Se ee Common Council —Last evening, at seven clock, the following members of the Board of ~“€cmmon Couveil, which had taken a recess at o'clock the previous night, when having yn- @er consideration the report of the special com- aittee on resolutions in relation to the return of persons heretofore engaged in the rebellion to the city, assembled: Messrs. Lloyd, (Presi- Went.) Davis, Dudley, Ferguson, Kelly, aoe Ruff, Talvert, Wilson, Ward and Fright. The Chair announced the pending question to bethe motion of Mr. Larner to order the »revious question on the passage of the reso- tutions reported by the special committee in relation to the return of persons who have Deen engaged in the service of the rebellion. At the request of Mr. Wright,the demand for the previous question was withdrawn, and he offered the following substitute by way of amendment: Whereas certain citizens of Washington who left their homes and deserted the Government in times of its greatest trial, and enlisted in the service of the rebellion, and who have for some aime past and are still returning for the pur- pose of again residing among us; therefore Resolved, That while cisclaiming all teelings of personal animosity against them, we eannot contemplate their familiar faces withoutevinc- ing feelings of protound regret that man crea- ted in the image of his Maker should be so lost to allsense of shame that even the stigma of zraitor does not direct his steps to more con- genial climes. ‘ And be it further resolved, That, as the general ‘Gevernment have supreme control over all matters pertaining to the Rebellion, we rely upon and repose all confidence in their action in reference to traitors, wherever located, and ‘would counsel moderation and forbearance in the meeting about to be held upon this sub- ject, trusting that law and order will be the paramount consideration ef all good citizens. Mr. Larner said that the substitute appeared in themost part to have been culled trom those reported by the committee, and it'seemed an attempt to smooth over and whitewash the trettors. The substitute was rejected—yeas, Messrs. Dudley, Ward and Wright—3; nays, Messrs. Davis, Ferguson, Kelly, Larner, Ruff, Talbert, Wilson and the President—s. i Mr. Ward moved to adjourn; (Mr. Ward): nays, 10. Marini’s Floral May Fes- tival last night was undonbtedly one of the -mcst beautiful and interesting affairs of the sortever held in Washington. His academy was tastefully decorated with flowers, pic- dures, drapery of flags, and all that could give charm tothe view; and when to this was added the array of charmingly costumed little ones, and a brilliant assemblage of spectators, the effect was exceedingly fine. First took place the always interesting cere- Mony Of crowning the May (Jueen, which was preceded by a grand entree of the procession in ibe following order :—Goddess ot Liberty, Miss Kate Seitz, Queen of May, Miss Jennie Mont- gomery; first Maids of Honor, Miss Sallie Dun- iss Lilly Braff; second Maids of Honor, Miss Hebe Barney, Miss Mary Morgan: Crown Bearer, Miss Josephine Plant; attendants. ‘Then iollowed the coronation of the beautiful ( neen, with speeches aud responses by the Matds of Honor. To this succeeded the fancy dances by Prof. Marini’s puptis, as follow, ighiand Fling, Miss Cornetia Campbell; llage Hornpipe, Miss Flora Cook; La Bayadere, Miss Kate ‘Thompson; Highland Fling, Misses Norbeck Bnd Plant; Sicillienne, Miss U. The dances were pertormed in admirable Style, indeed, showing that Marini’s fame as a successful teacher of the graceful art is abund- antly deserved. The little performers were sbowered with boquets by their admiring friends, as they well deserved. Following upon the fancy dances the floor ‘was thrown open for general dancing, and under the accomplished supervision of Mr. Horatio Bates, as floor manager, assisted by Mr. L.F. Sprague, the dancing was kept up ‘with undiminished spirit until a late honr. Itwasa delightful occasion, long to be re- membered by the happy participants. e hear that there bas been a general appeal to Prof. Marmi to repeat this admirable floral entertainment, and it is to be hopea thathe will es to do so for the gratifieation of the public tost—yeas, 1, Saige aos MryictpaL Covuerestgs.— As previously Stated, the City Council of Washington, who are to be the guests of the municipal authori- ties of Baltimore, will arrive here at an early hour this morning. They will be met at the Relay House by Messrs. Foreman and Robin- Son, of the committee of arrangements, who will accompany them to the Camden Station, ‘where the visitors will be received and taken in charge by the committee, consisting of Messrs. Foreman, Lamdin and Cox, of the jirst branch, and Messrs. Robinson, Valiant and Nalls,of thesecond branch. They will be conducted to the wharf, foot of Camden street, aud embarged on the steamer Highland Light, in which an excursion down the river as far as Fort Carroll will be had. The boat, on going down, willstop at Fort McHenry, where Gen. Morris, accompanied by his staff, as also the band of that post, will be taken on board, With other invited guests. An opportunity ‘Will be afforded of inspecting Fort Oarroll, and after visiting other places of interest and partaking of dinner, the boat will return to this city, the guests being escorted to the Eutaw House. To-morrow morning at o'clock, the mem- bers of the Baltimore Council will meet at tae iutaw House, and with other guests will pro- ceed in carriages to Druid Hill Park, the City Aimshouse and House of Refuge, stopping at each place a sufficient space of time to afford 2n opportunity of personal examination.
