Mr. Davis, of N. Y , trom the District Com- mittee, reported a bill to amend the charter of the Metropolitan Railroad Company, the prin- cipal amendment being to authorize that com- pany nnd the Georgetown and Washington Railroad Company to increase their fare from five to eight cenis. Mr. Washburne, of Ill, opposed the propo- Sition that the Washington and Georgetown Kailread Company shall charge eight cents a p&ssenger. Its stock was worth four hundred premium Mr. Davis, of N. Y., said the statement was untroe, and that there was scarcely a railroad company in the Unitea States which could sustain itself by such fare as now charged. So far from the company making, it was daily josivg large sums 9f money. Mr. Washburne, of Ill. said he bad no par- tacuisr objection to the Metropolitan Company eRarging eight cents fare. He however es- pecially objected to this privilege being ex- tended to the Washington and Georgetown Company. He repeated be had obtained his information from a gentleman who was in- formed by one of the owners ef the railroad that the stock was worth four hundred pre- mum. Mr. Watterson sent up a paper which was read by the Clerk, toshow that the Washing- ton and Georgetown Railroad Company lost eigbteen thousand dollars during the last year. instead of five cents fare, he suid the real price in view of the transfer, is only three and a balt cents; and no road, either in this or any city, C&M run it at three cents aticket. It was further shown thatthe Metropolitan Railroad Company was losing $65! a week. Mr. Morris. of Ohio, said he was willing to let the Washington and Georgetown Railroad Company charge three cents for a transfer, but Was opposed to increasing the fare on the main route. Becanse the Metropolitan Railroad Company had made a bad investment was no Treason Why we should authorize it to increase the fare. Pending the consideration of this bill the mornirg hour expired. Mr. Wiison, from the Committee on the Ju- ciary, reported a bill providing that neither the people nor legislature of any State declared to be in insurrection by the proclamation dated August 16, 1561, shall hereafter elect Senators and Kepresentatives to the Congress of the United States until the President has declared, by proclamation, that armed hostilities within fuchs States have ceased, nor until the people of such State have adopted a republican gov- ernment, not repugnant to the Constitution and laws and not until, by a law of Congress uch State is entitled to representation in Con- ess.
