REVEL DESERTERS DROWNED IN THE POTO- mAC.—The Richmond Sentinel of Friday says afew nights ago a party of seven men, some of whom had deserted from the army more than a year ago, attempted to cross the Potomac to Maryland from a point between Chapa wanisoe and Aquia Creek ina small boat. The boa ran upon a cake of floating iee, was capsizad, and the whole party drowned. Robert Able, Nix Able, two men of the nameof Garrison, Robert Pearson, and two others, (names un- known,) were the party drowned. CONGRESSIONAL Monpbay, February 27. Mr. Sumner presented a petition trom citi- zens of Indiana, praying that theelective fran- chise be conferred on colored people. He said as that subject was now before the Senate ina bill to recognize a certain Governmentin Loui- siana, he desired the petition te lie upon the ta- ble: so ordered. - Mr. Van Winkle, from the Judiciary Com- mittee, reported favorably on the bill toauthor- ize State Banks having branches to become National Banking Associations. Mr. Powell, from the Judiciary Committee, reported back the joint resolution explanatory of the Confiscation act, with a recommendation that it do not pass. Mr. Lane, of Kansas, from the Committee on Agriculture, reported favorably on the Honse bill for the protection of Spmisrants enforcing penalties for decoying them into the military service or defrauding them Mr. Grimes, from the Naval Committee, re- ported @ bill in relation to the Naval Obser va- ory. The Vice President laid before the Senate a communication from the Secretary ot War de- clining, on instrugtions from the President, to furnish information as to-the number of troops furnished by each State, ae asked by resolution of the Senate. Mr Collamer called up-the joint resolution appropriating $25,000 for the purchase of a naval picture from Mr. Powell for the adorn- ment of the Capitel. Mr. Sumner repeated his opposition to the measure, but would remind the Senate that “peace hath her victories no hess renowned than war,” and if any picture was to be pur- chased he should move to insert that ft be Car- penter’s representation of the signing of the emancipation proclamation. Im the meantime he offered a proviso that inthe national Oapi- tol, dedicated to the national Union, thereshall be no picture commemorating @ victory over our own countrymen. Mr Wilson agreed that weshould not be considering such asubject at this time, but he diseented from the view of Mr. Sumner that no event of the present war should be painted to grace the Capitol. He thought every inci- dent of such a struggle should be pictured and engraven upon the arches of the skies. With the expiration of the morning honr this subject was laid over. Mr. Sherman moved ‘to take up. the tax bill. Mr. Trumbull endeavored to get up the Lou- isiana question; charged that a factious minor- ity had prevented a on Saturday night. Arquelles Sentenced to the Chain Gang. New York, Feb. 27.—By the steamer Ha- vana we have Havana dates to the 22d. There is no news from Mexico. Arquelles bas received his sentence, which is eight years in the prison chain gang. LOCAL NEWS. CincviT Court, Chief Justice Cartter.—On Saturday the case of Christopher Nardini agt. John Pella (an action of trover) was before the court, Messrs. Bradley for the plaintiff and Mr. Carrington for defendant. The facts in tais case are as follows: Nardini is a fruit vender and Pella a pawnbroxker, and some months since the plalatiff deposited #300 in gold and silver with the defendant, who plaeed it in his safe. Nardini subsequently demanded the money which was not forth. coming, and the defendant alleged that it had been abstracted; the safe having been several time searched by the police officers. This case was decided in the Circuit Court once before, and went up tothe court in general term on exceptions, and the cause was remanded back tor a new trial. The question involved was whether the defendant being a bailer was guilty of gross negligence abeut the money, or appropriated it to his own use, and if the jary so find, what would be the rule to determine the damages. The court instructed that the amount might be as high as the greatest price of gold and silver since the deposit. _This morning a verdict was rendered for plaiat’y, aasessing aamages at about $700, —_ ORPHANS’ Court, Judge Purcell.—On Satur- day the will of the late Joseph D. Williams were approved and paseed. —~>——_ HomicipE IN THE First WARD.—Abott 3 o’clock last evening a homicide occurred near the corner of 2ist and F streets, a man named James Smith being killed by Patrick Clary. It appeared from the evidence that Smith boarded with Clary, and last evening they were ob- served quarreling, Clary at the time haying a knife in his hand. Clary told Smith to leave, and said he would kill himif he came near him Afterwards Smith came up near Clary and fell, when © stabbed him, the knife cut- ting through the breast bone, death resulting in ashbort trme. Clary did not make any effort to getaway, but was arrested by officers Cramp and Sherard, to whom he confessed the deed. Coroner Woodward held <n inquest this morn- ing, when & verdict was found in accordance with the above facts. The deceased was a discharged soldier from company H, 2d Maine volunteers, and was employed in the Quar- termaster’s Department.
