Perhaps, though, Mr. Bowen will consent to accept all three of the places. Why not! He bas shown himeelf facile of lip and capacious of paunch enough to suck away for years at | six flowing Government teats. Why not make itpine? The fourth volume of the census returns, now being printed, gives an interesting state. ment of the quantity of cotton manufactured im the United States in the years below named : In 1791, 5 ounds; in 1801, 9,000,000 Ibs.; in 1811, 00 Ibs.; im 1321, 50,000,000 Ibs.; ISS1, 77,504,000 Ibs.; and in sel, 97,500,000 Ibs. The cotton manufactured in Virginia and the States south and west of It, is not included in this statement, excepting the city of Ric mond and its vicinity. The consumption of cotton in factories of unmixed cotton goods in all the States amounted in is to 422,704,975 Ibs., or 1,004,762 bales of 400 pounds each. CONDITION OF FREEDMEN IN TENNESSEE. The Assistant Commissioner of the Freed- men’s Bureau in Tennessee, in a report to Gen. Howard, dated December 9, 1565, states that there is yet but little suffering among refugees And freedmen in that district, but more is ex. pected as winter approaches. The small pox is spreading in nearly all the larger cities, and it may be found necessary to establish hospi- tals on a limtied scale at Nashville, Chatta- noogs, Memphis, Louisville, and Columbus. Sumner stated that the, white people of this District had for years been Squatting upon the civil and political rights of the colored People, and he was glad this state of things was about tgend. The petition was referred. Mr. Wilson introduced a bill to guarantee freedom to the inhabitants of the United States, by repealing all laws based upon distinctions of color and race.
