DMETRerOLITAN HALL.—Free concert sa- loon, music, sougs, dances, &c. ———— River News —The ice in the channel has given away uncer the pressure of the rain and the mild weather of the past few days, but not sufficient to warrant the resumption of naviga- tion. The steamer John Brooks weat down to Alexandria yesterday for the purpose of open- ing the ehanuuel and allowing a number of steamers to come up from that point, if possi- ble. Below Alexandria the tce is not so heavy, and boats wiil probably be able to run im a day or two. There are several Government vessels lying at the 6th and 7th street wharves, including the stenmer River Queen, Gen. Grant's dispatch boat, which brought the General to this city about a week ago, but the boat was unapdle to return to City Point on account of the sudden freeze and the close of navigation on the Poto. mac. The torage department is again running short of torage, but a namber of transports loaded with hay and straw are ice-bound below Atex- andria, and efforts will be promptly made to cut them out and bring them up to this city. a HE DRA¥T— Action of General Fry ratified ler the sanction of the President and Secretary of War—The Enrollment in this District, &ce—In another column, under the head “official ” Will be found the action of a board appointed by the President to adjust the difficulties in the matter of the enrcliment and appointment of quotas in the sub-districts, as assigned by General Fry. The calculations of the Provost Marshal General are generally accepted, and the alterations therefrom will be but trifling. In most sections, the adjustment of claims for exemptious prior to the draft have ceased, and the Board of Enroilment are generally un- derstood to be engaged im preparing for speedy drawings. Inthe matter of the enrollment of this Dis trict the popular impression seems to be strong—and we think not without reasonable foundation—that the enrollment made under the sanction of the city authorities shouid be made the basis of the quota. This District can- not be governed by the save rules that pertain to other districts in this matter any more than in any other question of legal or political rignt. The rulings which establish the question of residence bere differ materially from thosa which seitie that question im any other district in the country by reason of the temporery and floating character of our population. The influx of temporary residen's bere is so extensive and varied thatit cannot justly be taken into accouat in estima- timatipg our population or the number of arms-bearing inhabitants. The vicissitudes of War have increased the said infinx far beyond ats ordinarily large and uncertain numerical strength by ‘be addition of Government em- Ployees, refugees and deserters, none of whom sbonuld be liable to draft here Very many of these have been counted in previous enroll- ments, and, unless the present estimate is gov- erned to & considerable extent by the recent enroliment, will be counted with the basis upon which the draft in this Distriet is soon to be made. Such an spportionment would be manifestly unjust, and we haveno doubt the sast eproliment will be largely considered in the adjustment upon which the drawings of this District are soon to take place.
