F. Martin's, in Uniontown, op- posite the Navy Yard, whieh was quite nu- merously attended. The meeting was called to order by Mr. B. T. Swart, the secretary of the previous meeting, and the meeting organ- ized by selecting Mr. Alex. McCormick presi- dent and Mr. Fielder W. Greer secretary. Mr. Stephenson, after the proceedings of the T meet had been read, stated for those who had not been informed as to the object of the meeting that one of the members who pre- tends to resent the county in the Levy Mx. Howen-—dous not pay taxes, owns 4 Tty, and has no interest in the county. ted to know if any present were in f{ Mr. Bowen remaining in the Court. ik Brent offered the following reso- |. That a committee of three be ap- to act in conjunction with any other iMittees that may be ated in any vtber ion of the county of Washington, to :ake a@my action that may be deemed proper to ob- tain from Congress the passage of a law secur- ing to the county the representation of five members of the Levy Court, by providing for the election of said members by the citizens of the county, and aiso the election of school com- Tuissioners and trustees, and the abolishment of the police for the county. The Chair said the county was entitled to five representatives, the city three, and George- town one, and it was evident that Congress in- tended to give the county a Majority in the fome who pay no taxes, and who could not re- ceive half a dozen votes in the county were in the court. The schools in Washington and Georgetown were managed in their own way, and he did not see why the county should not manage their school affairs independent of the city. Astor the police, they may have been of great use during the war, but in his section be remembered wey, omg case where they had been of service. is meat-house had been robbed, and Sergeant Barker arrested the thief. He bad thanked Sergeant Barker for the act, but thought that paying fifteen or twenty dol- jars taxes ferthe supportef the police was paying dear for the whistle. While the Goy- ernment paid the police he had no objection, but now the burden is on the people, and he for one protested against it. Mr. Sewart moved to amend the resolution BO to imclude the Surveyor among the Officers to be elected, which was agreed to. Mr. J. N. Burns remarked that he would certainly sign a petition to remove Sayles J. Bowen, and agreed with the resolution except 3m regard to the police. He was in favor of a permanent police force, a little better con- ducted than the presentene. As for the mem- bers of the Levy Court, they should be good, honest farmers, who owned property and Would bave an interest in the county, feeling when they imposed taxes that they their proportion to pay. Any man who brands him 4s a rebel and at- tempts to put him on a level with the illitterate African should have his endeavors to remove him. He was born in Virginia, but nad ever been loyal, and he chalienged any man to say to the contrary. Men who charge people with being disloyal should have some respect for the pecular influences under which they had been raised. His idea was that some of theee men were appointed through compliment, and he could not see why men should be appointed to the Court when they fill seven or eight offices, and he did not see how they could per- dorm the duties. [Applause.] Mr. Mudd moved to strike ont that the resolution relating to the ice. e had ot yet been able to find a w. trong enous h to apply to the person who wrote the infamous letter tothe Chronicle recently over the nr.me of Sayles J. Bowen. The amendment of Mr. Mudd was agreed to, and the resolution adoptea. Mr. Swart said he had been placed in nomi- nation ata former meeting as the person to be recommended for Mr. Bowen's place in the Levy Court, and he asked the privilege to ‘withdraw bis name. The eating tune, to allow the withdrawal of his name, bu: Bir. Swart being on the com. mittee to wait on Mr. Bowen to request him to Fesign, he was excused from service on that commiutiee. The following committees were appointed — Henry Naylor, J. M. Burns, and R. F. Martin, to ask Congress for the passage of a bill making the members of the Levy Court elective, &c. Meesrs. Frank Brent, E. Byers, and Henry B. Newkirk, to wait on Mr. Bowen: and Messrs. R. ¥. Martin, John Stevenson, and J. C. Jenkins, %o procure signatures tothe memorial for the Temoval of Mr. Bowen. A vote of thanks was tendered tothe Starand Intelligencer and the meotng adjourned. arg of WASHINGTON ASSEMELY.— Marini’s Hal ‘was last night the theater of a scene of bril- hhant festivity.
