A more ipecant’ aiase to spend an evening cannot be found. —_— Board or TRADE.—The Board of Trade of the District of Columbia held a meeting Wed- mesdsy night in the Council Chamber, City Hall, the President (Geo. W. J R.Elvans, from the sub-committee to Graft by-laws for the government of the Board of Directors, stated that one artic’e should come properly before this meeting, and that Was article 6th, which required the election of a Board of Arbitration, to consist of five mem- bers, net ove of whom should be a member of the Board of Directors. The following were elected a board of arbi- travon:—John L. Kidwell, F. B. Mubun, Jas. L_ Barbour, Sam’l Lewis and D. B. Clarke. Mr. K. M. Hall said he desired to keep up as much agitation as possible, and to keep the op- erations of the Board of Trade before the peo- ple, and he therefore moved the appointment of acommittee to take into consideration the expediency of building an opera house, with a Foom connected with it fur the meetings ot the Boardof Trade. Hethought they could induce some capitalists to go mto the matter to the ex- tent of $5(,000 ifthe board manifested a dispo- sition to putin another $50,000, and build an opera bouse worth at least $100,000, Mr. A. R. Shepherd thonght this movement Was premature, for the board would have to £*. acharter from Congress before anything could be done. ‘The resolation was finally modified so as to authorize the committee to inquire into the ex- pediency of ereeting a building for the meet- ings of the Board of Trade; and Messrs. R. M. ¥. B. Mohun and S. Bacon were appointed the committee. Mr. J. F. Ellis said he desired to call the attention of the Board to a matter which de- served their consideration, and that was the growing tendency on the part of the people aete to send elsewhere for every trifling article they needed. He hoped that this matter would ‘be attended to, and that our own mechanics would be patronized. Mr. Riggs said he thought the establishment of a Board of Trade would remedy all of the matters complained of by Mr. Ellis. Mr. Ejvans said there was an enterprise here, the Atlantic Steamship Company, which ought to be patronized and sustained, for nearly all of its stock was owned in Washington. ‘That was one matter, but there was a necessity that the next Congress should pass a general or &@ special act so as to allow the Board of Trade to be incerporated. A law of limited partner- ship was also required, and this must acted upon during the next Congress. In view of this matter, Mr. El vans suggested that the offl- cers of the Board of Directors, with such addi- tions as they may choose to make, be a com- mittee to represent the matter before Congress. Mr. Morgan referred to the tact that the Atlantic steamship line had been mentioned, and he vocated its being patronized, as it ‘was emphatically a Washington enterprise. The sident (Mr. Riggs) here sta‘ that he noticed Prot. Heury in the room, and he hoped to hear from him. Prof. Henry responded, and said he was thereas aeasual visitor. He had seen a notic: of the meeting, and its importance and charac- ter had struck him forcibly. Washington much ‘wanted institutions of this kind. He referred to the fact that the city had been denominated one of maguificent distances, and that it had been much slandered, and he hoped this or- ganization would give the lie to p-evious re- ports, and that Washington would not be a byword in fhe future, and beconsidered of no commercial importance. He spoke at length of the advantages that Washington possessed naturally, and then referred to the Smithso- pian Institute as one of the featares of Wash- ington. : Professor Henry made some interesting ex- planations in regard tothe history of the Smith- sonian Institution that we propose to recur to hereafier with more room at command. On motion of Mr. Bailey, members of the press were granted free access to the rooms of the Board. Mr. A. R. Shepherd introduced the follow- ing fesolution, which was unanimously adopt- od: Whereas it is currently reported that the Bal- timore and Obio railroad propose to make their connection with the West at Bladensburg, having the terminus of the road recently char- tered at that point, instead of this city, to the detriment of this metropolis, and in ‘violation of the general understanding among our citi- zens; therefore Be it resolved, That a committee consisting of the president and two members of the Board to be selected by the president) be appointed fo confer with the president and directors of the Baltimore and Ohio railroad, witha view to having the terminus of this branch road in this metropolis. Mr. Mitchell introduced a resolution endors- ing the action ot the Board of Directors rela- tive to the running of cars through the streets, and the Board then adjourned. een BreTal ASSAULTS AND BaTTERies.—Wed- nesday night, between 11 and 12 o'clock, pri- vate Chamberlin, of the 18th V. R. C., stationed at Wisewell Barracks, while on his way to quarters, near © and 7th streets, was attaskea ‘by a party of men of his own corps, and was dveadfully beaten by them. The soldiers left bim, and at the corner of O and 7th streets, as- eaulted Mr. Basil Beall, a driver of tne7th etreet cars, who was standing at the corner talking with his conductor. Mr. Beall was almost as badly beaten as Chamberlin, and the soldiers also attempted to take his money from his pockets, but failed, and he saved himseif by Tupping. Mr. Elias Oliver, who was in a house near by, hearing the noise and not know- ing what it was, ran out to see the cause. when be was met by one of the soidiers, who struck Oliver on the face with a stone, inflicting a very ugly wound around his right eye and on his nose. lective Bigley was in the vicinity at the time. and saw the assault on Beall, and ran to the spot. Yesterday, Private John Brown was identified on duty at the Old Capitol as one of the party, and was at once delivered to the civil authorities. Yesterday Detective Bigley dad the p mers and witnesses before Super- intendent Richards for trial, and after a thorough examination, Superintendent Riech- ards characterized the affair as one of the most s kind that he had been called to in- d demanded $0 bu'l for each one, to answer at court for assault and battery with intent to rob Basil Beall, and Whelan and Gil- bert in $310 each for assault aud battery with intent to kill Elias Oliver. The case of Cham- berlin was not presented before the Suverin- tendent. Mr. Goldstein is a licensed pawnbroker, and the watch was found at his Office by detective Olarvoe. Lafayette, will be found out to bea German Jew named Schaffer, & deserter from a New York regiment.” This, of course, refers to Felix de Ia Baume, who tes- tifled against Wirz at the trial. This gentle- man has shown us yarions documents, inclu- ding discharges, certificates, &c., which prove conclusively that this parting shaft of the wretched Wirz is a false and wicked inven- tion. Mr. De la Baume’s record shows him to bea gallant and loyal man, who has received honorable wounds in defence of his adopted country. Granp LARCEN1Eg.— Yesterday, Jas.
