The ternis of the President’s proclamation of December 19, ts61, calling for 300,000 men, in Order to supply a deficiency under the call of July is, 1564, provides that «in case the quota or any p&rt thereof of any town, township, ward of a city, precinct, or election district, or ot @ county not so snbdivided, shall not be filled before the 15th day ot February, 1865, then & draft shall be made to fill such quota, or any part thereof. under that call, which ny be unfilled on said 15th day of February, 1965.” In pursuance of that proclamation, the Pro- wost Marshal General on Monday issued in- structions to the provost marshals requiring them, in all their districts and sub-districts wherein the quotas should not be filled to-day, to proceed to make prepsrations for the draft, just as be did prior to the previous draft, neither ot which took place until some time after the day up to which time was given by the prociamation for recruiting. ‘These preparations for the draft will be con- summated as speedily as possible, and there is every reason to suppose that the draft will be made at an early day.— Chronicle. a Boaxp or Trustees or Punbic Scuoois.— The Board of Trustees of Public Schools met last evening at the City Hall, Dr. Walsh in the chair, and all the members present except Meesrs. Chauncy presiding and Bir. R.S. Davis acting as secretary.) to perfect the organization of the exemption club. Mr. |.T. Halleck, from the committee ap- pointed at a former meeting, reported rules for the government of the club, which were read, amended and adopted. The club is to be known as the Fourth Ward Exemption Club, the officers to consist of a president, secretary und treasurer. None exeept persons enrolled in the Fourth Ward can become members, and the payment of $50 will constitute any enrolled man in the ward a member. Each drafted man shall receive $300 out of the funds of the association, and if, after a draft, it shall be found that there are not sufficient funds on bund to pay this sum of $300 to the drafted man, ®n additional assessment shall be made upon the members. Any member who may put in & substitute prior to the draft may have his #50 returned. The association shall not be dis- solved until the quota of the ward is filledand each drafted man has received his @500. All moneys on hand after the draft shall be divided among the drafted men, provided no man shall receive & greater amount than he bas paid for & substitute.
