Si eingee the remarks of President ‘Lincoln Iast night to those who serenaded him, ‘They are most important words, because evi- dently foreshadowing what he regards as being the best policy to be pursued by the Govern- ment towards the people of the States in rebel- lion and those States themselves. The vein of strong sense and true patriotism which has invariably marked all the measures of his pre- vious policy towards the rebellion and the rebels, everywhere ‘‘crops out” in what he said on this occasion. He could not possibly have conceived a happier thought for the times, than that of referring his hearers to the *Louisiana plan” as the one of all most likely speedily to result in thorough and reliable pacification. That plan admits all the people of the South not obnoxious to the charge of Having been prime originators of the rebellion or leading workers in it, (to the extent of ren- dering their influence, if permitted to exercise it, detrimental to the prospect of peace,) to Yesuane their former relations to the States and Generali Government, just so soon as they come forward to avail themselves of the op- portunity so to do. It prevents all others from practicing any profession, business or trade within the limits of the State, and thus compels the mass of the latter to migrate where they cannot possibly work future injury to the public weal. It also adopts the docal laws to the altered condition of the negro population so as soonest to improve and benefit it, and thus, in turn, to soonest benefit the community at large. It entire- dy obviates the possibility of difficulties that ‘would otherwise grow out of the question— ‘What is the existing political condition of the Febellious States and their several popula- tions ?—and leaves Congress to determine waat shall be the future status of the classes and parties excepted, so far, from their amnesty or amnesties. Now that the war is substantially over, Congress can safely and will surely in- clude the great mass of those so tar excepted, ‘within the Government's tender of pardonand Mercy, while there are more or less who should Not and will not be so included; those whose Sin of ingratitude has been greatest, and those who experience teaches are not to be hereafter entrusted with opportunities to debanch the allegiance of others surrofinding them. Such exceptions have been found necesssary in clesing up all civil wars that have ever oc- curred. The promptness with which the peo- ple of the South accept their only alternative. and the ingeniousness with which the leaders of the South put away from them their trea- Son, will doubtless determine Congress in re. Solving the questions how far and how fast it ‘will be prudent and patriotic that the nation Shall forget and forgive. WE ARE REQUESTED tostate that the great in- crease of woumded in our Hospitals renders contributions of lint, bandages, and rags, de- sirable. The petition in this case was filed on the 30th of March, and sets forth that they were married en the 14th of February, 1851, in Rockland county, New York, that they lived together until January, 1562, when he deserted her, and since they have been living separate. She further charges that since the respondent has been living in the District, he has been liy- ing in adultery with ene Matilda Ginneman. About eight p.m. General Weitzel received a dispatch announcing the surrender of Lee and his entire army. A salute of one hundred guns was ordered to be fired, and secesh at once started the story that a heavy battle was going on, and that Lee was to retake Richmond; but their joy was-shortelived, for the contrabands soon got the true version, and, frantic with joy, ran in every direction, shout- ing “Lee has surrendered!” which sank like lead into the already almost broken hearts of the citizens. Among the papers being brought to light is an order from Jeff. Davis, dated on Sunday, the $d inst., upon a rebel quartermaster, to shi| his baggage and stores to Charlotte, N. C., where it is hoped he will fall into the hands ef General Sherman. Mrs. General Lee and her family continue to keep olose in their house, and the shutters are all closed. No one disturbs them, and 8 sentry parades up and down the square, but does not interfere with the visits of their Secesh Tfriends, to condole with them in their depths of despair. General Lee sent Mrs. Lee a note last Sun- day, telling her that she must leave Richmond atonce. He did not say where she should go, and gave no furtherexplanation.
