SEE OUTSIDE FOR INTERESTING TELE- GRAPHIO AND OTHER MATTER. THE ELECTION YESTERDAY. We congratulate the citizens of Washington om the result of the eh arta aie ity and in a perfectly o1 ly manner they can mae entire unanimity recorded their Votes adversely to negro suffrage in this Dis- trict. The insolent attempts in certain quar- ters to discourage the citizens from making euch protest against the measure utterly failed, and the vote is the heaviest known for years, and from what we hear and know of our own knowledge it embraced so universally the vote ofall parties that it may be set down as the yoice of the people of Washington without distinction of party. Atevery polling place the best known and most deciuied Republicans in the city voted an open ticket against negro suffrage, thus pro- claiming that, like their fellow Republicans in Connecticut, Indiana, Wiscensin, Iowa, and elsewhere; while willing to grant the negro every right due him before the law, they are not prepared to make a farce of the right of suffrage, by giving it to an ignorant mass of negroes, who know no more how to exercise it than the cattle of the field they so lately herded with. The citizens of Washington have now done all that Iays in their power to do. Threugh the polls they have entered an earnest, em- phatic, but entirely respectful protest against having this great evil of negro suffrage visited | upon them. They must now await the action of Congress, trusting in the justice of that body not to inflict upon this District the evils that they have repudiated with such emphasis at home in their respective States. The foliowing organizations have been mus- tered out of the service, under orders trom the War Department, at the dates specified :—On November 2, the Sth and Lith Connecticut, mh Lilinois, 130th Indiana, 2d New Hamp- shire, ¢ist New York, 103d New York, 67th Ohio, Issth Pennsylvania, 9th Vermont, com- pany A ist Virginia (white) infantry, were mustered out, and the Jith U.S. heavy artil- Jery, Sth and 39th U. S. infantry, colored. November 27, the Sith New York and 47th Pennsylvania (white) infantry were mustered out. ‘cember 2. the 100th and 104th colored infantry. December 11, Batteries F and I, U. S. artillery; 3d cavalry, 11th, 12th and 13th col- ored infantry; the 6ist colored infantry on the ¥2th December: the 2ist, 33d, 47th, 48th, 55th, 76th, 72th, 92d, 136th, 137th, and 138th colored infantry on December 13: and on December 16, the Gd colored infantry. Major General Thomas. commanding Mili- tary Division of Tennessee, was ordered to reduce the aggregate force of white troops in the Departments of Georgian, Alabama, and Mississippi, to 7,000 men, regulars included. MrsisTeR TO MEXICo.—It is stated that the name of Hon. Lewis D. Camptell, of Ohio, was yesterday sent to the Senate for confirma- tion as Minister to the vs Ard of Mexico. The following important order has just been issued by Major General Howard: War DerartTMENT, Bureau of Refugees, Preed- men and Abandoned Lands, Washington, Dec, 22, 1865.—Circular No. 22.—The attention of Assist- ant Commissioners is called to the report of the Lieutenant General, dated December 18, 1865. The most thorongh inspection will at once be made and the evils epiyined of corrected. No order from the War Department makes the Bureau “independent of the military es- tablishment” and agents should be furnished with complete instructions according to the orders and circulars issued from thjs branch of the War Department. Any agent or officer who -presumes to act contrary to such instructions will be forthwith removed or reported to the Department Com- mander for trial by Court-Martial. In all matters of a military character the officer and agent within a Military Department are under the direction of the Department Commander, in the same manner as an officer of engineers building a fort in the same De- ment, who reports directly to the Chief ngineer. Every Assistant Commissioner will con- stantly seek co-operation with the Department Commander, and must keep him furnished with all information in his possession. The State Department bas received a com- munication from Mr. John Britton, our Consul at Southampton, England, dated Dec. 1, 1865, stating that, having seen in New York papers 4p account of the existence of cholera at that place, he desired to =f that although there ad been a few cases of English cholera, re- sulting from the too free use of bad fruit and vegetables, there had not been a single case of Asiatic cholera in the town. The London Times, he thinks, with its usual fertile imag- ination, was the primary cause of those re- ports. —<$$___ IMPORTANT DECISION, The following decision from the Paymaster General’s Office is important to those present- ing claims for back pay. The decision of the Second Comptroller recently made giving pay to a Brig. General from date of commission, on the ground that serving and fighting in that grade from such date was virtual acceptance, does not apply to regimental or company officers. These latter are entitled only from actual muster-in by a competent officer—they being regarded as commissioned, taking rank and having pay only from master-in, a Oe, FORD'S THEATER. This building was intended as a depository of records and documents of the late rebel government; but application has been made for it by the Surgeon General of the United States, for his use, and the application, it is thought, will be granted. Congress has the question of purchasing this building under consideration, the Government paying rent for it until the matter is concluded. SALES OF LAND. Raymond in the House debate of yesterday established him at once as one of the most accomplished, fertile and self-possessed debaters the House haseyerhad. Taking con- servative ground in support of the President's Policy, he naturally drew upon himself the sharp assaults of the opponents of that policy, and these assaults and interruptions were car- ried to an extent that showed how important his assailants felt it to be to break him do" =~ ne lanat hreal. down bie len -« aegument, That they utterly failed, and that every inter- ruption seemed only to enable the speaker to press his argument more convincingly, is the highest proof possible of Mr. Raymond’s abili- ties in his new field. The speech of Mr. Raymond was in reply to that of Mr. Thaddeus Stevens on Monday last. The point of Mr. Raymond’s argument was, that the rebel ordinances of secession were nothing more than so many expressions of a purpose to go out of the Union, and to break up the Government, which did not succeed, and that the States lately m revolt are therefore still in the Union. Qne point urged most con- clusively by Mr. Raymond was that if seces- sion was a success, if the Southern States were really out of the Union, and became a foreign power, as Mr. Stevens claims, then their debt becomes valid, and the United States succeeds to the privilege of paying it.
