A is: Boarcpor TRApE.—A meeting of the Board e was held ast evening. Mr. John H. 5 was called to the chair. In the absence B. Mohun, Mr. N. Sardo acted as Elyans stated that he would like report of the committee in reference g of the citizens to take action on the air-lime railroad. He had un- Mr. Garett. the President of the Baltimore and Ohio Railroad, was here, and bad boasted that the air-line would not be ted on. om was adopted instructing the furnish the Collector with the ac- inst delinquent members, and that + of such be reported at the next meet- Mr. Mitehell said he was surprised that the com on the Point Lookout Railroad were Rot present, as he beheved the object of the & was to make arrangements for the call- © corporators together. M. Hall stated that the meeting had " ed im reference to the air-line road to York. As for the Point Lookout road, there were most cheering indications from the lower counties, and an engineer who had gone the proposed route had estimated that the road would not cost above five thousand dol- lars per mile. Dr. E. Morgan here caused the charter of the Point Lookout road to be read. 1t provides that the road shall have as many tracks as the incorporators shall determine on; it shall be commenced within two years from the date of its passage, and shall be completed within ten years from the same date. hen one portion ts completed the stockholders can divide the surplus funds. or use it to complete other por- tious of the road. The charges for transporta- tion will be three cents per mile for both freight and passengers, and cent toll. Mr. Hall made a statement that it was not Provided that the road should deflect to Marl- boreugh, but to rum a branch to that place. Atter passing fifteen miles from the city there is not 2 bridge, and in the whole route there is not a stone to blast or hill to dig down. Dr. Morgan said that the only paying line would be through the center of Prince George's and Charles counties The question coming up on the propriety of sa —_ meeting on the subject of the ° Toad— Bir. W. Orme advocated the measure, and in the course of his remarks stated that he could not see that the road to Point Lookout i pay, unless it connects with some city. Hall replied that local roads had always proved beneficial to the cities they run to, and this road, passing thronzh a country where there were about one hundred thousand inhab- itents engaged in agricultural pursuits, could not prove otherwise than beneficial to the trade of Washington. Mr. Orme remarked, in answer to a question, that if am air-line road was established, the ne Ling would be the knocking down of the 1 bridges or the raising of them up, so that the bo: on the Chesapeake and Ohio canal can pass down to this city, bringing the pro- ducts of the great West, and connecting with the air-line to New York Mr.S. Norment expressed himself in fayor ofall roads which come into, or come near to, Washington, and said he would like to take stock in all such. Mr. Semmes (president) stated that the Mayor of the city Dad been assured by Mr. Garrett, the president of the Baltimore and Ohio rail- — that the Point of Rocks road would be milt. Mr. J.T. Mitchel) stated that the road had been surveyed from the upper end of 7th street to the junction at Point of Rocks, ani there was but little doubt now but the road would be built, as Mr. Garrett had got the best of Mr. Cameron in the matter of getting the franchise for a road to the West. Dr. Morgan. in reply to Mr. Orme, asserted that the Point Lookout road would pay, and gave, among other reasons, that the negroes were now free, and were a traveling race—a result ofemancipation. The lands inthe lower counties were cheap, and thickly wooded with ship timber, &c.. and the consequence would be that the lands would be purchased and di- vided up into small farms, and instead of everything raised in these counties going to Baltumore as now, and the people supplying themselyes from that place, the trade would come to Washington. Mr. Elyans thought from the remarks which had been made that both of the projects would prove an advantage to this city. After some further remarks,in which he spoke of the ad- vantages which would accrue trom an air- line communication to New York, he moved that the committee appointed for the pu: of getting up a mass meeting be disc’! as in bis opinion more could be accomplished by sending a committee directly to Congress. The motion was adopted. Mr. Elvans offered a resolution to appoint a committee of fifteen, of which the President of the Board and two vice presidents shall be members, to wait upon the committee in Con- ress baving charge of the subject, and urge the importance of the passage of the bill for ‘the sir-line railroad between Washington and New York, which was adopted. The Chair appointed Messrs. R. M. Hall, Wm. Orme, A. K. Shepherd, S. Norment, J. B. Bryant, E. Pickrell, J. L. Kidwell, H. Polkin- horn, D. B. Clark, J. E. Morgan, S. E. Lewis, and J. W. Thompson, who, with the President, J. H. Semmes, and Vice Presidents, J. T. Mitchelland S. Bacon, constitute the commit- tee. The following gentlemen were elected mem- bers of the Board, viz: Wm. Fitch, J. E. Fitch, J. E. Dexter, J. O. Evans, and S. C. Magruder. Adjourned. ——_s—_——_ Newssors’ Home AssociaTIon.—The third annual meeting of this association was held Wednesday evening at the Newsboys’ Home, on Seventh street, near the canal. The meeting was called to orderby A. S. Pratt, Esq. and ed with prayer by Rey. Mr. Rhees. aa : Mr. J.C. Wetmore, on behalfof the secre- tary, Mrs. Prof. Henry, read the report. It sets forth that the affairs of the institution are in a prosperous condition. The boys, when they are able, are required to pay a small daily Stipend for their board, and the receipts de- rived from this source during the year amount to $2,%9.79. Three bundred doilars generous- ly given by Mrs. S. Hooper, together with oth- er donations and the proceeds of a festival, bave increased this sum to $3,555.83. Among other donations, one for $40 is mentioned from two newsboys, Eli and Thomas Williams, who, having enlisted in the army, were ena- bled to pay this sum eutof their bounty to show their high appreciation of the benefit of the Home. ‘The expenditures for the establishment.includ- ing matron’s salary, have amounted to $2,936.27, and the cost of a new roof to the building, and other necessary expenses added to the snm, leaves a balance in outlay over receipts of $316.14. For the liquidation of this debt the & ciety agaim appeal to the generous public who have hitherto so promptly aided the ef- ferts of the institution. This institution will still further commend itself to the public, as its operations will not be hereafter confined exclusively to newsboys, but will be made available to the homeless and destitute boys generally. For the furtherance of this pw arrange- ments will be made with the House of Refuge and the Orphan Asylum to send to its care all youtbtul vagrants of too tender an age for the former or too old for the latter. Number of meals furnished during the year, 6,653: free of charge, 734. Number of lodgings furnished during the year. 3,998; free of charge, 7 Daily instructions has been furnished the boys, and improvement in writing is especially worthy of observation. The Sunday school bas been conducted by Mr. Blackford. The bank still continues to be of use in in- ducing boys to save their earnings, and two of them are at present in 1 ment bonds to the amount respectively of $5u0 and $155. The report closes with the request and hope that those whose hearts are swayed with pa- 1 tenderness, those who remember a moth- rs love or a father’s care, will not forget these homeless children of want. Addresses were made by Gen. N. P. . J.C. Wetmore, Rev. O. Pitcher, H. M. Siade, Dr. D. W. Bliss, and others, and several hymns re sung by the boys, after which a number cf persons were made members of the associa- non the payment of the annual fee of two < and the meeting adjourned. After the adjournment, a collation was spread Out by the Iady managers of the Home, in honcr of Mrs. Hooper, who was present, and a de- ligbtful social interview was enjoyed ty. those present, in which the newsboys participated, and demonstrated by their proper dey mt and manners the saving influences have been thrown about them sinee their entrance into this benevolent institution. see this ad- | | $1; small, bunch, Sec.
