C. Richards, Superinten- dent of the Metropolitan Police, has made his report for the quarter ending December 3ist, ig64. It is the first official report of Mr. Rich- ards, and is based upon his personal investi- gation of all matters alluded to, and is a syste- ™maticaJly prepared and interesting document. After referring m complimentary terms to his predecessor, and asking for himself the gener- osity of the Board in the consideration of his very recent entry upon the discharge of the duties, the Superintendent proceeds to report an the foliowing order: Station Houses—He considers the station- houses of the {th and sth precincts (ist and 5th Wards) as safe, convenient and comfortable, as well as ornamental to the neighborhoods in which they are situated, creditable to the city of Washington, and retiect a commendable Gegree of liberality and enlightened public sentonthe part of the citizens and corporate authorities of the capital of the country. Per- haps it should be said that the 3d precinct (Georgetown) bas & station-house which f&nswers very well the demands upon it, but when we turn from these precincts and contemplate for a moment the eon- dition of the places called station-houses in the other precincts, the horrors of the “Black Hole” and of Austrian dungeons came unbid- den before our mental vision. The Superiu- tendent says they are unsafe, inconvenient, discreaitable and unavoidably filthy, loath- some and pestiferous, and were it not for the indefatigable efforts of the sergeants in charge No Gas in WAsHINGTON.— We regret to learn that gas cannot be furnished here but afew days more for want ot coal. The company have but abont five days supply on hand, and cannot procure, at any price, asufficient quan- tity to meet the daily consumption—nearly one bundred tons. Every pound of gas coal which they could get from any quarter last year was bought, regardless of cost, but it was impos. sible to secure a sufficient supply for the win- ter’s use; and so we must allgo back tocandles and oil for awhile. Other cities, we under- stand, are in the same trouble, and for the seme reason. Not enough gas coal was mined in. or imported to, the United States during 1864 to carry the gaslight companies through the present winter, and mary others will, like Ours, be compelled soon to stop for want of coal until a supply can be had in the spring. ———— MEMORIAL OF RITTENHOUSE, FANT & Co.— A memorial was presented to the Senate yes- terday by the banking firm of Rittenhouse, Fant & Co.. setting forth that in 1858 they sub- scribed to certain bonds of the Government, ‘with the agreement that the Government would permit them to make their deposit at any of the U.S. depositaries, and that they having selected San Francisco, the Treasury Department de- clined to acceptit. That the Court of Claims, t> whom the case was referred, decided against them, and believing that the decision was made under a misapprehension of the facts, the peti- ti ners pray Congress to authorize the Court of Claims to reconsider the subject. —— eee Fire CoMMissionERs.—The regular weekly Meeting of the Board of Fire Commissioners was held last night. The resignation of Thos. W. Cook as engineer of steam engine No. 3 WAs received and accepted. The vacancy was not filled. A telegraphic dispatch was received an- nouncing that one of the steam fire engines had been shipped at Philadelphia an@ would be sent direct through to Washington. Sea a Bia HAUL.—The Second Ward.officers made & descent upon a diserderly colored party, who were having 8 dance in a hail on O, near 12th street, and arrested twenty males and fe- males, who were taken to the station-house. Justice Boswell dismissed three and fined sey- enteen $3 each. , ee THE PENALTY._Emma Anderson, of Hook- er’s Division, charged with stealing a watch and chain, was sent to jail by Justice Olayton, on Wednesday, in default of S100'bail. would actually be indictable as public nui- sances. And yet here we ure the guardians of the police and sanitary condition of the city which is the capital of a country which i3 boastful of its liberal, enlightened, humane and christianizing institutions. The Superin- tendent asks a remedy for this evil, and thinks the parties to it render themselves liable every day toasuit for damages, and the Board ot Commissioners, the citizens of Washington and himself cannot rest contented while it contin- ues. The Superintendent then proceeds to shew the great difficulty of strictly enforcing the requirements of the board in those precincts where the stations are in this miserable con- dition. County Jail_—The Superintendent next refers to the practice of putting criminals into the army as prejudicial to the ends of justice; and this practice prevails at the county jail. Hotel and passage thieves ridicule the idea of pun- ishment, which they escape by going into the army, and deserting thence. It rarely occurs that an able-bodied mar committed to jail re- mains longer than three or four days before he is im the army as substitute for some person drafted or liable to draft. If these men would remain in the army, there would be a shadow of justification; but they do not, and justice and the Government are detrauded of their just dues. Instances have been reported of committals to jail, speedy enlistment of the criminals, their immediate desertion and re- sumption of their old practices. Discipline—The discipline of the force in three or four precincts is entirely satisfactory; in ether precincts too much laxity prevails. ‘The Superintendent proposes in a sbort time to recommend a course to rid the force of all inefficient or incompetent men, whether officers or patrolmen. 7 Sanitary Department.—This important depart- ment is thoroughly organized, and doing all that can be done under the existing imperfect sanitary laws of the District. The Superin- tencent alludes to the frequent dismissal of cases, or the imposing of very light fines on offenders, by magistrates, and the remittal of fines imposed, and the consequent taunts and jeers officers in the discharge of duty are sub- jected to by violators of law. Number of nuisances reported, 530; abated by citizens, 150; by the Sanitary Commission, 1; not yef abated, 79; warrants served, 26; persons removed to hospitals, 6; buried per order of the military, 9; Temoyed to the Insane Asylum, 1; dead ani- mals removed, £2; fines imposed, $186 26. This force also reported all persons engaged in business and subject to sunita: license. Detective Department —The followingis &sum- mary of its operations: Number of robberies reported, 167; amount of property stolen, #20,842 41; amount recovered by officers, $1,558 35; turned over to the proper custodians, #773 35; turned over to claimants, $755; amount taken from persons and returned to same, $726 15. This does not include the operations of detectives McDevitt and Clarvoe for the Government in the Port Jarvis case, which was mainly worked out by them. Condition of the Force.—This division of the report includes statements of the health of the men, the average of time lost by sickness, (six and a half days toeach man,) causes of sick- ness, &c. Arrests.—Douring e quarter 5,172 arrests Were made, 4,020 les, 1,143 females, 2.024 married, 3 115 single, 3,373 could read and write, 1,791 could not. Classified as follows :—offences against the person, 2,901 males; 918 females; of- fences against property, 1,126 males; 22! females. ‘The disposition of cases having been referred to in the Sergeant's report, are not transcribed here by us. Fines imposed in Washington, 9,714 34; in Georgetown, $1,206.94; grand total, 10,921.32. Lodgers accommodated, 637; lost children restored, 25; sick and disabled persons assisted, 35; horses and cattle found estray, 13; doors found open and secured, 2; fires attended, 17; horses with vehicles taken up and restored te owners, 12. Amount turaed over to the roperty clerk, $6,176.05; amount restored by agistrates and Sergeants, $38,503.65; amount delivered to claimants by the property clerk, $9,630 90. The fare not to exceed eight cents on any portion of the road, and the capital stock to be increased from £500,060 to $1,000,000.
