Decoy letters ‘were placed in the way of one of the letter car- Tiers who was suspected of abstracting letters. Upon being detected the young man, L. R. Bull, made a confession, in which he stated that he had opened about twenty letters ad- Gressed to persons on his route [all north of I Street, between i5th and 20d streets, as letter carrier; that he bad been doing this between zhree and four months; that he had sealed u and delivered, or returned to the post office all Of said letters, excepting one which contained five dollars; that he opened a letter since the time the above named twenty was taken, ad- dressed to Miss Priscilla A- T. Thornton, L Btreet, between 19th and wth, containing sixty- two dollars, and that he also opened a letter bout the same time of the last, addressed to J. V. W. Wilson, 20th street, near K and L, ‘Washington, D.C.,which letter contained sixty- ix dollars; but on suspicion that it was a de- coy sealed it up again and delivered it to Mr. Bell on his calling for it. Ball is suspended from duty. his bond being Tetained and the matter is referred to the Dep- Tedation branch of the Post Office Department. ‘The depredator is unmarried. There is reason to believe that the above confession covers but & small portion ef the losses stated above. a i ere For Hrarrno.—Yesterday morning, Chas. ¥. Smithson, parkeeper of the Monumental House, on lth, between B and C streets, went to the office of Jno. H. Johnson and gaye him- self up, having seen in a paper last week that he was suspected of stealing $160 from Robert Jarboe isst Monday night. Mw. Jarboe stated to the officer that he was at the Monumental Honse on last Monday night and took a drink of ale; after afew minutes the accused, who was a etranger to the complainant, invited him to drink with him, which he did. The accused then proposed to send for a girl to keep him company complainant as- sented. and a girl named E Clark ‘wss introduced; she stayed long enough to indulge in several drinks; when complain- ent was very drunk sbe left, and complainant Femembers nothing more until he was being shoved into a hack, when he discovered the joss of his money. He was taker out of the City, in 4 direction which he could not describe, and was put out on the commons. The pro- rietor of the Monumental House, Geo. H. Varren, and the girl, Emma Clark, were ar- Tested Iast week by Detectives Kelly and Bigley, but were released upon their recog- Bizance to appear before Superintendent Richards when required. Yester lay morning Charles F. Smithson went with Mr. Johnson, as his counsel, to the Police Headquarters, and gave bail in the sum of $300 for a hearing be- dore Superintendent Richards on Wedngsday morning next. a RioT BETWEEN SOLDIERS AND NgGrors.— Saturday night, about § o’clock, a row oecurred St a house on I>th, near L street west, occupied by several colored families, which resulted in Seriously wounding several of the colored in- mates and several sokdiers. It 1s alleged that a sergeant of the Sth cav: went to the house and behaved outrageously, beating the inmates, and finally struck a woman, whose husband turned upon the sergeant, who was very badly beaten and put ont of the house. He went to his camp and made a statement, upon which a guard was sent to the house and some of the negroes were arrested and taken to the camp. Subsequently another party of the cayalry, armed with carbines, got out of camp and went to the house and attacked the inmates. beating and abusing them, arresting some and shooting Stothers. Several of the colored party were badly cut, and one soldier severely injured Sergeant Hurley, with the First Ward police, arrested five soldiers and five negroes, and carried them to the station-house. Justice Drury, who examined tne case, turned the soldiers over to their officers, upon the demand of Major Graham, and discharged the negroes. > CHarcE OF Horse STeaLine.—Last night, George Oliver, who was arrested by Officer ¥razier on Saturday, on suspicion of stealing @ horse in Virginia, was taken for hearing be- fore Superintendent Richards. It appeared in evidence that Oliver purchased a black mare at Wall's bazaar, on Louisiana avenue, on the Sth November last. Subsequently Oliver went to the vicimity of Fairfax Court House, and sold & mare toa colored man named Horace Gibson, for $55. The sheriff afterward took the mare from Gibson as a mare stolen from a man in Loudon county, Va. The defence of- fered evidence to show thatthe mare which ‘was bought by Gibson from Oliver was the mare Oliver bought at the bazaar, but she is a bay or brown mare. and the clerks at the ba- waar testify that she 1s not the animal bought by Oliver. Mr. J.H Jobnson, for the defense, argued that as no one made a direct charge of larceny, bis cliept was entitled t» an honor- a@bie acquittal. Superintendent Richards held that it was duty to examine the evidence and decide whether there is sufficient reason to hold the prisoner to await a reqnisition; and in order to consider the testimony, he ordered Oliver to be detained until this morning. esse Petition or Cotonep Prorre oF THE DistRict.—The petition presented by Mr. Wil- fon in the Senate from Francis Cook and 2,500 other colored inhabitants of Washington, ask- ing for the right of suffrage, sets forth that a large proportion of them are property holders and tax payers. They claim that as they are sufficiently intelligent to build and sustain churches and institutions of learning, and to accumulate property, they are also sufficiently intelligent to vote; that for years they have been obliged not only to educate their own children, but to contribute to the support of the schools in whieh only white children were taught; that the record of the colored people as to crime and pauperism is as fair as any other class in the country. Out ofa pulation of Jess than 15,000 they sent 3,500 soldiers into the field, while the white population (over 6,000) furnished only 1,500, and colored soldiers yol- unteered without the incentives of large boun- ties, pay, or promotion. —— ee Bitixc Case.—James Jackson, colored, was Brrested by detectives Kelly and Bigley, for maiming George Dyson, colored, by biting a piece out of his lip. “The affair occurred about the 13th of November, at the house 5f Henrietta Holly where the goods stolen from Mr. Hughes’ Store were found. Jackson demanded money from Dyson won in gambling, and because Dyson did not pay up promptly Jackson drew @ razor and attacked him. Jackson bit a large piece out of Dyson's lip, and Dyson bit Jac: son's thumb very . Yesterday, Jack- 50m Was sent to jail for court by Superintenden Richards. Jackson was a principal witness against Biue and Robinson for the robbery of Mr. Hughes’ store: but when wanted at the trial in the Criminal Court he could not be found. Sart Rospers.—L ee the wood Bud coal office of Mr. W. H. Marlow, on 7th Street, south of the canal, was entered by thieves, who cut a panel out of a safe, using a cold chisel in the operation. After making an examination and finding no money in the safe, they exhibited their malice by smashing a clock, pouring coal oil on the floor, and by going to the stable and tarning Mr. Marlew’s horses loose.
