The Board also ordered that the entire force shall assemble at the City Hall,in Washington, on Monday next, at 1 o'clock a. m., to be reviewed by the Commissioners; and from thence to proceed to the Department of the Interior, to be reviewed by the Secretary of the lnterior, if the weather is favorable. Nroro Sturrrac A meeting of the National Equal Suffrage Society took place last evening at the Wnitarian Church. Gen. Banks stated that he thought the safety, peace, and highest interests of the country, as well as the people, require the establishment of the extended right of suffrage. He wasin favor of stripping the leaders in the South of the power heretofore held by them, and of in- troducing a new element of power, negro suf- frage, which he thought would be an element of strength and safety to the country, as well 2s by immigration from the Northern States. He argued that as a class they could be as safely entrusted witb the right of suffrage as any other class, and closed by illustrating by An anecdote the manner in which they had been treated by the people of the South. His remarks were frequently interrupted by ap- plause Gen. Daniel S. Dickinson was serenaded last evening at Willard’s b: band of the Fourth Regular Artillery. as- semblage of several hundred persons, among whom was quitea number of army officers and a large delegation of Congressmen from the State of New York, greeted the venerable speaker with bearty cheers as he appeared on the balcony. He commenced by saying, that since the Star of Bethlehem, mankind had not bad greater cause for gratitude than the Ameri- can people now bave for the auspicious peace that has been vouchsafed them. He reterred to the trials, the suffering, the heroism of the citizen soldiers, and to the death of the late President m most eloquent and feeling terms, and characterized President Johnson as the man of all others best adapted to the present critical emergency. He desiredto see every question settled upon coustitutional principles and with reference to the new national era and the future - happiness and permanent prosperity of the pation. ee Porter Ratp on Fripprer’s Row—This Morning Justice Morsell took up the cases of Frederick Groshart and Dennis Nolan, who were arrested 3 agian 4 for keeping disorderly houses, by Officer Koth. The houses are loca. ted on the south side of D street, between 13th and 13%. The evidence against them ww that common prostitutes, thieves, and disorderly persons stay in and visit these houses day and night. That fiddlers are performing in the bar Tooms at late hours, fights are of frequent oc- currence there, and Officer Roth testified that meg | every morning persons complain tohim that they have been robbed in those houses, Justice Morsell held the parties to bail for court in $500, and enforced the strict rule re- quiring real estate security. and the certificate of the Clerk of the Court that there is no en- cumbrance on the property offered. The accused and another girl, Lucy Stanwood, who is too sick to be brought out, but is in custody, took the money from his pocket and divided it amongst themselves.
