Also, disorderly, $3.90. ———— District Court, Judge Wylie—Yesterday, the case of United States agt. Schooner Cow- perthwaite, her tackle, &c, Mbel—in prize— ‘was heard. The libel charges that the vessel was for- feited by reason of haying entered the port of Norfolk with 70 barrels of whisky, without permit and in violation of permit granted by the Treasury Department. The whisky was landed in December, 1963, and the vessel was not seized until June following. During the intervening time the vessel, which was owned throughout by the same parties, made some three or four innocent voyages, and the turning point of the case was the question whether the ‘vessel, made guilty, in the language of admi- Talty law, by the violation aforesaid, was purged by the innocence of the subsequent and intervening voyage, coupled with the delay of the Government officers in making the seizure. The Court decided that a forfeiture is com- plete at the moment the cause of Jt arises, and pronounced sentence of condemnation. —_——_—.__—_ THE ATTEMPT AT BrRineRy.— Yesterday Major O’Beirne surrendered to the civil au- thorities the two Germans—Wm. Rothschild and Chas. Erbach—who were arrested seme days ago for attempting to bribe Dr. W. O. Baldwin, Surgeon of the Board of Enrollment of this District, by calling at his residence, and offering to pay him $150 to exempt Erbach from the draft, at which time they taken into custody by a detective who was present and witnessed the transaction, at the request of Surgeon Baldwin. After the parties were sur- rendered to the civil authorities yesterday they were taken before Justice J.H. Johnson, who held each of them to bail in asnm of $1,000 10F a hearing this afternoon at 4 o’clock. E.C. Carrington, U. S. District Attorney, will appear on the part of the United States, and Jobn E. Norris, Esq., for the defendants. ee THR INAUGURATION BAiL.—B. B. French, Commirsioner of Public Buildings, and Onair- man of the supervisory committee of the in- auguration ball, has published a letter in reply to some correspondent, who urged the relin- quishment of the ball on the grouna of the un- warrantable expense at this time, and the un- fitness of the occasion, in which Mr. French says that the ball will ‘‘be conducted with all possible economy, and that whatever is real- Bea over the expenses shall be faithfully ap- plied to the aid and comfort of the families of our soldiers in the field. The public have been called upon in so many ways to contribute to this neble purpose that their patience is al- most exheusted, and we look upon the coming ball as a fit occasion to yield to those who pat- ronize a pleasure, while it yields to the suffer- ing families of our brave soldiers a profit.” ae ge Eprror STar:—Please allow me, through the columns of the Star, to suggest to the prop- er authorities that they cause the hour of twelve tobe struck daily upon the various bells connected with the fire-alarm telegraph. ~Or if it be not possible to strike them all at once, then upon one of them. I suggest the hour of twelve only, because if the smaller hours were struck it would be likely to create false alarms: but ds twelve strokes in succession Are not used to designate any qne station, the abovenamed hour could be struck with safety. Were this plan adopted, it would enable our citizens to regulate their time-pieces. Asitis now, it is impossible for any one living out of sight of the Observatory to keep the correct time. ’ PRo BONO PUBLICO. og THE WeatTHER.—Onr oldest inhabitants say that Sunday night was the coldest experienced in this latitude for fifteen years, the thermom- eter standing during the greater part of the night a few degrees above zero, at one time it being but one degree above. Yesterday morn- ing, at 7 o’clock, the mercury stood at seven degrees above zero, and on a vessel in tne river at two degrees. Consequently the river chan- mele were frozen fast, and no boacs were able to run yesterday. a PASTORAL.—The Rev. Frederick T. Brown, D.
