Walter, Posice Magis- trate Fourth Magisterial Precinct—Sir: The Board oi Police, at its meeting held on the 30th ult., ordered that legal proceedings be imme- diately instituted by me against persons en- gaged in propelling railroad cars through the Streets of the city of Washington by means of Steam engines or locomotives. Your xttention is called to the second section of the act of Congress approved July 16, 1362, amending the act of August 7, 161, creating a Metropolitan Police, for the authority of the Board to issue the above order, as also for your Own guidance in this matter. On Saturday eveni: officer Pierce made a formal compliant th; the trains over the Washington and Alexandria road were run by steam to the vicimity of the Baltimore depot, and accordingly Justice Walter issued a war- Fant on which officers Pierce and O'Callahan arrested the engineer and conductor of the train leaving bere at 5:30,and were taken w the 4th Ward station, where they gave bail for a@bearing. Last night, Sergeant Eckloff, act- ing under the same orders, stationed men along the route to prevent the 8-30 train for Richmond from leaving, and the conductor and engineer were arrested and taken to the station, the train with com plement of passengers and freight standing idle im ist street. An agent of Adams’ Exress Co. having some packages from the War Department for Richmond and other Points South, a ked for the release of the men, which was not complied witb, but subsequent- ly Superintendent Richards being appealed to. ordered that the men be released, and this train be allowed to proceed, but no other,and ac- cordingly the train left about 9 o'clock. pS ERS CHANGE oF Time BaLtimone & On10 Ratt Roap. — By reference to the advertisement of the Baitimore and Obio Railroad, it will be seen that seven trains leave Washington daily for all pomts North and West. Passengers go- ing West.nay take the 1.15 p.m. train, which connects at Washington Junction with the Uin- cinnati Express, which is the fastest line on the road, and makes close connections with Cleve- land and Cincinnati trains at the Ohio river.
