The U.S. Consul writing to the State De- yartment from Manchester under date of Dec. Oth, 1665, saye: “Since the date of my last de- patch on the subject of the cattle plague, the Heaths bave rapidly increased. he wi number of cases to the authorities u to une close of last week is 39,000; of these 19, died, and 10.700 were killed while suffering with the disease. The number of cases report- ed last week was nearly 4,000. The exact fig- ures are, for the week ending Nov. 15. 2,669; for the week ending Nov. 25, 3,610; for the week ending Dec. 2d, 3,528. OFFICERS VISITING WASHINGTON. Major General Augur, commanding the De- partment of Washington, bas issued an order directing that officers serving in this oh ment, outside the city, shall not visit Wash- ton without authority from Department Head- quarters, except upon official br ess, and on | the written order of their commanding officer. | In this event they are to reportin person at | Department Headquarters and record their names with their authority, and the nature of their business. THE PIRATE SEMMES. Secretary Welles has ordered that the Rebel pirate Captain Semmes be tried by Court-mar- | tial, for violating the laws of war in a number of imstances, and more especially when he bo:sted the white flag on the Alabima, and then refused to surrender himself, and engaged in war sgam without being exchanged. Semmes claims the protection of the parole granted by Gen. Sherman to the forces under Jobnston, one of whom was this said Semmes. RELICS OF THE MEXICAN WAR. Perhaps it may not be generally known that the two brass cannon over the main entrance to the War Department were taken from over the coor of the reception room of the royal palace in the city of Mexico, when that city was entered by Gen. Scott. The same palatial residence is now occupied by the Emperor Maximillian. FREEDMEN'S INTELLIGENCE OFFICE. A.. t@ rank as November 17, 1565, and ordered to to the Commanding General, Depart- of Alabama, for assignment to duty, Y¥rattay Orena.—The Opera opened at Gro_ ver's last night with a brilliant house, despiie the disa able weather, and the fact that it being Christmas might was a drawback to the attennance of many of the church-gomg people. ‘The familiar opera Ji Trovatore was performea much to popular acceptance, judging by the number of times the principal performers were called out. Zucchi as Leonora and Bellini as Count Di Luna were superb. Both in voice and action Bellini is the best baritone within our knowl- edge. Zucchi grew in favor all through the piece, and her fervid acting and delicious vo- calization in the last act created quite a furore of applause for her. Mazzoleni, the new tenor: did not make a thoroughly favorable impres- sion, singing falsely not unfrequently, but some passages of bis role, especi ally in thelas a- were delivered so well that a deferred Judgment would seem to be due to him. Sigt nora De Rossi was rather light for the arduous paat of Azucena, especially to an audience who bad seen and heard Didiee and d’Angri in the same part. The gem of the evening was the aria J! Belen by Beilint. The orchestra, under the ,capital lead of Carl Bergman, wa ex- ceedingly good, not as heavy as mig&t be, but of thoroughly good quality. The chorus was good, but not as strong a» we had anticipated- To-night and first lime in this city, of Petrelto’s Opera of Jone, with the renowned Max Msretzek (who don't advertise in the Herald) conducting in rerson. This Opera brings ovt here Mie Bosisio, Miss Adelaide Phillips and Signor Antonucci; Mazzolini, Bellini snd Signor Muller also appearing. To-matow night Faust, always a great at. traction here. Information was received here to-day of a riot in Alexandria yesterday between whites and negroes. Six negroes are said to haye been shot. It is not known how the difficalty originated, nor whether any whites were in- jared, no particulars of the difficulty having yet reached this city. P. S.—It is since stated that the riot com- menced by & party of negroes which was going about the city with a drum. breaking in the door of &@ man named Mankin, corner of Patrick and Cameron streets. Mr. Mankin fired on the party, killing one and wounding another. The disturbance extended to other portions of the city, and lasted until late at night, shooting going on in every direction. Four white men are reported killed and a number wounded, in addition tothe six ne- reported killed. A Mr. Mitchell was among the whites killed. THE WHITE HOUSE. This being Cabinet day, no visitors were admitted to the White House. All of themem- bers of the Cabinet were present, Secretary McCulloch having returned from his trip to New York. Arrangements are being made for the New Year's reception of the President. Anew coy- ering for the carpet in the East Room has been procured, and the master mechanic was at the Executive Mansion this morning for the pur- pose of commencing the erection of a platform from the north windows ot the East Room to the pavement, so as to enable the visitors to pass through the apartments without blocking up the passage. The new curtains for the pri- yate apartments of the President's family have arrived, and it is expected that the curtains for the East Room will be received in time for the reception. The health of the President and family con- tinues good. Christmas was spent at the White House very quietly by the family, a few per- sonal friends only calling to pay their re- spects. PARDONS. The number of applications for pardon at the office of the Attorney General has very much diminished. About 150 petitions for am- nesty were received this morning from Ala- bamaians, among them that of Mr. Iverson: ex-United States Senator. Very few pardons are being granted, and nearly all of them are to citizens of Texas, the other States havin, received pardon for most of their people wb applied for amnesty. There are yet several thousand applications on file. however, many of which will not be disposed of for some time. PROVISIONAL GOVERNORS RELIEVED. Provisional Governors W. W. Holden, of North Carolina, and W. L. Sharkey, of Missis- sippi, have been relieved, and the government o@ ‘bose States has been placed im the hands of the Governors elect. SECRETATY McCULLOCH. Hon. Suffocated. CHICAGO, Dec. 25.—A case Of suffocation from gas occurred at the Bremen Hotel, 167 Lake street,on Saturday night, resulting in the death of five men. The victimsall slept in the same room and it is supposed after retiring that the cap of the gas pipe fell off, allowing the gas uhder full pressure to enter the room. Five of the men were found dead yesterday morning and another was still alive last night, but insensible. Philadelphia Markets. RECOVERY OF THE LUTZ SAFE AND OTHER STO- LEN PROPERTY—CAPTURE OF THE THIEVES. About 4% o'clock Sunday morning, officers Wallingsford and Ashton, of the Seventh Ward, discovered the store of Sam’] Hermann, corner of 43 and D streets south, open, and going in found two men—Mich’l Holland and Ths. Col- lier—and arrested them. Upon going out they discovered a wagon on D street, near 444, with near $100 worth of goods in it, taken from the store. The man who was driving the wagon ran away. Holland and Collier were taken to the station-bouse, tried by Justice Handy, and committed to jail for court. Sergeant Gess- ford, of the Seventh Ward, took the prisoners to headquarters, where Holland was identified by detectives Claryoe and McDevitt as a for- mer workman for Mr. F. Lutz, and who they bad been watching on suspicion of robbing Mr. Lutz’s store. They accused him of that rob- bery. He denied it at first, but finally told all he knew about it, admitting that he and sey- eral others stole the safe from Lutz’s store. On this information the detectives took Ser- geant Gessford with them, and searched Holland’s house, and found articles taken from Lutz's safe, and other stolen prop- erty. The detectives then went to work and picked up Holland’s associates one afver an- Uiner: Te . Baker, of Fowler’s old house, above Georgetown; Jas. Doyle, L street, near 4% south; Robert Tate. alias Bransell, at Buz- zard Point. This morning, the detectives ar- rested a young Canada thief, named James McCann, alias Young, alias Kyoodle, as one of ‘he party. Christmas day the detectives found out that the safe was in eanal, about half a mile above Georgetown, and, with Superin- tendent Richards, went to the spot, and after a search finding the place, they came away, and the Superintendent Girected Sergeant to have the water drawn off and the safe taken out; which they did. The safe bad been mashed up wil a@ sledge, and was empty when found. It is poli covered. The gold buckles, a sleeve buttons, belonging to goods Bell & Bro. town; of Max. Wwell’s jewelry store; Keef’s segar store. and Wilson's shoe store were found. The same entered the wood and coal office of Mar. w & Oo., 7th street near canal, and smashed his safe. All these robberies have been before described in the Stur. There is also evidence of quartz Tr. Lutz; the connecting the same gang with other robberies The prisoners are all held at police headquar- ters for a hearing this afternoon at 5 o'clock. Detectives Clarvoe and McDevitt and Ser- geant Gessford deserve credit for the persever- ance they disp!ayed in ferreting out the thieves and securing as much of the property as they have in hand. ee ae Fextan MErrinc.—On Sunday afternoon, a g-neral meeting of the Fenians of the District as held at the Assembly Rooms, E street, (late Temperance Hall,) at which the Wash- ington, Sarsfield, Wolf Tone, Hibernia and Georgetown were represented. The meeting was called by the Centres of all the Circles except the O’Muhoney Circle (which was re- cently organized in the eastern section of the city,) for the purpose of hearing an explana- t on of Mr. Hine, the central organizer of Mas- sachusetts, and clerk of the Fenian Senate, on the ongin of the recent troubles. There was quite a meeting attended only by the members, which convened at 2.30 o'clock, and Mr. Hine spoke for over two hours on the subject of the troubles. A long debate ensued, during which resolutions sustaining the Senate and con- demning the course of O'Mahoney were offer- ed. The debate was not so much on the points expressed in the resolutions, but as to whether the Circles represented would sustain the course of the delegates present in their adop- tion, but before coming to a vote 7 o'clock ar- rived, when the room had to be given up for another meeting. Besides the Circles named above, there is one other called the Military Circle, which is com- posed altogether of persons who are to officer the companies, battalions, &c., formed by the members of the other Circles, and itis stated that some time since the total number of strong, able-bodied men in the organization in the District was about 2,000; but it is also said that the Lona fide members will not now num- ber over 500, the withdrawing members ayer- ring that the affair is an exploded concern. ee ieee Finr.—At 20 minutes to 1 o'clock Sanday morning an alarm of fire was struck from box 43.on K street, near Vermont avenue, was caused by a fire discovered in a stable belong- ing to John A. Zimmerman, on 15th street, bet. Land M. The firemen responded promptly, but the fire soon spread to Mr. Zimmerman’s residence, while the stable was entirely con- sumed. The heuse belonging to Mr.Zimmerman and occupied by Wm. Carroll took fire and was partially consumed. Much praise is awarded to the city fire department for their promptness and their energy in getting water under hae! & disadvantageous circumstances. The loss of Mr. Zimmerman is estimated at about £2,500, and is insured for $2,400. Mr. Carroll saved his furniture. The fire was eyi- dently an incendiary act, and closely resem- bles in the manner all those recently in the same neighborhood. CriMrn at Court, Judge Fisher. —This morn- ing, Henry Hawkins was conyicted of the lar- ceny of a coat, and sentenced to the Albany penitentiary for one year. George H Weiger was found guilty of the larceny of a pair of pantaloons, and sentenced to six Gays in jail. Wm. Tyler was found guilty of stealing a hog, and sentenced to one year in the peniten- tiary. Thos. Jarboe and Michael Williams, indicted for malicious mischief in breaking open a door, were found not guilty. Day for defense. The District Attorney entered a nolle pros. in the cases of H. H. Boltster, indicted for an assault with intent, and Warren Jenifer for larceny. —__4——— CutTtTine Casrkin MurDER Bay.—Yesterday James Alexander and Wm. Johnson. two coi- ored men, met in Murder Bay, and got into a difficulty not yet explained, which resulted in Johnson drawing a razor and cutting Alexan- der three times slightly on the back and finally across the stomach, inflicting & wound several inches in length and about two in depth. Al- exander was arrested by officer Hawes. Drs. France and Barbour dressed the wounds and pronounced them dange1ous. Justice Morsell sent Johnson to jail for a further hearing. Al- exander was taken to a hospital. SN A HANDSOME CHRISTMAS PRESENT.—The Superintendent of ‘he Metropolitan Police was agreeably surprised by being ‘presented with abeautitully chased gold watch-chain, from his detective corps, Messrs. Claryoe, Donald- son, Kelly, McDevitt and Bigley. The chain cost $1.5, was purchased at the store of Mr. H. S. Semken, 330 Pa. avenue. and bears on the bar the inseription: “To ourChief, A. C. Rich- ards, by detective corps, December 25, 1865.” Detective Kelly made the presentation in a few well-timed remarks, and was replied to by the recipient in terms well befitting the oc- casion. ——s—— DisCOVERY OF STOLEN Property. — Last week Mr. Wm O. Kelley, who resides on H, between Isth and 19th streets, missed $108 from his room where he had over $1,000 deposited, and notified the detectives at headquarters. Russell of clothing and eatables belonging to the proprietor. He was taken before Superintendent Hichardsend confessed his guilt. Prominent among the flowers composing it were a large number of splendid japonicas, of rare and costly varie- tues. The decorations of the pulpit and desk were beautiful, and the japonicaand other rare flowers were also prominent there. The ser- vice of the day was conducted by the rector, Rev. N.P. Tillinghast. The fine choir, under direction of Mr. Spalding, performed several appropriate pieces in excellent style. Christ's Church (Episcopal) wa also very tastefully decorated with evergreens and flowers by the ladies of the church. The ser- vice was conducted by Rey. Mr. Bonte, rector, who delivered an able discourse —— to the occasion. The choir, under the direc- tion of Mr. S. McKenney, (Mr. Caulfield, or- ganist, performed sevet fine pieces of music. The Mission Parish—This very interesting Church, established - the efforts of the mem- bers of St. John’s and Christ's Churches, and now ready to be established as a parish, with Rev. Mr. Brown as pastor, began on Friday to pertorm its Christmas work for the encourage- ment of its memyers and the fine Sabbath school attached to it. Friday was spent by the Sunday scholars in receiving their premiums, distributed by their noble and benevolent patron. Saturday (plowed with Christmas presents from the Ifdy teachers of St. John’s and Christ's Churches, who were gratified by the pleasure of their little scholars. The Chapel was very tastefally decorated with evergreens, and the kind ladies exhibited great 1 in this noble work. The 8ppropriate ser- vices of Christmas day were performed by the pastor. In aid of thie mteresting parish a Stereopticon exhibition is in course of prepa- ration, and it wild be worth a visit from those who desire to aid in so noble a cause, as well as those who like such exhibitions. Due notice will be given in the Star. Presvyterian Church.—There were no services on Christmas. The congregation was small on Sunday, but were pleased with able discourses by Key. Mr. Williamson in the morning, and Rev. Mr. Taylor at at night. Dunbarton Street Methodist Episcopal,—The services of Christmas Day were attended by a small congregation. Rey. Dr. Edwards, pastor, delivered a very able discourse appropriate to the occasion. The presentation of a Christmas tree, prepard for the scirolars of the Sabbath school, was postponed till Thursday. Congress Street Methodist Protestant.—The con- gregation was not large on Sund: Rev. Dr. T. B. Balch delivered an able discourse trom Isaiah, 56th ch., 7th v., and the choir under the direction of Mr. T. A. Newman, performed several fine pieces adapted to the Christmay service, There was no service Christmas Snowman —A young man named James Barnes, about twenty years of aze, fell into the canal near Market street yesterday. The body was recovered in a short time, but life was ex- tinct.
