PRESIDENTS BECEPTION ON NEW YEAR'S DAY We are authorized to state that at eleven o'clock 8. m. on New Year's day, (Monday, January 1, 1966,) the President will receive the members of the Cabinet and Foreign Ministers, the Judges ofthe Supreme Court of the United States)Senators and Representatives in Con- gress, the Judges of the Supreme Conrt of the District of Columbia and of the Court of Claims. At half-past eleven o’cleck a. m. the officers ofthe Army, Navy and Marine Corps will be recerved. The reception of citizens will commence at twelve o'clock, (at which hour the gates of the enclosure will be opened,) and will terminate | at two o'clock p.m. Ladies will be received. Carriages will approach the Executive Man- sion by the east gateand leave by the west gate. ADSTTANT GENERAL'S OrFice, Wasuineton, Dec. 30. 1965. Seward: Sir—In pursuance of your dispatch of the 3d inst., communicating to me a copy of the com- munication adopted by order of the President to William W. Holden, Provisional Governor, whereby he is relieved of the trust heretofore reposed on him, | have this day entered upon my duties as civil Governor of the State, hav- ing been heretofore qualified before both branches of the General Assembly. 1 desire, throngh you, to assure the Presi- dent of my earnest desire to co-operate with him in all measures tending tothe complete restora- tion of harmonions relations between North Carolina and the United States. 1 bave the honor to be, with great respect, your obed"t serv't. The sorghum convention, which met in the Tooms of the Agricultural Department, has fin- iebed its labors, having examined quite a large number of sorghum specimens, some of them of very fine quality. Thegrowing of sorghum is attracting considerable attention at the pre- sent time, and there is no doubt but it will be- come 8 very important product in this cuun- try a - tinea GENERAL SCHOFIELD. Gen. Schofield 1s abroad ona leave of ab- sence, and is not known here to be in any way & representative of the Executive Department of this Government. Hence his presence in Paris is not entitled to a political significance attributed to it by writers at the capital. BATIONS ISSUED TO FREEDMEN. The number of rations issued by the Freed- men’s Bureau in Virginia to destitute refugees, freedmen, &c.,during the months of August. September and October, was 659.786, to 43,699 persons. COLORED SCHOOLS IN VIRGINIA. There are at present about 11,500 colored pu- pils in the State of Virginia, excluding Fairfax and Loudoun counties. The number of teach- Ts employed is 195. Tux Orena.—~ La Somnambula,” substitu- ted for “Fra Diavolo” last evening, drew a brilliant heuse, and was well received. This afternoon, « Lucia Di Lammermoor” is given at reduced rates of admission, and will doubt- less fill the house. To-night, « L’Africaine,” the great operatic sensation, is to be produced with an unusually strong cast, including Zucchi, Bosisio, Bellini and Mazzoleni. This opera will be given with new scenery, adapted particularly to the plot, and which elicited the admiration of the most fashionable Parisian and New York audiences. It was produced in Paris last spring earlier than at first designed, in order to afford the Emperor an opportunity of witnessing its per- tormance before bis departure for Africa, and achieved at its first presentation a wonderful success. Noopera has been more popular in Europe or America, in fact. It will be brought out with the same remarkable spectacular ef- tects with which it was produced in New York, and with the same strength of chorus andorchestra. The public, which owes so many thanks to Mr. Grover for affording them the great — treat of this week, will regret to know that this is positively the last night of the eperatic season. SECRETARY HARLAN.— We have received, says the New York Post, the following from a Tesponsible source: “Wasuinetos, D. C., Dec. 27, 1565. “in your paper of yesterday is a rumor from your Washington special correspondent to the effect that Secretary Harlan is about to leave the Cabinet and be sueceeded by Senator Dooiittie. “I have shown the article to both of these fentiemen, and from their own statements, 1 can say the report has no foundation whatever. There is mach compiaint throughout the Southern States that the freed negroes will not work, and many plantations are sold or neg- lected owing to the difficulty of obtaining la- borers. Major General Howard has just re- ceived a communication from a gentleman in Tennessee, who some time ago consulted with the General as to the best method of employ- ing freedmen, and who adopted his present system at General Howard’s suggestion, that be had been very successful in engaging freea- men, having contracted with four hundred of them, and could have easily obtained one thousand on the terms he offers. He allows the laborer a certain share of the cotton crop, and also a tract of land for the cultivation of vegetables, &c., for their own use. This gen- teman has one plantation worked exclusively by white men, and so arranged as to give the experiment as to which hands are the best for cotton raising, white or black, a fair trial. He states that he is confident of the year’s work being a perfect success. ——$—$——<$$—_____ A CURE FOR SMUGGLING. Hon. Nathan Sargent, Commissioner of Cus- toms, has intelligence from the customs officer at Albion, N. Y., who relates a mode lately adopted to secure the duties on clothing and other goods purchased in Canada and brought into the United States. The collector there found that notwithstanding the vigilance of the officers large quantities of clothing were smuggled through in this manner. He there- fore took measures to ascertain the names of persons residing in the States who purchased goods in Canada, and published a notice in the newspapers to the effect that their names were known, as well as the kind of goods purchased, and that if such persons did not come forward and pay duty on their goods, the marshal would call for them and theirgoods, too. This had the effect of bringing hundreds of dollars into the public revenue that would otherwise have been lost. SEMMES TO GO TO THE OLD CAPITOL. The War Department issued an order this morning to the Provost Marshal to turn over to the Navy Department, temporarily, the Old Capitol prison, for the confinement of Raphael Semmes, of the pirate Alabama. The court that is intended for the trial of Semmes has not yet been fully appointed. It will meet for the commencement of the trial on the 11th of January, 1566, and will sit in one of the reoms of the Navy Department. Although the Old Capitol prison bas been turned over tothe Navy Department for the reception of Semmes, no order has been given by that De- partment for placing him there, iat reeeipe inns eesti LIGHT VESSELS RE-ESTABLISHED. Com. Shubrick, President of the Light Honse Board, has directed the light vessel to be re- established off the end ot Frying Pan Shoals, off Cape Fear, North Carolina. This vessel is schooner-rigged; the hull painted yellow, with the words “Frying Pan Shoals,” painted in large black letters, on each side; lower masts yellow, topmasts white, day-marks black, (one on each mast.) The lights are fixed white lights, (one on each mast,) at an eleyation of forty feet above the level of the sea, and in clear weather should be visible from a distance of twelve miles. ————— VOLUNTEER BOUNTIES. Congress having called upon the Provost Marshal's Department for intormation as to the total amount of money paid by the Govern- ment on account ot Bounties to volunteers, the Provycet Marshal General has addressed a let- ter to the Paymaster General asking for a state- Tent of the money paid on that account by the Pay Department since the commencement of the war, OBDEBRED TO ALEXANDBIA. Col. LaMotte, 6th veteran regiment, Han- cock’s Corps, bas been ordered to establish his headquarters at Alexandria, thereby relieving Lieut. C. J. Eyre, hitherto in command of that post. One company of the 2i4th Pennsylvania regiment has also been ordered to Alexandria for additional guard duty. ACCEPTABLE PRESENTS. Mr. Secretary Seward yesterday presented to each clerk in the State Department an elegant morocco portfolio as a Christmas gift. The portfolios were manufactured to order, and are both peautiful and appropriate pres- ents; each one contains the name of the clerk receiving it. CHOLERA IN SPAIN. Our Consul at Port Mahon, writes to the De- partment of State, under date of Nov. 30, 1865, that the cholera has nearly disappeared from that province, a few cases bani had occurred at Ciudadella during that week. He says the mortality in Spain has been far geater than will ever be known. VESSELS HEARD FROM. The United States steam sloops Vanderbilt and Tuscarora and the monitor Monadnock put into the port of Cayenne, Dutch Guinea, on the 27th of November, to take in coal. All were well then and in good condition. SALE OF WHISKEY. The Commissary Department will open bids on Tuesday, January 9th, for 10,600 gallons of whiskey for sale by the Government. All of this, with the exception of about 200 gallons, is Bourbon whiskey. GOVERNMENT SALE OF MULES. The Government sale of mules which com- menced at the Eastern Branch Corral on the 26th inst.. is progres: favorably; the aver- age number sold per day is about eighty, at prices averaging about $135. TRIP OF SEORETARY SEWARD. In consequence of the storm, the departure of Secretary Seward and family on his ocean trip in the steamer De Soto has been post- poned. L’AFRICAINE TO-NIGHT. Smith, auctioneer, on the avenue, to serve & writ issued by Justice Giberson, when the latter forcibly ejected the officer, for which he was arrested by Roundeman Kelley for an assault and battery, and held to bail. ounds- man Kelly found about 20 muskets, 2 carbines and a sword in the store, and took possession of them until Smith could prove how he came by them, and had them removed to the station. Smith says that he purchased the lot in New York, and that he had solid them to the Fenians, and now asks the Superintendent to give him an order for them that he may deliver them to the porchasers. From this it would appear that some at least of the Fenians here are pre- paring for war. Suppex Deatu.—Abont 1% o'clock this morn- ing. Mrs. Eliza Duvall, while returning to her home, No. 159 Penn’a svenue, near 17th street, from a visit te some friends in another part of the city, accompanied by a gentleman, fell dead in the street in front of the President's House. Officers Riley and Morris, of the First Ward, procured an ambulance and conveyed the de- ceased to her late residence. Dr. Hagner was called in,and concluded that she died from dis- ease of the heart. Mrs. Duvall was 64 years of age, formerly a resident of Maryland, but has been keeping a boarding bonse in Wash. ington for some time past. She leaves a family of sonsand daughters, adults, who say she was subject to attacks of heart disease. The Coroner considered an inquest unnecessary. alerts Fix.—About 1 o'clock to-day an alarm of fire was sounded from the corner of i2th and I streets, for a fire in the three-story brick dwelling house No. 422 I street, between 10th And 11th streets, owned and occupied by Mr. Henry McLinden, gas fitter. Steamers One and Two, the Hook and Ladder, and the Mei (Government steamer,) were quickly on the ground, considering the condition of the streets, and succeeded im extinguishing the flames. The fire canght from a stove in the second story front room, and crag de considerable of the interior of the house and furniture, the es- timated loss being about $2,500, on which there is an insurance for $1,400. ——_@—__——. Bencu WARRANT AND ARREST.— Yesterday, officer T. A. Clements, of the Fifth Ward, arrested Peter Blitz with a warrant issued by Judge Fisher, of the Criminal Court. He was cbarged with the larceny of hogs, the property of Mrs. Bohlayer, and having given bail, failed to appear at court, which caused the issue of the warrant.
