Matinee this alternoon. ea Eee imrORTANT To Drarrep Mgn.—Proyost Marshal, Major O’ Beirne, has issued the fol- lowing communication, in order that drafted men may understand that each one may be his own substitute broker, and will receive all necessary aid and instruction from officers of the Provost Marshal's office: Office of Provost Marshal and Board of Enrol- ment D. C., Washington D. C., March 31, 1565.— It 1s not necessary for persons presenting sub- stitutes at this office to obtain the aid of substi- tute brokers In sv doing. The custom, just discovered, by which substitute brokers exact $50 from principals who bring their own sub- stitutes, in order to have such substitutes pre- sented and accepted, must he broken up, and theextreme severity of the law will be called im to correct this fraudulent system, which is alike disreputable to the principals and to the office of the Provost Marshal. In sllsuch cases hereafter detected, both the prin- cipal and broker will be arrested, confined, and charges will be preferred against ‘m for violation of therwles governing the Provost Marshal and enrolment act. Substitute bro- kers have no influence, nor are they counte- naaced at this office in any way, shape, or manner, except so far as the legitimate trans- action of business is concerned. The publica- tion of this is made necessary, inasmuch asa public opinion to the contrary seems generally to exist, in detriment to the rights of the citi- zens of the District of Columbia, and to the speedy filling of the present call by draft. .
