The Fourth Ward meeting was held in the Council Chamber, at which many of the most prominent citizens of the ward were present. The meeting was called to order by R. S. Day Esq., who nominated Joseph H. Bradley. Sr, Esq.. a8 chairman, and he was unanimously elected. Mr. Kingman F. Page was chosen Secretary Mr. KR. M. Hail (Rezister of Deeds) stated that he bad noticed in tie papers a call for & meeting to indorse President Johnson: that this meeting was one preliminary to that of the 2a. He would state, at the outset, that he was an original Republican; weut to Chicago to aid in nominating the great and good Lincoln; stood by him in his war policy; went to Baltimore to aid ip putting for- ward Mr. Johnson as Vice President; and de- clared bis faith in him to-day. He did not come there ssa partizen, bnt he did not abandon one of those principles that had astuated him im the past; that he did not believe President Johnson had faltered or fallen from one of those great principles that had finally and for- ever crushed an unholy rebellion. He saw around him those who once differed from the President, that if they could come now and stana on the platform Andrew Johnson bad sustained through four terrible years of war, he was giad to greet them, 8s citizens and patriots. They had come to Mr. Johnson, not the President to them. He did not know what might be the order of the meet- ing, but that he had prepared a resolution to present to the meeting for consideration, and im introducing it he did not feel a single desire or impulse to do, or act otherwise than in the spiritof unselfishness and patriotism. The war wasover, the spirit of Andrew Johnson was right during all that dark and stormy tame of blood and death: he had stood in the nate of the United States, when secession submerged the weak and the strong, alone from the South, rebuking the wicked betrayers of bis country; he stood when friends de- nounced and forsook him for the starry old fag; he had stood fast by the Government, when bis State fell like half the sons of the morning; he stood when family and triends were driven from their homies: stood when home, property, friends ¥ all to forsake; he stood when Lincoln 1 tor troops, and when ihe guns of Suinter awoke the Ration; he stood, the dark and terrible ‘loom of Balls Run and Ball's Bluff. asking for more men and money to crush out treason: he demanded the expul- sion of traitors in the Senate with all his elo- quence: he stood when part zans clamored for Peace, And against coercion, in the appalling years of “G2and ‘63, he stood fast as a rock in Mid-ocean for his Government when Lincoln sent him back as Governor of Tennessee; ne stood firm by the great proclamation of free- dom, and upheld the President in his policy; when the Chicago platform denounced the war asa failure, be said no, and with all the zeal and patriotism of bis seul urged on volunteer- ing, war measures, and the last dollar, till he made the declaration a lie. At the hour of the good Lincoln’s assassination, when a pall of binckness hung over the land, his voice a@woxe new hopes, when he declared for sum- mary punishment by military tribunals, against the clamor of reckless partisans, and when to Governor Morton he so emphatically declared “treason sball be made odious.” believed 2 man who had thus stood, could never betray his country into the hands of its enemies; that be could and would trust him to do the night We could not hold the nation together by ba: onets. that the Republic must live on the fectious of the prople: and that we should not legislate to make these people more rebellious than they had been; that we should not, as the President had well said, make whole commu- nities suffer for the crimes of a few individ- uals. Mr. H. reviewed a: some length the cour:e of the President. declared his belief that he had not changed his principles, no more than he bad done, &c. Mr. Hall offered a preamble and resolution, approving the call for the meeting on the 22d. tor the purpose of endorsing the action of the President, and appointing a committee of fif- teen, to uct with like committees from other Wards st the meeting, and requesting the citizens of the wards to turn out en massr.
