Webb, Esq., stating that he had prepared a digest ef the Jaws of the corporation, and suggesting a re- view of the same, was laid =pon te table. The President Inid betore the Board a com- munication of the Mayor stating that he had approved an act for the relief of Wm. Roach, and joint resolutions making an appropriation for the arrest of incendiaries; of instruction wo the committee to attend to the interests of the corporation before Congress; aythorizing the purchase of water pipes; and granting permis- sion to Wm. Sanderson to open Sth street east, between L and M streets south,f or the purpose of introducing water and gas pipes. Communications from the Mayor, transmit. ting a resolution of the Board of Health in re- lation to continuing the flushing of the Wash- mgiton Canal, and urging the necessity of speedily adopting the suggestions of that board asa precautionary sanilary measure; and en- closing a resolution of the Board of Trustees of Publi choole asking an appropriation for the purpose of creating an additional interme- diate primary school in the First School Dis- trict, were referred. Mr. Magruder presented the petition of Hen- ry Dimond for remission of fine; referred. Mr. A. Lioyd presented petitions of J. W-. Steadly and of M. Lucas; referred, Mr. Canfield troduced a joint resolution providing for a separation of the Fire Alarm and Police Telegraph, referred. But three regiments of infantry now remain in the State, two colored and one white. Of the great cotton basis within the parallele- gram formed by the Arkantas river on the north, the Mississippi on the east, Bayou Bartholomew on the west,and the Lonimana line on the south, embracing the valuable cotton-growing districts of Bed Fork, Amos and Bortholomew bayous, not one-eighth is in cultivation, ana wild Innds in any of these dis- tricts can be purchased at the ordinary prices of from five to fifteen dollars per acre, the —— term being one third or one half cash. Never bas there been more order, more quiet than since the departure of the Federal! garrison. Negroes are quietly at work, they are treated more kindly than ever, and if this stase of things continues, there will be no need of a second body of troops being strtioned here. The whole matter depends upon the action of our people. For three mornings there has been no cases before the Mayor, and yesterday there Was RO police intelligence to fecord. Even the small-pox is at a stand-still, No new cases have been reported since Wednesday. At that lume there was thirty-four cases in the hospital and some ten or twelve cases in Womackyilie, Weatber is bright, cheerful, and buoyaat.— Columbus Sun, (Sa.) August, 28th.
