Grace Cutacn Faim—tThis interesting fair continues ip Island Heli, and with its varied Atirsctions wouldapparently draw crowds for length of time; but as it will shortly close, \cse who would pay it a visit must improve the opportunity t — The New ENnot~Ment.—Mr. K£ditor:—An article appeared in your paper of yesterday in regard to the new enrollment, which has pro- dguced much surprise in the community, as it was supposed that the late enrolimert would be regarded as the proper one, and the quota ened accordmely. Indeed, it is believed that it should be retroactive, and in that event, nothing would be due by us on the last call. The old enrollment aggregated over 20,000 persons. The fallacy of it is easily shown. The population of the District at tne commence- Tent of the way was abont $0,000. and the able-bodied number then not more than 8,000), Since then the population has increased to nearly 100,000. Of this increase of 20,000, the major part has been males; but nearly all of them are not liable to enrollment here, being principally composed of two classes, namely: persons from States north and east of us who have left their families at home, and are liable o draft there. The second class is of deserters from the Confederate service, all of the so- called refugees being of that class, as, if not actually im the service, they were enrolled and ordered into the army, and came here to avoid going init. The late enrollment shows that of the first class named, nearly all have left here tor their homes since the first enrolment was made. A third, and by no means a small class, consists of aliens, who have now produced evidence of the fact, are therefore not liabie to military service. Nor can the plea that other places might ask for & new enrollment be urged with justice, az no other section has been placed in such a po- sition @s we bave. This District has been the basis Of supplies for the Army of the Potomac ever since the war began, thereby causing the niinx of a large number, who, as thearmy has advanced, have lert here fora nearer point to it. These men enrolled 2 or3 years ago have nearly all lett and are, therefore, not chargea- bie tous, but to the sections from which they orginally came, and where they have left their families or other relatives. § proof of the above is complete, as shown by the Jate lists made by the sworn officers of the Government, who were paid by the City, tbat justice might be done to us in this matter. The ori- ginal bill anthorized the company to build wharves, docks and railways at Mason’s Isl- and, opposite Georgetown, under the super- visien of the superintendent of the Coast Sur- vey, and make the privileges of the company subject tothe municipal authorities of Wash- ington.
