The City Council of Richmond on Wednes- day adopted an ordinance repealing at once all existing ordinances relating to negroes. An effort is being made to induce Gov. Peirpoint to conyene the recently elected Legislature on the 10th of November. Should this be done, we suppose United States Senators will be elected. Hon. A. H. H. Stuart, one of the suc- cessful candidates for Congress, says that the test oath is broad enough to exclude him from hjs seat, but claims that if he violated any law of the United States, or incurred any penalty during the rebellion, he bas been exonerated from all consequences by the general amnesty of President Lincoln, of which he availed him- selt on the 26th of May last, taking the pre- scribed oath,and he therefore will decline to take the test oath. One of the jurymen sum- moned in Richmond on Wednesday refused to take the oath to support the Constitution of the United States and the restored government of Virginia, and was fined eight dollars by the judge. CounTERFEIT TREASURY Nores.—A new counterfeit fifty dollar Treasury note has been detected, and it is said & considerable amount has been taken by one of the Goveri.ment offi- cials. It is “oyeegreenl experts to be the best counterfeit yet issued, and is difficult to detect. It can be known by the two following points: In genuine fifties the words « fifty” and figures 50 on end of the note and surround- ing note and forming the border of the circle in the centre of the back are octagonal. In the counterfeit they are nearly circular. In the gennine the large black letters “United States” the black has straight lines and looks fair; in the counterfeit the black is picked and scratch- ed, especially the “S” at the end of “ States.” In the genuine the lower half of +" in 50 on the end, is a white line. In the counterfeit it is all covered with straight lines, Weitz Lanor.—A number of Germans, ‘Swedes and Danes—men, women and children —are now at Rocketts,and another batch is ex- pected to-morrow.
