_THE EVENING STAR. CONGRESSIONAL. In THE SznaTE yesterday Sfter our report | ck sed— Mr. Sherman. from the Committee Gn Fi- nance, reported back the petition of Mrs. Jane G. Swissheim, in relation te the employment of female clerks In the departments. Mtr Sher- men said legislation was aecessary to au- thorize t mployment of female clerks, and he asked that the committee be discharged from further consideration of the subject. So ordered. Mr Sherman, from the Finance Committee, eportea back the jcint resolation granting ad- ditional compensation to the employees of the Capitol, recommending its indefinite post- ponement. On motion of Mr. Collamer, the House joint resolution to make General Richard Delafield a regentof the Smithsonian Institute in place of Joseph A. Totten, deceased, was taken up ani passed. Mr. Trumbull introduced 4 bill to amend the jndicial system of the United States. Re- ferred to the Judiciary Committee. Mr Davis offered a resolution to add to the standing committee of the Senate a committee of five for the investigation of the corruption of the Government in ail itsdepartments, Laid over until to-morrow. The Senate then took up the bill of last ses- sion to incorporate the Washington and Bal- timore Depot and Potomac Ferry Railway | Company, authorizing the construction of a railroad from the Baltimore depot to the foot of Sixth street, and the erection of a wharf there. Mr. Somner offered an amendment, that no person shall be excluded from the cars of thiscompany on account of color, which was adopted. : The bill was passed, after some discus- sion Mr. Somner presented a substitute for the House resolution terminating the treaty ot 1¢17 with Great Britain, as follows: ‘That the notice given by the President of the United States to the Government of Great Kritain and Ireland to terminate the treaty of I$l7 reunlating thenaval force upon the lakes is hereby acopted and ratified as if the same had been authorized by Uengress. Ordered to be printed. The Senate then went into executive session, &nd soon after adjourned. In TuE HovSE yesterday— The bill reported from the Committee on the Rebellious States, providing a republican form of government for States overthrown or sub- verted by rebellion, was postponed for two weeks Mr. Littlejohn introduced 2 bill to amend the enrollment act, so as toallow provost mar- sbaisthe pay and emoluments of a major of cavalry, and to pay them commutation for transportation, forage, fuel and quarters. The bill wes committed to the Committee on Mili- tary Affairs. The House went into Committee of the Whole on the state of the Union on the West Point Military Academy bill. This was amend- ed, on motion of Mr. Blaine, repealing the sec- tion in the West Point bill of last year, which forbade the readmission of cadets found de- ficient, except on the recommendation of the Academic Board. Mr. Blaine’s amendment is to restore to the Secretary of War the power of restoration in the case of meritorious cadets. The bill was laid aside to be reported to the House. The committee next took up the bill making appropriations for the legislative. executive and judicial expenses of the Government for the year ending Jane 30, 1566. The committee rose pending the considera- tion of this bill. The House p: and adjourned, seed the Military Academy bill +0 The Fortune of the War in favor of the Federals. From the London Times, Dec 29] In the Americen contest the fortune of war has again favored the cause of the Federals. The year is likely to end with one of those suc- cesses which keep up the spirits of the north- ern people, and urge them to persist in the task they have undertaken. Where Sherman will come ontis no longer a matter ofdonubt. With No little skiil and daring he has pushed across the State of Georgia, and made his way toits chief city. ALEXANDRIA Arrains.—The Alexandria State Journal says: Mr. Boutwell, in the House of Representa- tives on Saturday, introduced a bill changing the time for holding Circuit Courts in the Dis- trict of Virginia. It provides that the Circuit Courts in the District of Virginia, heretofore beld at Richmond, shall be held at Norfolk on the first Monday in May and on the fourth Monday in November of each year. Mr. John Beach a resident of this city, was arrested on Saturday night, about ten o'clock, upon a charge of bigamy, and placed in the Wwatch-house, where Le remained until yester- day morning, when he was brought before the Mayor, who after hearing the evidence in the case, committed Beach to jail to await the ex- amination of the County Court atthe February term. Heach had & wifeand several children in ibis city. He had Istely been trading be- tween here and Montgemery county, Maryiand, at which latter place he met a Miss Elizabeth Barber. to whom he paid his addresses, and they were married some five or six weeks since. The prisoner bears a pretty hard re- putation, and it Is said this is not the only case of the kind in which he is implicated. The train bound te Fairfax to day was fired into py a party of guerrillas, between Springfield and Accotink bridge. The Con- ductor, Mr. Doyle, was intormed by the Cap- tain commanding at Springfield that there ‘were some guerrillas in the vicinity, so he was on his guard. When first seen they were pull- ing timber on the track. Theengineer at once reversed the engine andgaved thetrain. Some shot struck the smoke-stack. Noother dam- age was sustained. ‘The Gazette says: In the Legislature, here, Mr. Brown, from Fairtax. last week, was appointed President pro tem.cf the Senate. A committee was ap- pointed in relation to the suppression of civil government by Gen. Butler. In the House, a bill was reported for making the National Bank of Alexandria the place of deposit for the public funds. Mr.Gibbons on leave,intro- duced a bill entitled “Anact imposing taxes for the support of Government for the year 1865. A letter from the captain of the schr. J. H. Jones, bound from Philadeiphia. to this port, witha cargo of 150 tons of Antharcite coal, consigned to John Leatherland, of this piace, dated on the ith, states that his vessel Was cut through by the ice, and sunk in the Potomac, off Maryland P o:t, the day before. The Captain states further, that, two or three other vessels have :lso been cat through aud sunk. One sloop is near Indian Head. The U. S. fiags, at Headquarters of the Military Governer at this place, and all other public places, were displayed to-day at haif mast, 45 & mark of respect to the memory of the late Mr. Everett The Schooner Hazard, Capt.
