The uncertainty of the payment of bounties to members Df the Veteran Reserve Corps has been settled by the Second Comptroller of the Treasury, who decides that as they are dis- charged by reason o* the close of the war they are entitled to the balance of the bounty the sam though they had remained with their Tegiments, the fact of their being transferred to the Veteran Reserve Corps and discharged from that organivation not affecting their right to the bounty to which they were entitled un- der their enlistment. In the ense of a repre- sentative substitute “for a person not liable to draft,” itis held that the former is entitied to the same bounty as other recruits enlisted at the same time and for like periods of service. ORDER AGAINST NEGKO WHIPPING. Major General Augur has issued an order | directing that hereafter no colored men shall be whipped uncer any law of Virginia, with- in the limits of bis department. Judge at Alexandria is directed to notify the proper civil authorities to this effect, and if necessary he will call upon the post com- mander to prevent the infliction of any such punishment. , PENSIONS TO REBELS. There are indubitable indications that a per- sistent effort will be made in many of the re- bellious States, as soon as they age recon- structed, ‘o appropriate pensions to wounded officers and soldiers who fongbt on the south- ern side. leaving such citrzens of those States #8 joined the Union army tothe care of the Federsi Government, but taxing them to sup- port their enemie cUsTOMS. The receipts from customs in October amounted, in round numbers, to the unpre. cedented sum of $17,000,000 in gold, about $6110.00 more than was anticipated. NAME CHANGED. ‘The name of Fort Runyon, on the Virginia side of the river, has been changed by order of the War Department to that of Fort Kilpatrick, im bevor of tne dashing Jersey cavairy officer of that name. The elaims for prize money involved in the capture of the blockade-runner Princess Royal baye been adjusted, and the money is now ready for distribution. The President bas bestowed upon the gallant Major General Judson Kilpatrick the appoint- ment of Minister to Chili. He has also been granted a leave of absence of several months before going on his foreign mission. ORDERED. The 6th regiment of Hancock's corps has been ordered to report to General Augur for duty. It is rumored that a new court is hortly to be organized, for the trial of Duncan and Winder,now confined in the Old Capitol Prison, charged with cruel weatment towards Union prisoners in A:dersonville. Duncan, it will be remembered, appeared as a witness in the Wirz trial, but was arrested and committed to the Old Capitol. Young Winder is a son of the rebel General Winder, and was stationed at Andersonville while Wirz was there, MILITARY CLERKS. The enlisted men of the Voteran Reserve Corpe now on detached service as clerks at the various headquarters who desire to be mus- tered out, are bemg relieved by men of the sth regiment Hancock’s Corps.
