Out of eight thousand rank and file, prison- ers of war, confined last week in Fort Dela- ‘ware, but three men declined to renew their al- legisnce to the United States. These three were men in hospital, too feeble to shift for them- selves and without friends at home to go toy and, therefore, reluctant to be discharged from hospital bed and board. Of the rebel officers | confined in Fort Delaware, 2,000 in all, but 300 | Tenewed their allegiance prior to the reception | of the news of Joe Johnston's surrender. Since then all of them, or very nearly all of them, | have signified to the military authorities of the | post their wish so todo. Generals Page and Barringer, the two general officer prisoners confined there, head the list. Both officers and men (of these Fort Delaware prisoners of war) re being discharged and sent to their homes at the rate of about 200 a day. Major General Halleck, commanding the Military Division of the James, has issueda general order establishing a Court of Concilia- tion, consisting of three arbitrators, in the city of Richmond. This court will arbitrate such cases as may be brought before it in regard to the right of Pposeession of property, both personal and real, and to the payments of rents and debts, where contracts were made upon the basis of Conted- erate currency, which now has no legal exis- tence. This court will take no jurisdiction o, questions of titie to property, nor will its de_ cision be any bar to legal remedies when the civil laws and civil courts are re-established. All parties bringing suit in this court and attorneys and agents appearing for them wil! be required to take the amnesty oath. All alike, white and colored, will be allowed the benefits of the jurisdiction of the court, and all proceedings will be directed solely toascertain- ing and securing exact justice. IMPORTANT ORDER. Gen. Halleck, at Richmond, has issued an order announcing that all persons, without re. gard to their rank or employment in the civil or military service of the late rebel govern- ment, will be permitted to take the amnesty oath, and will receive the corresponding cer- tificate. Those excluded from the benefit of such oath can make application for pardon and restoration te civil rights, which application ‘will be received and forwarded to the proper cbannels for the activ Of the President of the United States. Monrreat, May 4.—Beverly Tucker pub- lishes a letter saying whoever asserts he had anything to do with the assassination orknow- ledge of the plot to capture Mr. Lincoln or Seward has blackened his soul with perjury. He never heard of Booth or any others arrest- ed, before the assassination. He was not here when Booth was. He has sent for a copy of the evidence, so as to disprove it. Sanders is still residing here THE ASSASSINATION CONSPIRACY. Booth’s Errand Boy Arrested in Brooklyn— Harold’s Antecedents in the City of Churches. The details of the diabolical tragedy, in which the notorious Booth played the leading part, begin to leak out through various channels. The extensive ramifications of the plot, when fully brought to light, will astonish the com- munity. That Booth was notalone in thehellish conspiracy, has already been ascertained, but the citizens of Brooklyn will feel astonished when they learn that Harold, the companion of Booth’s flight, has resided in the Oity of Churches for nearly two years. xf A person known as the “Indian Doctor,” who came to Brooklyn about two years ago, made the acquaintance of Harold, at Washington, on his way te this city, and as the latter had some experience in the compounding of drugs, the doctor employed him to act as his assistant. They estattisbe¢ an office in Fulton street, Brooklyn, and by. the fantastic costumes in which they were in the habit of appearing in the streets, accompanied by & very fine spaci- men of an Italian greyhound, they for a time made quite a sensation. About six months since, however, they both disappeared as mys- teriously as they came, and nothing was heard of them until two days since. It appears that Booth had in hisemploy alad of about 15 years, who disappeared from Wasb- ington about the time of the assassination of the late President, and one of the detectives ‘was immediately put on his track. He traced him to Brooklyn and succeeded on Tuesday evening last in arresting him in Court street, opposite Montague Hall. The officer took his prisoner to the 4ist Precinct Station House, and lodged him there for safe keeping, while he roceeded to Washington for instractions. uring the absence of the detective, the boy gave the above facts, to one of the officers of that precinct. The boy also states that the “doctor” is now in New Orleans, but cannot state for certain, whether he was connected with Booth in the assassination plot. All that he can say on this point is, that Booth and this dector were on very intimate terms; and the fact of bis mysterious disappearance, together with his old assistant, Harold being found in company with Booth, is looked upon as point- ing strongly to his complicity in the infamous affair. ¥. One report isthat Hampton, incensed at Johnston's determination to surrender, forced himself into his presence and insulted him grossiy, when the latter shot and killed him with a revolver. We attach no importance tothis story. It does not fit the character of either of the men. Some color has, however, been given to itby the fact that Johnsten, when asked what had become of Hampton, repliec, “I have gotten rid of him,” «he will trouble us no more,” or Something to thateffect. We feel well assured that Hampton is at this time in command of the cavalry escort which attended Jeff. Davis when he left Greensboro’ for parts unknown; and Johnston’s evasive and somewhat myste- tious answers are easily accounted for by his unwillingness to throw any light upon the route of escape taken by Davis and his follow- ers. It is far from improbable that Bragg, too, has gone with Davis. Ifhe has not been wil- ling to share the furtunes of his chief, he can bave no spark of gratitude. Davis loved him as never David loved Jonathan, and strove desperately and persistently to make a great General out of him. It remains to be seen whether this Conterence will admit the position assumed by the Vincinnati con- vention, or will declare the loyalty of the church and remain distinct, or will unite with the Northern and Western Conferences. Ex- cept the Maryland Conference, nearly if not quite all the delegates to the Georgetown Uon- ference will be from the rebellious Sta.ss, as the Uonferences in the loyal States all wont with the North and Western Conferences, the General Conference of which will meet in Ohicago, Illinois, at an early date.
