The procession was composed of sbout two thousand persons, including two companies of tue oth regiment Veteran Re- s¢ ves, under Captains West and Knower, and { preceded by @ flue band, attracted great atten- tien. Neariy every man bore a national flag, and At intervals through the line were tianspar- encies bearing appropriate: scriptions. which, -with the display of Chinese lanters #.ud otber luminaries, presented a spleidid appearance. The procession started from the arsenal at7 o'clock, and, reaching the Avenue, proceeded to the Presidential Mansion, and fror thence to the residence of Secretary Scanton, were ‘they were addressed by the Secretary, as also by General J. D. Foster, of Sumter renown. The Secretary’s speech was ieceived with tumuitous appiawse, and, at i’? close, in ac- cordance with bis suggestion, cheers were given “for the President and the irmy and navy. These were followed by hearty cheers for the Secretary, after which the procession took up its line of march and proceeded to the Tesidence of Brigadier General Kamsay,on F atreet, betweed Sth and 20th. \ Brigadier General Ramsay, late Chief of Ordnance, was then introduced to the proces- sion by Jehn S.
