No. He says, perhaps, that only an iron man could bear such great heat, or such violent cold. or such sudden vicissitudes, Why then does he not resort to the great Tonic and Preventive, which, if it will not make him an iron man, will at least quadruple the capacity of his system to repelall external agencies that tend to produce disease. The pee appears to be largely over-sold on the leading stocks, and the purchases of ‘‘shorts” to cover their contracts have produced a de- cidedly firmer tone The ursa major, who has been “bearing” New York Central, is cantious- y. buying in, and the price has risen 31, under the purchases. « Governments are stronger and ashade higher. ‘The demand from theinterior continues liberal, Five-twenties, Ten-forties, and Sixes of 1 ‘were respectively '; higher. Money shows increasing ease, a natural re- sult, as we have previously shown, of the de- cline in prices, and which may be expected to show itself more fully, if the premium on gold should not materially advance. There is a fair inquiry for loans, which lend- ers are disposed to meet on more liberal terms, both as respects interest and margins. Occa- sional loans are made at6 per cent. on good collaterals; but the general rate continues at 7 ercent. Qn Government securities, the rate is 6 per cent. Gold has shown rather more firmness this morning, partly from the supposition that the General Grant’s important movement, the intetligence of which yesterday depressed the price. The present decline in the value of stocks is attributable not only to the operations of bear” speculators, but also, in an important degree, w the action oi o babes ata in selling out their railroad and miscellaneous securities for Goy- ernment bonds. ‘I'he value of ordinary secu- rities changes with every material fluctuation in gold; and public opinion inclines to the ex- pectation that the prémium may soon fall yet yet lower, mvolving a still turther decline in stocks. To the large class of holders who are ularly borrowing money on their securities, ine irregularity in values is very inconve- nient, to say the least; and a preference is con- sequently given to national bonds, the price of which is comparatively little affected by the fluctuations in gold. Another advantage pre- sented by Government securities to this Ss of capitalists is, that they are enabled to bor- row upon them atone per cent. less interest than is charged on other securities. While the rate on call loans has been, for some time, seven per cent. on ordinary collaterals, it has heen generally six per cent. on United States bonds. These considerations have led to the exchange, within the past month, of a large amount of railroad stocks for Governments; and the amount of theJatter class of securities offering as collaterals is consequently increas- ing very manifestly, to Rev. The Paris Journal de Debats, inits comments upen the fall of Charleston, remarks that the European secessionists count this after all no great loss, as it is part of the Coniederate plan. to give up all the seaports, and withdraw in- land; “so that what we took yesterday, by mistake, fora grand victory fer the North, is nothing but a cunning manceuvre of the tacti- cians of the South.” The Debats adds: *+ We admit the proposition. It suffices us to remark that the armies of the North are dis- pensed from haying recourse to any such pro- found strategy; they have never evacuated what they have once taken. Lee and Beaure- gard may concentrate their troops in the open field; they mry thus proleng the military re- sistance of the South, just as the Vendean chiefs in France sprowones thatin the west a jong time after the Vendee no longer had a political existence. When the Federal flag floats in the large cities; when the Congress of Washington shall have opened to commerce the ports of the Atlantic and the Gulf: when it shall have called together conventions in all the secession States to vote asimple and pure return to the Union. or in default of conyen- tions shall have put ineach county & marshal charged to administer the laws of the United States; when the Confederate republic is con- tained entirely in the camps of Lee and Bean- regard, the cause of the rebels will be dead. The Northern troo; Will need not to go in search of Lee and Beauregard, and to run the risk of a defeatin agreat battle. To finish With the last army of the South, they need only to stand still and allow time, misery, and, more than all the rest, those two inevitable agents of dissolution, which generally accom- plish the ruin of defeated parties—the spiritof discord and treason—to do the work.” mp board met, A re: for the abate- 20 wa@-Charles Dickens and Wilkie Collins have withdrawn from the Garrick Club, because a rotege ef theirs, Mr. W.
