CHRISTMAS IN BaLTIMORE.—During yester- day and last night there was more general dis- sipation and consequent disorder throughout the city than has been recorded for some time past. In the eastern section a murder was committed last night, and during the day there were innumerable cases of rioting and fighting, billies and pistols being freely used in several cases. During Saturday, Sunday and Monday nights there were over 200 persons arrested in the various districts for drunkenness, a major- a of whom were released u; the payment of their fines and costs. Yesterday morning, however, there were seventy-three persons re- ceived at the city jail upon various charges of a disorderly character. spite the inclemency ot the weather, the streets were thronged throughout the day, principally by young men, about three-fou: of whom were more or less intoxicated, and in many cases very dis- orderly and riotous.—Balto. True, it would largely reduce the represen- tation of the Southern States were the negroes not allowed to vote; but it would also have the following consequences: 1. It would cut down the present ‘and future representation of New England, on account of the excess of females and old people, as compared with the Western States. 2. It would deprive the Atlantic sea~ board and manufacturing localities of Congress- men wherever aliens were employed. 3. It would add very largely to ita- tion ofthe Western States, where male population is Jargely in excess of the females; and 4. It would give a disproportionate repre- sentation to California and the mining regions, where the males are ten to one to the females.
