The iligencer of this morning contains the following communication from ex-Mayor Berret * of the National Intelligencer - men:—I have not hitherto thought proper to obtrade upon the public any ex- on of the circumstances connected with and incarceration in a Government tortre the incipient stage of the recent civil war. The facts of themselves, as known to every one familiar with the condition of things st the time in Washington, I deemed cient at least io shield me from im- derogatory to my honor, so far as it putan could be affected by any action of mine re- specting the then political status of the coun- try. It was publicly known thar, although I was wholly opposed to those of the South who desired to dissever the Union, and thereby, among other still more momentons national disasters, utterly to ruin the ople of this city, whose interests were somewhat committed to my charge, at fhe same time I did not concur in the dogmas and meas- ures of the Republican party. And hence, in the universal distrust then prevalent, 1 was subjected toa persecution entirely inexcusa- ble, and resulting from the intense excitement of the public mind and morbid appetite for ob- jects of popalar vengeance. My loyalty was never subject to rational doubt, and to this day there has never been the semblance of a charge, much less any proof, or attempt of proof, pre- ferred against me, reflecting in any manner upon my devotion to the Union, the Constitu- tion, or the laws of the country. These facts are of public notoriety. Bat it is not equally well known that they were fally acknowledged by Mr. Lincoln and his Uabinet, and the injury done me in my arrest and im- prisonment atoned for by them to the uémost extent im their power. It is the maim object of this letter to place this phase of the matter before my friends. and to rightly inform those who seem, from recent exhibitions, to be iguo- Tant of the real facts in the case. After m Tretorn from Fort Lafayette Mr. Lincoln, in: conference | had with him at his own instance, in the presence of the then and present Secre- tary of State, magnanimously acknowledged in the most feeling terms the utter groundlessness of the vague suspicions upon which the mili- tary authorities had acted in my arrest—ex- pressed his deep regret that the bitter feelings and panic which prevailed at the time had caused such an instance of individual oppres- sion, and generously proffered any appropriate reparation for the injury that has been done me. I declined to make any suggestion, but ‘was shortly afterwards, as is well known to the present Secretary of State, offered a colo- nelcy im the army, with the privilege of a posi- top on the staff of the General-in-Chief; and subsequently, without my knowledge, was nominated to the Senate for a lucrative office, which I aiso refased as soon as | was informed of the appointment, for the reasons assigned in & fetter to Mr. Lincoln, of which the following is a copy: Wasixcton, April 17, 1262. Dear Str: I beg leave to express to youmy thanks for the kindness which you have done me in sending to the Senate, without the slight- est knowledge or expectation of it en my part. ™my nomination as Commissioner under the inw recently enacted for the abolition of slavery in this District. This public recognition constitutes for me a vindication, the value of which can only be appreciated by those who have known what it is toendure a most grievous and vnmerited wrong. Since my release from “Fort La- fayette,” it has been one of my chief consola- tions to know for myself with absolute cer- tainty that you considered my imprisonment to bave been whol'y undeserved; My nomi- nation to the Senate attests this fact to the whole country. It is enough; again I thank ou. ™ ltonly remains to say that I cannot accept the office which you tender me. I do not ap- prove the Iaw under which the office is created, and its judicial duties could not be performed by me to my entire satisfaction in conformity with those provisions. Therefore, itis plamly my duty most respectfully to de- cline the appointment, and I do it at this early moment in order that, before the Senate take Action in the matter, you may substitute some other name for that of Yours, very respectfully, James G. Howard, at the suggestion of Jr. Robert Reyburn, surgeon of the \ strom of Aefugees, Freedmen, &c., for this district, has Just published an order to the colored people who occupy buildings under the charge of the Assistant Commissioner of the district, di- recting that the rooms, entries and stair cases must be swept clean at least once each day by the tenants occupying them, and thoroughly serubbed on the Wednesday and Saturday mornings of each week. They must be white- wasbed at least once each month. No dirt, filth, or refuse, of any kind, can be allowed to accumulate in the rooms, stair cases, or drains, or in any other Part of the buildings or grounds. Proper vessels will be Provided for the reception of the refuse and Girt, and it will be carted away each morning from the premises. In order bn sie ona sickness, the tenants Will be required to change their under clothing and bed linen at least once per week, and to keep their persons and clothing clean and neat, snd to wash themselves, all over, at least once per week. . Iardeila, at 15 cents ¥ +f foot. ee DASTARDLY ATTEMPT AT Anson.—On Sat- urday night last, about 11 o’clock, an attempt was made to set fire to the office of tle Keco.- 2'ruc‘ionist, Which is situated on 10th street be- tween N and O, At the hour named a colored girl in the employ of Mr. Swisshelm chanced to open the door of the prees-roon and dis- covered aflame which appeared to have just burst forth. One of the windows was found half open, and it is supposed that the incen- diary made his exit through it atthe moment when the door was opened. The flames were soon extinguished by the servant, and on ex- amination it was found thata quantity of paper saturated with kerosexe oil had been placed in readiness for igniling, and there was also a considerable quantity of this inilamma- ble Jiquid poured upon the floor in different places. What makes this act the more atro- cious, is the fact that Mrs. Swisshelm and the Indies who lodged in the upper part of the the building would have been in great danger if the attempt had been successtal. ae ASSAULT AND GRanv LARcENY.—Yoester- day, Henry Thomas was arrested by officers Gorman and Wallingsford, of the Seventh Ward, for assault and battery on Mary Tilgh- man and for stealing a pair of pants from Geo. Paris. It appears that the prisoner has been living with tne complainant, and assumed the right to give her a thrashing for some real er imagitary offense. Complainant could notsee his right to perform that operation, and had him arrested, and in her anxiety to be secured against further molestation, she let out that the prisoner had stolen Paris's pants and pawned them. The pants were recovered, and the prisoner was sent to jail for court in both cases by Justice Handy. — Scuppen Deatrn.—Yesterday morning, aman named John H. McGinn, was found dead in his room, atthe house of Mrs O'Brien, on G st t, between Ist street west and North Cap- itolbetree!, The deceased was formerly in the army, serving as a Union scout daring the warsand rendering valuable service. He was formerly a schoolmaster Virginia, and is represented to have been a man of considera- ble attainments. He Nad been drinking lately, and itis supposed nis death was cansed froin intemperance.
