PRESIDENT LINCOLN AND THE DRarr.— President Lincoln, in a letter to the Governor of Vermont, in relation to the draft, states that “the pending callis not for 300,000 men sub- ject to fair credits, but for 300,000 remataing after all fair credits have been deducted.” A committee of the Legislature of Rhode Island who had arecent interview with the President have made a report thereof, in which they say «In reply to requests for 4 postponement of thedraft, the President replied that he was -ready to aémit tbat Rhode Island had inyari- ably been among the most foremost of the States in the performance of her duty, and that she wasstill actuated by the same patriotic impulses, bat that the eountry could better altord in consideration of her merit to relingnish her quota altogether than to granta |e Saab of the draft for a single day. he moral effect, eaid he, of furnishing the men called for promptly and without hes' tion, will be as great a power asthe men them- selves, and I believe, he added, that the opin- ion which Gen. Hancock expressed to me yes- terday, is entirely well founded, that ifan army could be presently increased by four hundred thousand men, not one of them wonld ever be required to fire a musket at the enemy. If 1 should aliow a postporement of the draft to Rhode Island, 1 should be doing in- justice to other States, unless the same favor was shown to all; and as soon as it was re- poe through the newspapers that your State ad the promise of an extension, every other State, whether influenced by the same high motives or not, that Rhode Island in prefer- ring this request claims to be, would demand the same partiality.” They had also an interview with the Sec- retary of War, the result of whicn is thus stated: “The committee were informed that before a draft could take place in any district, an order to that effect must first issue from the Secretary throngh the Provost Marshal General—and- that so Jong as the besiness of recruiting should be pursned with results satisfactory to the department no order for a draft would is- sue for this State. The Secretary wasequally firm with the President that no particalar ex- tension of time could be allowe#, and that while a full assurance would be given that no draft should be had while recruiting was ac- tivery progrescing, that this must be under- stood as the condition upon which the liability to have one was suspended, pias eo Remarkable Rebel Admissions, {From the Mobile Advertiser. } We do not attempt to disguise the fact that the Confederate cause is at this moment pass- ing through its most, dangerous crisis. Large numbers of the people—perhaps upon a fair poll, the majority—are heart-sick of the war, and willing to end it upon terms which would have been scouted at as treasonable two years oreven ore year ago. Even the class of slavee holders. having the deepest pecuniary stake in the success ofa struggle for independence, are ready to make sacrfices, the mention of which a short time ago would not have been tolerated. We have not a doubt that the conn- try, inciuding the slave proprietors, large and smal), would compromise to-day for peace and independence on the basis of a gradual and universal emancipation of the blacks. We may go further, and say that large numbers would be willing to give up their most cher- ished thoughts of independence and exchange the institution for naked peace upon terms of reconstruction. On one lot there were no bids, while duplicates only here and there were the exceptions. Y., Commercial Advertiser says: The marketreflects the general uncertainty that pervades everything having a marketable valne. The successful advance ot Sherman, the feeble opposition of the enemy, the para- lysis among the rebel leaders, and the failing spirit of the Southern feeling, are facts that produce a conviction of the near approach of the end of the rebellionfagainst which few are found willing to speculate. Yet, on the other hand there are few who are prepared to ope- rate on what there appears to bea very obvi- ous prospect. The general disposition is to wait forevents, rather than anticipate them. The first feeling created by the fluctuations in the price of gold was to speculate upen the changes; the seeond seems to be much less ad- venturous; prospective changes producing caution rather than speculation. This morning the stock market is weak and very inactive. There is still considerable buy- ing of Governments, princip4lly 5-20’s, on for- eign account, but yesterday 5 prices are not well maintained. Bank stocks and railroad bonds are dall. The money market is literally gorged with surplus funds. The balances due in the West Bot being covered by exchange, there is a steady flow of money toward this city, and our relations with other sections are of a similar character. Temporary loans are offered at 5 per cent.; but the general rate on call is 4 per cent. 7 per cent. loans have been chiefly paid in and renewed at 6 per cent. The rate of discount on bankers and all com. mercial paper is 7 per eent.; but those grades are very scarce. Sali) per cent. are the rates at which most of the paper now offering are dis- counted.
