RB. McLan, President of the Convention, who stated the object to be the prom tion of the eight hour movement. Several members of Congress bad been invited, some of whom were present, and others responded by letter. The workingmen should be united, and if united as ‘were sure to siicceed sooner or later. Clay Preuss was first introduced, and spoke of the results and achievements of iabor. (Durmg Mr. Preuss’ address, the Book Binders, who had formed in tront of the Patent Office, numbering about 150, and were marshalled by Capt. J. H. Dubant, and headed by Heald’s American Brass Band, marched into the hall, carrying with them two large Sramsparencies, one representing a ledger. bearing on its back the legend “Eight Hours.” ] Mr. Preuss proceeded with his address, say- ing give the laborer time to rest his muscles, and he will do more and better work. It was olear to his mind that the advantage was on the side of eight hours. Uur whole country is flooded with young men too prond to work and too poor to live without it, and it showed that there was something radically wrong. His faith in man debarred him from adopting the idea that men with a few more hours to en- y themselves would degenerate into brutes. Tabor bad in this country furnished the best quality of brain, muscle and pluck, and he noticed the first men in this country and Eng- land, too, drew their great men from the mid- dle and lower classes, Hon. G. W. Julian, of Ind., was next intro- duced, and expressed his sympathy with the Movement. e used to labor himself, haying been a farmer before he turned politician, but be was not ademagogue. In early life be read ®& book called the Rightsof Man,to which More than ree! other book he is indebted for what he is. He referred to yarious other ‘Works, to show that labor should be well paid. He had advocated the homestead policy, and he knew of none who had a better right to claim to father that policy than President Johnson. { Applanse.] id having advocated that principle, it was not to be expected but he would advocate the eight hour movement. He had introduced a bill for the purpose, and had it referred to the Judiciary Committee, because he knew the committee, and he had been in- formed that it would be reported, and he thought the prospect for the passage of the bill Was excelient. [Applause.} Major (general Andrews, of Minnesota, fol- Jowed, stating that he came, not expecting to take part in the meeting, but he woald say that he approved of the object they had in view. He was in favor of any measure which weuld eleyate the working classes. Itis difficult to out of our old custom, and he instanced the ifficulties im getting rid of imprisonment for debt. The adoption of the eight hour project ‘will make labor more dignified and giye op- portunity to the Ilahoring man to improve him- self. He ‘bought that men would do mere Work in eight hours than ten, and do it betier Mr. Richard Emmons was called on, and Stated that he had attended the convention in New York on Monday, the oy of which ‘was to make arrangements for a National Con- gress, and they concluded “hat the Congress should be held in Baltimore in August nex He advocated the measure, and was followed by Alderman McCasthran, who stated tha! because of the agitation of the question in N-w ‘York two-thirds of the painters were idle, because the bosses were opposed to the move- ment. The result will be that all the journeye men will become master workmen. Mr. Preuss recited his poem, “Honor to the Workingmen,” amid much applause, and was followed by Mr. Berger, and he by Mr McKean, of the bookbinders. During the evening a letter from Hon. Geo. W. Anderson of Mo., was read. Fegreiting that other engagements prevented his attendance Also, a letter from Hon. John L. Thomas, re- Gretting his inability to be present, and con- Veying his assurances to aid them both in and out of Congress in securing the passage of such laws as will accomplish what they desire, and ‘what, in his judgmont, they ought to hay: ssying, “I have never been in tavor of any o: these invidious discrimifations in labor. I think the laborer at our Navy Yards and in our Government worksh: is entitled to the same rights asthe clerks the Treasury or Post Office Departments, and that all of ™ should have the time to read and to study and to rest from labor, and Iam satisfied the en- lightened progress of the age win sooner or secure to them these rights. A letter from Hon. A. J. Rogers, of New Jer- Sey, was aiso read, im which he says:—« Al- though Il cannot be it to our meeting, yet lam wihyeu in feeling. ‘and will ‘Bssist you all that isin my power in your hon- orable undertaking to induce the passage of jaws making eight hours a day’s work. I know of no movement so important as this to the interests of the employers and employed, nd to the welfare of religivn, morality, health, bappimess and the good order of society. La- bor is the life and blood of the nation. With- Out itall weuld be ruin. Capital would be of ho avail, and the greatness and granduess of mations would be aestroyed forever. Why is it not, then, time that we should begin to legis- late to protect labor? Much of our time is ‘ntin protecting the rights of capitalists. by not dedicate some of that time in pro- tecting labor !” Want of space terbids the insertion of more of this interesting communieation. New Cavrcues.—The English Lutherans have purchased of Caleb Cushing the triangu- iar piece of ground bounded by N and 14th streets and Vermont avenue, on which they at once will commence the erection of a church edifice. The little chapel on P street north, between 9th and 10th streets, for the Hamline M. E. congregation, is covered in, and it is expected that it will be ready for the dedicatory services In about 8 month. e The Episcopalians in the northern section of the city have secured a fine lot of ground at the corner of N and 12th streets, and efforts will be made to erect thereon an edifice during this season. A lot has been secured on 13th street east, near Pennsylvania poten grag ge it is Toposed to erect a church for the Independ- eat or Southern Methodists. - The congregation of St. Peter's (Catholic) Church being much too large for any one church, and Te them living farther east than 2d street, it been determined to erect S& new church in this parish, and a lot for the purpose has been secured at the corner of Lith and G streets, (Navy Yard.) Key. Father Boyle bas take: e matter in hand, which is 2 cuarantee of its success. A large ball and dwelling-house is proposed to be erected this season on G street, between tb and 10th, im the rear of St. Patrick’s Church, the latter being intended asa home for the “Society of Christian Brothers,” who haye charge of the Catholic schools. The ball is expected to cost about 830,000. ——@—— FUNERAL OF Cot. W.P. Youre.—The tune- ral of the late Col. Wm. P. Youn, formerly of Portsmouth, Va., but for over 25 years pasta highly respected citizen of this District, took place from his late residence on Tenth street, yesterday afternoon. The deceased, for over 25 years, was a ruling elder in the Fourth Presbyterian Church, and for the same length of time a clerk im the contract office of the Post Office Department, and was beloved by all ‘who enjoyed bis acquaintance. The funeral was very ly attended by his fellow-ci and most the members of the church of which he was a member. The services were condacted by Rev. Drs. Smith, of the Fourth Presbyterian Church, and Gurley, of the New ‘York avenue Church, both of whom paid de. served tributes to the memory of the deceased. ‘The pali-bearers were Hon. G. W. Thereupon it hings a dia- tribe against the authorities fur mot providing accommodations for a large mamber of huc’ Sters additional to those now engaged in the business. The fact is that the proposed stalls &re in the butchers’ market, where there is an opportunity to rentsome additional ones. In the other departments of the market there are, We believe, a considerable number of staiis vaeant, showing no want of accommodation there, such as itis. Had Congress given the Corporation the requisite authority, we should have had ere thisa market building erected that would have been a credit to the city, and where business could have been transacted with some comfort to both dealers and cus- tomers. As above stated, there is accommodation, snch as it is,and more than enough jor the resent demand, and so far from there being usiness enough for many more bucksters, ‘he Chronicle would find on &@littie inquiry, that that business, like many others, is so over- crowded and dull, that numbers are deserting it for more lucrative occupations. The real need is for a first-class market house, such as the QOorporation had commenced building when stopped by legislative interference, mainly through the clamor of the Chronicte. Thatsuch astrugture may be made a decided ornament to any street is shown by the taste- ful market house erected in Georgetown. The market housestructure commeneed here would have been one of the handsomest buildings in the city. ee EXPLOSION AT THE ARSENAL.—Yesterday afternoon, while two of the workmen, Alber. Carew and Henry Dant, were engaged in a small shed at the § Reames in unloading shell, one—a twenty-four pounder—exploded, tear- ing the shed to pieces, and burning’ both the men, Dant quite seriously. Carew also re- ceived a slight wound in the forehead, and one hand was so injured that he may have to suf- fer the amputation of two of his fingers. As soon asthe accident occurred the men were Temoyed to the post hospital, where, under care of Dr. Morris, they are doing well. Dant bas been engaged at the Arsenal tor several years, and is looked upon as one of the best and most careful hands ever em- ployed there. Carew is an old soldier, and after his honorable discharge from Carlyle's battery, obrained employment here. In ordr to gnard against any serious accident, sell are unloaded now im & smail shed, in which bnt two men are allowed at a time, and under the directions of Colonel Benton all loose pow- der is removed as fast as it accumulates, con- sequently there was but little to burn, other- wise the accident might have been more serious. oe Tax EctirseTo-n1GutT.—This evening there will be a total eclipse of the moon, which will be wholly visible throughout the United States, and nearly the whole continent of America. Although our satellite will be on this occasion immersed in the shadow of the earth more than an hour anda half, (one hour and thirty-eight minutes,) it will not entirely disappear, but will remain visible of the color and appear- ance of a disc of tarnished copper, with its light so much diminished that it will seem to be rayless or without scintillation. The eclipse will commence bere at balf-past nine o'clock, and end at 23 minutes past one. Se U.S. SUPREME Court, March 29.—Fletcher P.
