Whatever may be the fate of the “constitue tions) amendment,” 1t is &s Certain as sunshine tha very in Virginiais dead. This t: predicted for it when the advocates of *South- ern rights jn the territories” were loudly clam- oring for the “right’’ to emigrate to Kansas and Nebraska with their negroes. But they were deaf to the voice of reason, ani fortu- nately, or unfortunately, they had influence enough to make a large portion of the people of Virginia as insensible to the dictates of rea- son as themselves. GEvery ene has read the fable of the dog who crossed the stream with a bone in his mouth, 8nd perceiving his shadow in the water, dropped the real bone to grasp the reflected one, and so lost all. Ip like manner, the people of Virginia, in sustaining the views of polli- ticians for the right to extend slavery into the territories, sacrificed their right to hold slaves ‘within the limits of Virginia. They sowed the ‘wind and are now reaping the whirlwind. ‘Thousands of the people of this State have been opposed to the institution of slayery in the abstract. They have regarded it as a sort of “necessary evil,” in so far as a “ christian- izing and humanizing’’ relationship between the white and black races, which it would be impolitic for both to haye interfered with; and they now see and know that it has been an in- cubus upon the welfare of \ irginia; that it has impeded the State in the march of civilization; and thatit has been the cause of an ‘‘irre- pressible conflict” between sections of our country which, for their mutual benefit, should have been united together in bondsof friend- ship. For these reasons the refiecting portion ef the people of Virginia, and especially those who retained their attachment for the Union, have long since resigned themselves to that eradication of slavery from this State which, under any circumstances, must be inevitable sooner or later. The final blow to the « institution” in Vir- ginta has fallen, and the negroes of Richmond are as freeas their emancipation can make them. The result has been anticipated. It may temporarily affect those who have hereto- fore depended upon the labor or hire of negro slaves for their own maintenance, but no one else will be grieved at it. The Two Occurrences. A grave financial question is bothering the bDusiness men of Richmond, who heretofore have bad dealings exclusively in Confederate currency. Those who owe, on commission or otherwise, refuse to pay except in the funds current previous to the evacuation; while those to whom debts are due refuse to receive any tunds except the Federal currency now In vogne, with the premium at which goid, Silver, and Federal currency was rated on Saturday, Aprill. There is @grand imbrog- ho ina financial way, and we have no idea how it willend, but we think those who haye had the use ef Confederate money should pay tor it in the regular proportion established by premiom. The Late Fire. The aggregate value of the property de- stroyed foots up two millions one hundred and forty-six thousand two hundred and for- ty dollars. Imposing as these figures appear, they are far short of the truth. Our list covers no more than the yalue of the bricks and mortar de- atreyei. LEE’S SURRENDER. List of General Oificers. The prevailing disposition is still to buy; and prices, thongh a little irregular, are generally above the adyanced quotations of yesterday afternoon. Governments continue strong and scarce. The amount ofgold interest bonds offered for sale has never been so light during the war, and prices are ¥ax higher. Five twenties closed at 108; Sixes of 1St1, 10S; and Ten-for- ties, 923g. Certificates are firm at 99. __ State stocks are higher. Tennessee Sixes of 1890 advanced 2; Virginia Sixes sold at 55. Railroad bonds are more active and higher bank stocks are firm. The railroad and miscellaneous list was es- pecially active, there being a strong specula- tive and regular demand for the ‘eading roads. The ease in the money market still'increases. The rate on call is becoming more general at 5 per cent., though the majority of transactions are still at 6 per cent. On stock loans themar- gin on collaterals is generally 10 per cent. There is more confidence in commercial pa- per, and discounts are ready to take the best names at7 per cent., other goods ranging from 9to i2percent.
