In the afternoon they submitted to the court an offi- cial report of their inspection of the county Jail, which we here append: Granp Jury Room, Noy. 1%. 1965.—To the Honorable Andrew Wylie, Judge of the Criminal Court: In conformity with the usual custom of the Grand Jury at the close of their labors, they beg to submit the following report: On the 7th instant, the Grand Jury made their officifil visit to the county jail. thor- ough inspection of the building showed to our entre satisfaction that the police and sanitary Tegulations were as complete as the ill-con- structed and insecure building would admit of. ‘The number of prisoners confined there at this time ts about 250, embracing w aite and colored, young and old, male and female. A due regard ‘was observable in the cnlinary department, which lett the impression that the prisoners were bountifully supplied with good and wholesome food. In addition to the manifest insecurity of the building, the prisoners are compelled, to the number ef 10 and 15, to occupy small cell without the slightest ventilation. in reference to this, some of our number were compelled to retire. The session had been an unusually protracted one, in consequence of the very heavy docket and the fact tnat the honorable court deemed it Proper, for reasons of ® public nature, to adjourn for a month. During the recess a large number of cases ha. accumulated, which has required much labor to get through with. The docket em- braced crime of every grade known to the law, but a very large proportion of these cases brought under our notice, we are happy tosay, not being citizens of the District. Although we have found a large numper of presentments, many grave offences against society and good order we have been compelled to let go un- unished, for the simple reason that it was jound impossible to find the parties injured or Witnesses sufficient to establish the cr.me or Offence before a court of trial it is proper that we should call the attention of the court of magistrates’ trials. We are sat- isfied that just here great delinquencies arise. Cases coming from these sources before us ‘without the Christian names of parties as wit- esses and criminals have subjected us toa Vast deal of unnecessary trouble and labor and we might add in this connection that a Bumber of cases have come before us from magistrates of the District which were by no means creditable. We have found ourselves compelled, on the core of humanity, to let some go; keeping in View at the same time the sacredness of our Official oath. Stern and rigid justice has its claims and so has humanity. The one should be properly tempered by the other. The jury are profoundly impressed with the fact that a house of refuge for juvenile offend- ers is of the hi, ‘st importance in this metrop- olis.
