We learn that a petitica to Congress was in cireulation to-day for signatures in one of the Departments (and we doubt not in all of them,) in favor of negrosaffrage. The petition purporis to be by “citizens of Washington,” aud yet was bemg signed by Department clerks, who claim & residence in their respec- uve States, and who go home to vote at State elections. Every clerk of this class therefore who signs this petition as a citizen of Wash- ington, tings to « fulsehood. The fact that the individual circulating this untrothiul petition is a bitter enemy of the President, serves to show the animus of the parties concerned in this discreditable proceed- ing. This petition, thus signed by non-resident clerks, 1s to go in to Congress, to be presented as representing the sentiments of the Lona fide citivens of Washington! And this is but one of tbe modes by which it 1s attempted just now to misrepresent and villify the people of Wash- ington. Notwithstanding that the vote on Thureday, and which was polled almost unan- imously against negro suffrage, was the heavi- est polled here for many years, (more than at the time of our largest population during the war,) the Philadelphia Inquirer coolly says that “had a@ full vote been token, it is doubtiul if there would have been any majority against negro suffrage!’ And the Washington corres- poudent of the Cincinnati Gazette, with the same regard to trathfulness, ys that the “iabering population of the ey — mostly Irish” —were paid $5 a head to go to the polls. A greater falsehood was never penned, as every one here knows, and quite on a par with another statement from the same souree, thit from ten to thirteen thousand negroes eligible for voters in this city. can read and write. If so, we think the city Authorities of Washington bave been very unjustly abused for neglecting the education of the negroes. Asa fit pendantto all this vilification we have to-day the silly piece of spiteexhibited hy Messrs. Clepbsne & Uo, against the white voters of Washington, who dared to express theirseniiments on Thursday against negrosnf- trage. These gentlemen who have heretofore bawled so loudly for free cuffrage (for blacks) now sttemptto gag free suffrage for whites. They propose to contest the election, to deny the right of the people to vote. and to enjoin the corporate authorities from paving the elec. tion expenses. Noble Clephane! noble Rob- bins! noble Crossman! Neble advocates of un- limited suffrage—over the left! INTERNAL REVENUE DECISION. The law in reference to stamp'neg receipts for warehouse goods Las been heretofore construed s0 to require these receipts to bear stumps according to the val of goods involved; thus: the greater the value of the goods borne on the receipt, the higher would be the denom- ipation of the stamp to be used. The Commis. sioner has just decided that no receipt for warehouse goods reqnires a stamp of a higher denomination than twenty-five cents. PARDONS. The issuing of pardons has almost entirely ceased. About adozen requisitions were made out to-day for North Carolina cases, all of the 20,100 cluss. SECRETARY STANTON.
