A letter from Annapolis, Md., received by Lieut. S. N. Ciark, of the Bureau of Refugees sud Freedmen for this District, gives an ac- count of an attack on a negro boy, fourteen years of that occurred recently -in that city. The Secretary of the Treasury has issued a cireular to customs officers and officers and agents of the United States in foreign coun- tries, dated Ma-ch 7, 1866, removing the re stricuons on the importation of cattle and hides from all foreign conniries, except Europe. Neat cattle and hides may be admitted from Canada and other British North American provinces, 1f accompanied by the Consnis’ certificate that no cattle disease exists or has recently been in those provinces. The receipts from customs during the month of February at the four principal ports of the United States are as follows :—Si2,009,110.94: Boston, from the Ist to 24th, $1,355,514 67; Phil- adelphia, $340,198.26; timore, 22,549.53. Senator Morrill, of Maine, took the floor at tbe expiration of the morning hour to-day in favor of the proposed constitutional amend- ment which was passed by the House. He is to be followed by Senator Wilson, of Massa- chusets, who will advocate the adoption of the amendment, and wili conseqwently take di- rectly opposite grounds te his colleague, Sena- tor Sumner. Senator Fessenden will then close the debate, unless some Democratic Senator desires tospeak.
