Wise, in his address night before last, mentioned the meny hard marches and the heavy fighting done by the comgesy in North- Western Virginia and at Reanoke Island. He told them that he could always rely on them; that he never knew them to falter; Lat, he said, they were + most incorrigible blockade run- ners.” They always knew where good things were to be had, and they would always have them. He said they seta very bad example in this respect. He mentioned the services done by the brigade in the Army of Northern Vir- ginis, and said that—when at Appomattox the army was drawn up to receive the last order from the commander-in-chief—the division to which the brigade belonged was the only one Mentioned by name, and the only two brigades in the division were Ransom’s and Wise’s. He said he had surrendered in good taith, and ‘was a paroled prisoner of war; but that, being above the rank of colonel, he could not apply for pardon without taking a test oath, and that he could not do. He advised the young men who beard him to let their surrender be like- Wise in good faith. Their duty was toendeavor to reinstate our beloved Commonwealth in her former grandeurand glory. Talk not of leaving her, she is still the most delightful and degr- est portian of all the earth. e warned them net to epconrage any thought of establishing a separate government. They were citizens of the Union, and must remain so; and the idea if the Government got into war with a foreign power an opportunity would be afforded to re- new the rebellion, was a chimera. He urged his hearers to go to work; not tobe idle, nor to foal about the streets. He said that he would issue bis lastorder to them as their General. it was, that none of them should be drones. If they could not get the work to do that they had been accustomed to, then do whatever came to hand. Dosometbing. If they could not get money for their work, then work for their victual and clothes. He gave his name as John Clancy, and bis residence as New York city. He was committed to jail to await a trial at court.
