, previous to the year 1900, upwaras of five hundred thoa- dollars, and it flually culminated into what is now the Chesapeake and Ohio Canal. A joint stock comp1ny was formed to open and cut the canal as laid down on the plan of the city, and on the Ist of May, 1402, was chartered by Congress, the stock being made personal roperty. (Statutesat Large, Vol 2, page 177.) The Canal wgs cut and opened % this com- pany. who fully complied with the require- ments of their charter, and enjoyed by them for about thirty years, when, with the consent of Congress, it was purchased at great cost by the Cor ion of Washington.
